Tuesday News Summaries and Commentaries

Well the dawning of a new day and we see mucho news from PM Abadi and what he and the COM have been busy with today....a reduced COM I might add, from 33 members down to 22 members today, thanks to elimination of some positions as well as consolidation of others....

Meanwhile Maliki continues to whine from Tehran.....more like groveling.....don't convict me, I don't look good in pin stripes....he sings the "Not Me" song but is way out of tune....but at least he is out of Iraq for the moment....will his absence be enough to bring forth Dr. S....time will tell us....on with the news.


Minister: Cabinet session today limited to 22 ministers
....
Once there were 33 but today there are only 22.....so the story goes in the reform plans of PM Abadi.....change is never easy to take and being the change artist is definitely not an easy task for anyone....but times do warrant change and someone must rise to the top with the capability to right a listing ship.....so we have that leader in Iraq today making these changes.....

Another decision that has come out of the initial reforms that Abadi announced was the cancellation of advisors in positions with ministers whether they be temporary or permanent positions....they are also reviewing advisory positions for the President and Prime Minister as well....each Presidency had 5 advisory positions assigned to them.


Supreme Judicial directed to activate the department monitor the implementation of the arrest warrants and travel bans and reserve funds

The Supreme Judicial Council will be watching those who have counts of corruption made against them and will be monitoring the progress of arrest warrants, travel bans, and the status of reserve funds they may have associated with themselves.....this watchdog group is necessary to ensure proper guardianship is made with "all" of these individuals, especially since the kingpin was allowed to slither away last week....keep the remainder under close watch....and by all means keep others who may be in positions of authority who may eventually be identified as corrupt....keep them far away from anything to do with these crooks.

Supreme Judicial" directs the implementation of the orders of arrest and travel ban and book money to the accused of corruption

Yes I had to do a double take.....did WS post a duplicate article.....but not the case.....one of the judicial judges announced today the need to speed up legislation relating to the citizens and the judicial presence that is associated with the names given who will be arrested and charged with corruption, those who have travel bans placed against them.....this pertains specifically to the Code of Civil Procedures over any discrimination issues....they are working smartly to prevent any issue from arising that may allow those guilty of corruption to go free.

Deputy: the Judicial Council to accept Mahmoud retirement as part of the reform of the judiciary

Now it seems we have a reversal of the original position of the Judicial Council regarding the retirement request of President of the Supreme Judicial Council...it seems that his retirement was a part of the reform plan all along.....so this will be granted....it remains unclear at this point what if any ramifications his retirement will bring to any prosecution that may be brought before him in the future that pertains to corrupt activities.....NO ONE is above the law....remember that.

Abadi identifies three presidencies five advisers for each presidency and eliminates advisers in ministries

PM Abadi reaffirms his decision to eliminate the Vice Presidency positions along with the Deputy Prime Minister positions effective immediately last week....and he also has eliminated advisory positions to minister level positions, but is retaining five advisory positions for each of the three Presidency positions.....also reaffirming the opening of a Commission, "Where did you get this" to investigate and review for criminal charges any previously or currently held positions where corruption has been identified.....lastly is the reduction of his COM group from 33 ministers to 22 as of today....with those who have been eliminated not in attendance of today's COM meeting.

Maliki 'on the run' in Tehran in search of immunity or asylum

Maliki "on the run"......that is pretty accurate I believe.....he serves in no official capacity today for the Iraqi government so his going to Iran in any "official" capacity was a sham from the start.....the important issue is that he is out of Iraq....out of the government once and for all....and due to the likelihood of impending charges either from within Iraq or the International Criminal Court.....he is indeed "on the run"....

Yes he can still bark.....yes I think he can still be dangerous....he has many backers within Iraq still and within the military even....but will those backers attempt any kind of coup or uprising on his behalf.....I pray not.....Maliki is looking for support from Iran to put pressure on the Iraqi government to keep his name out of any type of prosecution....basically immunity....but I don't believe the people of Iraq will stand for that happening.


Economic: the effects of reforms Abadi will appear when preparing the 2016 budget

Look for the 2016 budget to illustrate the true meaning and results of the initial reforms that PM Abadi has presented to Parliament and the Iraqi people....the cutting of ministries, high ranking positions, associated security that went with those positions, the trimming of fat from the existing government positions as well as their security and staff details all will add up in time.....also the extreme focus upon corruption will provide some relief to the 2016 budget that may not have been there in previous years.....the people should bear witness to the ideas of integrity being taken to higher levels in Iraq and a focus as never before on savings within the government.

Nuri al-Maliki and Daash .. the most prominent challenges facing Iraq

These two may be prominent today but toward the future I think they will both be diminishing in their impact upon Iraq.....one shrinks in numbers due to the constant pressure being placed upon them at their positions of stronghold in Iraq....they are being eliminated slowly but surely....the other well he is out of sight, maybe not yet out of mind.....but he is a man on the run....and I believe his backers and supporters will dwindle as time passes.....to many have had their eyes opened to his atrocities, lies, and corruption.....there is a fate established for Maliki and it is not a fate of leadership.

Iraq Hires Banks Including Citigroup for $6 Billion Sale

Iraq is having a rummage sale....a $6 billion dollar rummage sale of bonds....they have hired some key experts to handle the sale, Citibank, JP Morgan Chase, and Deutsche Bank to be precise...these bonds are to be sold in "tranches" the first of which will be sold in 2015....they are in need of financial help to overcome budget deficits.....can this bond sale be the the end all save all for them....or is there yet another saving grace sitting upon the horizon....awaiting the return of Dr. S to a position of true authority....awaiting more reforms from PM Abadi.....is this bond sale a smoke screen of things to come.....keep tuned in for this evolution within Iraq to see how it will be play out for Iraq and the world.

Maliki will not return to Baghdad and Tehran acquitted even send a senior delegation to gain "immunity"

I don't look for Maliki to ever return willingly to Iraq.....I also don't think that PM Abadi will do any deal with Iran where Maliki's name is involved....NO ONE is above the law....remember....NO ONE....and Iran has their information wrong....Maliki is no longer a Vice President.....he lost that title before he ever left Iraq....they need to stop promoting his pipe dream.....Maliki has to be held accountable for his corruption, he led the way for 8 years in how to do corrupt deals and funnel money illegally out of Iraq.....he may be Iraqi, but only in name.....otherwise how could he so blatantly steal from Iraqis who are dirt poor and then look them in the face on a daily basis.....what an evil being that has to be.

Cabinet agrees to extinguish the debt owed by taxpayers to pay direct tax deduction


Today's COM meeting saw an agreement to dissolve any debt that is owed by Iraqi taxpayers....what a relief that has to be.....wonder where they will expect to pick up that lost revenue from.

Abadi: We will not hesitate to refer those involved to eliminate corruption

PM Abadi spoke before those who are left today as members of the Council of Ministers.....what has been done in the reduction of ministries and ministerial positions is done so to make the Iraqi government more effective and to eliminate unnecessary "slack" from within the government that has grown over the years in uncontrollable ways.....and it still means that those who are or will be found guilty of corruption will be prosecuted, handing them over to the Judicial system for trial.....COM also confirmed its commitment to continue forth with the transfer of powers away from the Federal government to the provincial or regional governments in a safe manner.

Abadi up to Basra on a surprise visit to discuss the paper reforms and study demands of the demonstrators

After the COM meeting today PM Abadi left for a surprise visit to Basra where he will discuss political and security issues with demonstrators in the province.....he will listen to the demands of the demonstrators who still are calling for the dismissal of the Basra governor.....Abadi mixing in with the citizens yet again.

Head of Mosul Investigation: Barzani In Clear


For what it is worth......the head of the investigation committee into the fall of Mosul claims that President Barzani of the Kurdistan is in the clear of any part in the fall of Mosul or any wrong-doing associated with the actions taken in the overrunning of Mosul by terrorists last year in June.....his name does not appear on the list of 30 odd officials that the committee did name as having a play in the tragic fall of the city.
Parliament: the distribution of salaries of deputies for the month of August will be a reduction of 45% in accordance with the reforms

Whether they knew it was coming or not, Parliament members will see a 45% reduction in their pay check for the month of August.....this is in line with reforms announced by PM Abadi last week....this comes on the heels of a 50% reduction in salary for the three Presidencies.

Economic adviser Ebadi: Talk about the bankruptcy of the state baseless speculation

We've seen some mention in the media and elsewhere that Iraq may suddenly be bankrupt and unable to make salary requirement for its employees.....Dr. Saleh says this is baseless speculation.....that the government is making salary requirements one of its top priorities.......the media can so easily be led astray....and unfortunately the less informed can also be easily swayed by what they read in the media......dream on naysayers of the world.

Zebari, head of the Iraqi government in the absence of Abadi

PM Abadi is thinking ahead, realizing that in his ouster of his Deputy PM's he needs someone who can step in and run the country in the event he is not able to do so either while traveling or because of some other emergency.....he has designated that person to be Finance Minister Zebari.....I am also thinking this should set Kurd President Barzani at ease that Abadi has no intentions at this time to push Zebari out if he is being named second in command in this fashion.....it also sounds like Abadi has the Constitutional authority to make such an announcement from the authority he has been granted as part of the reform process.
