Lexi: I'm just thinking out loud but if they have depleted that much then how can the HCL be in there ?
Alan: Maybe the HCL makes up the remainder of the budget and they can't use it until the HCL is implemented thus why we should see a new rate before they start using the 2016 budget

Iggy: the only thing i can think of is it must be able to be passed from budget to budget...if i remember correctly it was also in the 2014 budget...

Eric0777: The US fiscal year begins Oct 1. Maybe it's as a favor to the US government, to allow them to enact the new tax laws before US citizens can take advantage of the rate change......IMO.
