Mtabah- and babysit - organized Babil province, on Thursday, a ceremony to mark the transfer of powers from some ministries to local governments, as he emphasized the conservative Royal honest meaning that the transfer of powers will project a quantum leap in the province path.

A statement by the Office of the Governor of Babylon, "The Babil province organized, today, a ceremony attended by a number of members of the House of Representatives and representatives of service departments under the slogan (administrative decentralization basis to provide better services to citizens) on the occasion of the transfer of the powers of a number of government departments to it after the end of the legal period set by Parliament Iraqi on the fifth of August. "
The statement quoted Sultani as saying during a speech at the ceremony, said that "there is a challenge that the provinces and departments able to manage work and use the powers of the ministries and succeed in their work," calling on "everyone to to be careful in their work in order to ensure the success of all our projects and we walk and accelerate the wheel of reconstruction and services as well to provide service to citizens. "
Royal said that "this day is history important in work and progress in the new Iraq," adding that "most of the ministries were not completed its files in the transfer of powers as demanded five ministries of the eight ministries legal duration of three months to complete its files while will be transferred to education and health departments and municipalities today to the local government. "
Royal stressed that "the project transfer of powers from the project and important laws which will occur a quantum leap in the province path in all fields and particularly in the services," stressing "the need for teamwork and continuous cooperation and make every effort for the success of this project and the development work."
He continued that "40% of the jobs will be moved this year and the rest in 2016 with the new budget."

THE MOVE OF POWERS IS MORE OF A POLITICL ONE THAN A MONETARY ONE. BUT FOR US IT SHOWS THAT IN ALMOST EVERY ASPECT IRAQ IS CONDUCTING ITSELF LIKE ANY OTHER ALL GROWN UP COUNTRY.
IT ALSO GOES TO SHOW THAT ALL THINGS ARE NOT CONTROLLED BY THE GOVERNMENT AND STRENGTHENS THE CONCEPT OF UNITY.
THE SUNNI PROVINCES HAVE TO BE LIBERATED STILL FROM ISIS BUT WHEN THAT HAPPENS THEY HAVE MORE INCENTIVE TO REPEL DAASH AND HAVE SOMETHING THAT IS SEPARATE OF THE FEDERAL GOVERNMENT.
IT IS A BIG STEP IN THE PROCESS FOR SURE BUT IT IS NOT “THE” STEP THAT WILL TURN THE CURRENCY SWITCH ON.
