Thursday News Summaries and Commentaries

Wow the news keeps coming at us today, and it is making a splash in many circles it would seem.....PM Abadi continues to work on his reform policies and plans, appeasing the demonstrators while at the same time apparently riling the powers to be within Iran.....

Abadi stands strong on his stance about corruption.....NO ONE is above the law.....but Iran doesn't seem to agree with him on this matter, especially where it involves the like of Maliki and his thugs......

Meanwhile we have Maliki trying to act like the big bad wolf who is attempting to huff and puff and blow down the houses that Abadi has built.....the problem that Maliki has is that he is NOT the one in power....Abadi is.....anything that Maliki attempts can and should be construed as a coup or take-over attempt on his part....treason in other words.....
....
So even with Iran's backing he is on a narrow road that is filled with rocks and holes....rocks that he could easily stumble and fatally crack open his head....holes that are deep enough to be buried in.....

My money stays on Abadi at this time....him and his reforms....this is what Iraq knows it needs and he is the one to provide the change....oh and don't forget the ever growing, daily increasing lists within Iraq and I am not speaking of the political bloc....but the lists of names that the Integrity Commission and Judicial Courts keep making public, those current and former government and institutional leaders who are being fingered as being corrupt and facing serious charges for their crimes.

Parliamentary Finance in the process of writing in 2016 and Vice balancing the stresses: its inability over the past years

It is budget time....that magical part of the year that no one wants to see show up again.....the ministry departments are slow playing their part in getting budget drafts to the Finance Committee....but I thought the ministries presented their budget proposals to the COM for a vote who then gave the budget to Parliament for a vote before submitting to the President of Iraq.....

But who cares right.....just get the budget done....2016 is not looking to shape up much better than 2015....yes there will be yet another deficit....yes the price of oil is predicted to stay down.....the fight against DAASH is expected to continue....all are negative factors in Iraq's face at the moment.

Misdemeanor Integrity: imprisonment and a fine for officials bankers convicted on corruption charges

These particular charges and jail sentences are being brought against bankers associated with the Rafadain Bank and the North Bank regarding transactions that were alleged to have taken place but did not occur as they were advertised.....offering one product and replacing it with some inferior item....bait and switch some might call this....three different operations were tried in the courts and convictions were given for all three involved.

The judiciary issued a new regulation to officials convicted of money laundering and economic crime

Here is the first of the lists that I mentioned in the opening.....some noteworthy level positions that are convicted of money laundering and other economic types of crime....apparently sentencing is to come at a later date.

Image: Launch 6 trillion will reduce dependence on budget

The CBI has announced today the launching of its 6 trillion dinar program through the private banking industry aimed at helping the internal labor market within Iraq....providing monetary aid to those unemployed citizens who apply and qualify for the loans....thus removing them as a burden to the current budget.....private industry stands to gain from this opportunity brought forth by the CBI as they attempt to make their mark on the Iraqi economy in ways they have left alone in prior years....again the posturing of Iraq to find other ways to generate revenue other than through crude oil.

Integrity Commission: recover about 44 billion dinars .. and the number of orders to take a judicial arrest on corruption charges in 2128 amounted to an order

Ill-gotten proceeds keep being funneled back to Iraqi banks as it is discovered through the investigations of the Integrity Commission....work continues on over 2,100 suspected of corruption crimes.....this massive group is being run before the judicial system to seek arrests for the charges posed against them....the numbers get to be confusing at best....but suffice it to say the Integrity Commission investigating teams have been extremely busy in looking into all operations of those who have been turned over to them....no rock goes unturned.....the cases that are brought to trial seem to be solid and fines along with prison terms are being doled out.

A relentless war between al-Maliki and Zamili .. Between revealed hidden and treason

Maliki and Zamili continue their war waged on words at this point.....Maliki throws threats....Zamili stands on his final report....a report that was processed and developed by a team who interviewed countless individuals...Maliki included....and from their efforts comes a report with 30-odd names on it, Maliki's name leads the list of course.....the report has been voted upon by Parliament and passed to the Federal Supreme Court.....of course Maliki is scared....threatened....his name is in the number one position.....he looks bad....so he reacts as only he knows how.....runs home to Iran....gets a blessing or two from there and then comes back to Iraq full of threats against anyone who is anyone in the current government.....go bark up another tree.

State of Law: We will not allow the trial of al-Maliki

Oh really....you will not allow Maliki to stand trial.....what is your intention....hang him from a tree on your own....hide him under a rock.....his butt will still be visible, so will his nose.....I'm thinking this is out of your control....but go ahead knock yourself out....throw a temper tantrum....your leader is in hot water.....would you jump off a cliff with him if he were headed in that direction.....because that is what is about to transpire.

A source close to him for "tomorrow Press:" al-Maliki came from Iran a new project for the implementation of reforms in the state

Lest we forget.....Maliki's power is all in his own mind.....he ran to Iran.....he came back to Iraq with what.....new projects for reform.....who is he kidding....he's never been a part of any kind of reform, social, economic, international, what have you....he doesn't work in that way.....he is a taker, a corrupt former official of the Iraqi government....who by the wording of the real reform policies that are in play today must pay his fine and serve his sentence just like all the other criminal thugs who are being drug before the judicial system today.......rue the day you returned there Maliki boy.

Integrity is open to the demands of the demonstrators files relating to corruption and invite them to submit

The head of the Integrity Commission announced today that he is in favor of those who are demonstrating in the streets for what is rightfully their, especially those with concerns for electricity.....the things they are vocal about are things that should have been provided years ago.....he encourages the demonstrators to come forward with their issues regarding corruption and other crimes and let the Integrity Commission investigating teams take a look at what they have so that cases can be made where it is warranted against those guilty of crimes associated with corruption against the people.

Chairman of the Integrity Commission announces the issuance of the arrest warrants and Astkdamat against state officials and ministers

Yet another list of names that are being looked upon for arrest warrants.....this time they are state officials and ministers....the dark cloud hangs low over those whose hands are dirty from corruption....a total of 450 arrested on corruption charges....some of which are outside the country but extradition will be started to bring them back....NO ONE is above the law....remember.

The judiciary published the names of 29 official convicted of corruption, including ministers

Another list....this time of convictions for 29 officials.....yes corruption does not pay today in Iraq...just ask some of these ministers how it is working for them now....and as this article states, they are only publishing the lists of those convicted....those still under investigation are being protected until their crimes are made solid and judgement is passed on them.

The religious authority: government corruption more dangerous than terrorism and warned of crises ten years ago

This is a very interesting article from the Iraqi religious authority in Najif.....who points out that government corruption was first identified to the clerics 10 years ago....it is obvious that he chooses his words very carefully....for he does not name name or countries but in reading between the lines in his message I can't help but get the feeling that Iran is one who is stirred up in this long running mixture of crime within the Iraqi government.....

After all the Shiites have a strong backing and history with Iran.....just ask Maliki.....today even we see pressure from Iran to keep Maliki's name off of any criminal list....they will go to great lengths to keep their name out of any criminal proceedings....even threatening military actions if necessary.....this cleric is no dummy and knows better than to point fingers, but instead his talk in generalities is enough to make the pot boil I think....others who read this are equally no dummies and should fully understand the accusations he is making but not stating here.

Maliki is preparing to fight a battle against his opponents fracture

In advance of the report on the fall of Mosul.....what did Maliki do.....he FLED Iraq....running to Iran where he could lick his wounds and get a boost from those who have long supported him.....recharged he then returns to Iraq charging around like a bull in a china closet taking aim at any target he can and throwing blame their way....all to throw the blame and heat away from himself.....what a blowhard he has become.....but in the end.....he has no power, and PM Abadi is the one in charge.....

Maliki can try a coup, he can try to overthrow the government but I don't believe the Iraqi people would allow him to get very far.....he is not their leader....he has brought about no reform of any kind.....they see a true leader in PM Abadi and with him they stand today.....Maliki may rear his head and strike....but beware of the shovel for it will remove the head of the snake in one motion.

The crime of delivery of Mosul Daash one of dozens

One of a dozen crimes....make that dozens of crimes that Maliki either committed or knowingly allowed to be committed....his list of accomplishments from a corrupt and criminal standpoint read like a list of who's who in Iraq.....he turns to corrupt stone anything and anyone he looks at or touches.....how can PM Abadi allow him free movement about Iraq knowing of the great wrong-doings he has perpetrated and the murders he has given the head nod to fulfill.....that is astounding.

Islamic Kurdistan: Barzani stuck to his position to create considerable controversy by the media Kurdish political

With all the muck about Maliki we haven't heard much out of the Kurds of late it seems....until now that is....President Barzani is sticking to his chair it would seem......but I'm thinking he will go peaceably when the time comes.....looking like the President of Parliament will fill his shoes soon....how many extensions can Barzani claim....he's had a good run....but time to give it up I would think.

Justice News donates a constitutional complaint and the penal, civil and affected by each of the victims for the crime of al-Maliki and shareholders with a crime fall of Mosul and other cities in Iraq

This just tickles me funny......a pre-made legal form for filing a complaint against Maliki.....for those who were vicimized by the fall of Mosul and other areas within Iraq.....oh think of the million or so displaced citizens....step up to the plate folks and be accounted for and show Maliki just how guilty he is of a great many atrocities......here is your form.....take several as I am sure you have family members who were wronged by this man's actions or lack of action.

Kurdistan presidency respond to Maliki: You are responsible for disaster Mosul

Kurd President Barzani finally comes forward with a few choice words regarding Maliki's accusations toward the Kurds concerning Mosul.....hogwash.....he says that Maliki is just trying to sidestep the real accusations that have been given to him in reality.....Barzani claims that Maliki and his threats are baseless and far from the truth.

Urgent .. Yasiri: We have 101 bribe crime and the crime of embezzlement of 77 and 73 the crime of intentional damage to public property and 40 neglect

More news from the Integrity Commission.....more names now surfacing for crimes of bribery and embezzlement and finally of damage to public property.....the lists just continue to flood the media today.

Najib: the expectations of the International Monetary compatible with the new financial reforms

With expected expansion within the oil industry in Iraq.....increases of contraction within the economic activity in the non-oil sectors, and the reforms that are being put in place the IMF continues to look favorably upon Iraq for the remainder of 2015 seeing a growth rate projected at 0.5%.....keep pushing those reforms forward PM Abadi.

On the back of a large embezzlement ..alqdhae confirms judgments in absentia against senior officials in the Red Crescent Society

One grouping of names that was seen on an earlier list of corrupt officials were some from the Red Crescent Society.....this is the international arm of the Red Cross.....not a good light for these folks to be caught in at any time.....this will weigh heavily upon their operations throughout the world I am sure.

A parliamentary committee: heading to enact a law to reconsider the sale of properties ousted the former regime

So as a corrupt official you thought you would be smart and turn all those ill-gotten funds into hard real estate to avoid the money being taken if you were ever caught....guess again....the Iraqis are working on a law that will allow them to sell your properites to see that the funds still are returned to their rightful owner.....the government of Iraq.

Central Bank prepares to launch loans to private banks at an interest rate of 3%

The CBI is "fixing to" launch a trillion dinars in loans to private banks at an interest rate of just 3%......these loans will be for commercial, industrial, real estate sectors to get people and small businesses back on their feet....do not.....repeat do not consider putting this money in your own pockets.....it will be traced to you.

Parliamentary Energy proposes to determine the price of a barrel of oil to 45 dollars in the budget next year

So the outlook for oil is not so bright for 2016....Parliament Energy is saying today they expect their budget to include oil at $45/barrel for 2016.....far cry from the beginning of 2014.

Parliamentary Finance plans to review the contracts signed with foreign oil companies

Finance Committee has grown tired of trying to run the business of the CBI....so now they turn to the Energy Ministry....specifically to the oil contracts that were signed with foreign oil companies.....just remember many of those contracts were drawn up by your own beloved Maliki and his oil minister....be careful of who you try to call a foul on with these contracts.....guess it would never occur to you to let others who have a greater expertise look over these things.

Sadoun: There are no legal impediment to send to the Commission the fall of Mosul, a report to the judiciary without reading

Some within Parliament are claiming that those political blocs who say they did not read the report on the fall of Mosul before it was turned over to the Judiciary Court are barking up the wrong tree, the report was passed out to all blocs with ample time to read before it was voted upon by the majority....and then handed over to the Judiciary.....try crying in someone else's milk today.

Sources: Al-Maliki threatens to expose the corruption of files eight years to senior officials and members of references

Maliki is truly sounding like a big baby today.....throwing yet another temper tantrum....I'll poop my diaper if you don't let me have my way.....I'll lay out the files of those really corrupt....oh please....go ahead and share that wealth of information you have with the Integrity Commission....and in the meanwhile.....let us convict you of obstruction of justice for stonewalling on those files in the first place......go ahead and make our day.

Turkey: Nouri al-Maliki Accusations “Illogical”

The Turkish government stands today and rejects the accusations being made by Maliki....no surprise here I am sure....they claim his allegations are totally illogical.

The central bank is working to end the problems of banks occupied by "Daash"

The CBI is working diligently with banks in the areas where DAASH had previously taken over banking entities to try and get these banks back online as swiftly and as safely as possible.....working to secure their presence in areas that can still be subject to threats from DAASH.

Abadi calls for political blocs to begin to clean itself of corrupt

This should be an interesting process.....PM Abadi calling on political blocs to aid in the cleansing of corrupt individuals.....I'm sure that the State of Law coalition and the Dawa Party will be the first to jump up and say they have been cleansed....they use Irish Spring.....don't you......even with Maliki still on board.

Differences within the law because of the fall of Mosul, al-Maliki accused Iran may interfere!

The article says "accused".....I say...."threatens" to interfere.....that is if Maliki's name is not removed from the Mosul report.....but to this point I don't see it being chipped out of the report yet.....Maliki will sling his stinky stuff at all the others on the list....to get his name cleared....or so he thinks that will work.

Political sources: Iran put pressure on the Iraqi government to stop corruption investigations

But of course Iran wants these investigations into corrupt Iraqi officials to stop....it is going to point back at the Iranians more and more every day.....Maliki is the head kingpin in this whole process...you play with fire tho Iran, you tend to get burned.

Al-Maliki returns from Iran more aggressively against his political opponents

Maliki returns from Iran and stands around crowing like he is head of the roost....he soon forgets that his feathers have been clipped and if he's not careful he will find himself hanging by his feet heading for the slaughter house....he can bark and he can huff and puff.....but his name is marked....his travel is restricted.....his plans will fizzle...and Iran will be disappointed in their fair-haired boy at his own ineptness.

The text of the orders for the implementation of the reforms package and government directives

So it would appear we have the text to PM Abadi's marching orders per his first round of reform policies....cutting of the offices of Vice President and Deputy Prime Minister.....cutting of advisors throughout and leaving the three Presidencies with 5 each....the cutting of up to 90% or protective forces.....restructuring of government salaries.....lowering of pensions and taking care of situation where decisions made were wrong.....activation of the role of Inspector General.....August 31 deadline for ministries to kick out advisors who will no longer be supported by the government....and this list will continue to grow.
Adviser for "Eye Iraq": what Maliki First Deputy President of the Republic remains

So the State of Law coalition seems to be standing alone today in saying that Maliki is still the First Vice President of Iraq....apparently claiming that PM Abadi had no authority to eliminate the position.....how cliche of them to take this stance....since they all work for Maliki....or at least do so for the time being.....rumor has it that the party may be giving him the boot once and for all anyway.

Legal expert calls for contracting with the International Tracing to retrieve money smuggled

Smart move in getting some real experts involved in the international tracing of funds that have left Iraq....smuggled out of Iraq is more the proper term....this is not an easy process to follow but leave it to those who have the proper training and ability to reach out and retrieve what should never have left in the first place.

Abadi decisions affect the figures close to Iran and Tehran cautiously watching the Iraqi reforms

As PM Abadi continues to make decisions with regard to corrupt government officials and corrupt policies and laws....those in Tehran keep a close eye on his actions....they grow nervous when he starts to strike close to home as in the case with his battle against Maliki....the Iranians see him still as a friend and ally and do not want to lose that relationship....

They also see Abadi as being more of an Iraqi favorite, a citizens leader.....who is taking some direction from the West no doubt....they know he is faithful....yet they are not comfortable with where he may be headed and have cast some veiled threats across the border to back off on his attempts at quelling corruption at all levels....makes it sound like the Iranians are very much in support of corruption within Iraq.....but hey....it's time to clean up the town....leave your sticky fingers at the city limits....better yet, leave them at the border.

Parliamentary Integrity declares open the files of corruption in the electricity, oil and finance for investigation

Now of all the news today, this article is exciting....because it is the first to bring to the forefront of attention within the Integrity Commission the Finance Ministry.....I hope this includes the Finance Committee as well.....as I believe there are those within the committee who will shake and whimper if the tide gets turned in their direction....as for the Ministry of Electricity...their fate has been decided I think already.....as for the Oil Ministry.....that depends on what was done with their oil contracts and how airtight those deals might have been.....thinking out loud though Maliki had some of his main characters back in 2009 and 2010 signing oil agreements and contracts right during the heyday of corruption....so I would not be surprised to see Shahrastani and others arrested for what they did back in those days.

Iraqis Pack Baghdad Square to Support Abadi’s Anti-Graft Measure

Good news and support for PM Abadi...you sure don't see anywhere being packed by Maliki supporters today....all is quiet on the corruption front....I mean the State of Law coalition and Dawa Party.

So I'll take a break here and let you digest this heap of news......lot of things here to mull over....but at this point don't fear Maliki just yet......I am reasonably certain he is under a very watchful eye......as an enemy is kept closer than friends.    Aloha    Randy
