OOTW: THEY'RE READING A LAW RELATED TO PAYING THE KURDS

OOTW: ON SATURDAY - IT'S FANTASTIC   I'LL SHOW YOU GIVE ME TWO MINUTES

OOTW: SO REMEMBER AN ARTICLE I POSTED EARLY JULY?   HERE'S THE LINK

OOTW: wealthwatch.world/showthr... http://ift.tt/1VDu0yu

OOTW: PLEASE SEE THIS QUOTE FROM THE ARTICLE "The only way forward to resolve these disagreements between Baghdad and Erbil is to pass the Federal Revenue Sharing Law and the Federal Hydrocarbon Law, as well as establishing the relevant federal institutions underpinned by these laws to regulate the practice in Federal Iraq across all provinces and regions.

With a failure to do so, current and future political deals will continue to be short-lived and fail drastically, prolonging the ongoing institutional and constitutional vacuum that has existed since 2006."

 Donnie: just read it

OOTW: NOW HERE'S A REMINDER FOR SATURDAY'S AGENDA: The agenda of the session number (5) Saturday (25) in July 2015 07/25/2015 The third parliamentary session The second legislative year The first legislative term First, read verses from the Koran. Second: Hosting Mr. Minister of Electricity. Third: the first reading of the draft General Authority to monitor the allocation of federal revenue law. ( Finance Committee , Committee of the regions and governorates that are not organized in a region), (Article 15). Session starts at: eleven in the morning. OOTW: THIS IS A VERY BIG DEAL AND AN OLIVE BRANCH TO SHOW THE KURDS THAT BAGHDAD INTENDS TO PAY THEM

OOTW: EXCELLENT EXCELLENT EXCELLENT

UNEEK: ‹@OOTW› good morning * good morning * good morning

Donnie: haven't they read a lot of proposed (draft) laws over the past 6 months and few have been made law and show up in the gazette. What do they do with all these laws that are waiting to be finished and made LAW?

UNEEK: I am off to do a cleaning job - including washing windows ughhhh but will pay pretty good

OOTW: ‹@UNEEK› ‹@UNEEK› ‹@UNEEK› GM

UNEEK: I have kinda been missing you but i have been here - just quiet - observing - reading --

UNEEK: 700+ members --- wow isn't that wonderful? wonder why they dont come chat? but then that would be kinda a problem huh?

chattels: ‹@OOTW› very interesting about the /a federal revenue sharing law - not something that i had heard of before

OOTW: YES THIS IS GREAT NEWS...NOT SURE MANY REALIZE ABOUT THIS - THIS IS WHAT WE WANT TO SEE..COOPERATION

OOTW: SO SOMEONE SENT ME THIS QUESTION IN A PM

OOTW: I'M GOING TO POST IT AND ANSWER IT HERE, BECAUSE IT'S IMPORTANT

OOTW: SORRY DONNIE THE PRINT WAS SMALL MY EYES ARE TIRED

OOTW: HERE'S THE QUESTION AGAIN

OOTW: haven't they read a lot of proposed (draft) laws over the past 6 months and few have been made law and show up in the gazette. What do they do with all these laws that are waiting to be finished and made LAW?

OOTW: THERE ARE MANY LAWS WHICH HAVE BEEN PASSED, AND LISTED AS SUCH AT THE PARLIAMENT SITE, THAT HAVE NOT BEEN UPLOADED IN THE IRAQI LAW LIBRARY ONLINE –

THIS IS A REFLECTION OF THE OFFICIAL "GAZETTE" WHICH WE SEE PUBLISHED AT THE MINISTRY OF JUSTICE SITE EVERY TWO TO THREE WEEKS OR SO.

OOTW: THE LAWS ARE FINALIZED THROUGH THE JUDICIAL SYSTEM AND THEM THE MINISTRY OF JUSTICE GETS THEM, THEN PUBLISHES THEM, THEN GO INTO THE DIGITAL LAW LIBRARY –

YOU MAY NOTICE IF YOU GO TO THE GAZETTE, THERE'S NOT BEEN ANY UPLOADS FOR OVER TWO MONTHS    IMHO, THIS IS PART OF THE PROBLEM...

OOTW: THE COMMITTEE'S REVIEW THESE LAWS AFTER EACH READING, SO THEY CAN CONTINUALLY "CHECK IN" WITH THE COMMITTEE MEMBERS,

EACH OF THESE MEMBERS IS AFFILIATED WITH A POLITICAL BLOC IN THE GOVT..EACH PERSON ON THE COMMITTEE WANTS THEIR BLOC'S "VIEW" REPRESENTED IN THE LEGISLATION

OOTW: THIS IS WHY WE OFTEN SEE DELAYS IN THE FINAL PASSING OR EVEN SECOND READING OF THESE LAWS

OOTW: RIGHT NOW....   WE HAVE A SITUATION WHERE MASSUM HAS SAID THAT HE'S GOING TO ALLOW JOBOURI (HEAD OF THE PARLIAMENT) THE ABILITY TO PASS LAWS AS HE SEES FIT...

REMEMBER THOUGH THAT WHEN JOBOURI TOOK OFFICE, MANY MP'S WERE NOT SHOWING AND HE HAD TO ESTABLISH A "MAJORITY" BASED ON WHO WOULD SHOW

OOTW: THAT HAS BEEN CONTINUING AND AS WE SAW A FEW MONTHS AGO,

THERE WAS A SUIT BROUGHT BEFORE THE SJC - TO REAFFIRM AND OR RE-ESTABLISH WHAT THE MAJORITY IS ACCODNG TO THE CONSITUTION

OOTW: THIS DILEMMA IS STILL IN DEBATE, AND IMHO, IS PART OF THE REASON THAT MASSUM INTERCEDED AND STATED THAT JOBOURI HAS THE AUTHORITY TO PASS LAWS

OOTW: SO - WE'LL SEE WHAT HAPPENS VERY SOON HERE WHEN THEY RETURN

OOTW: THANKS UNEEK, YES I WISH MORE PEOPLE WOULD COME INTO CHAT

ajay214: Is it possible that the xxx is correct in that many of the laws will not work without others and they are trying to get them all pushed through at once? This could be why we are not seeing them published.

OOTW: DONNIE DID THAT ANSWER YOUR QUESTION?

Donnie: ‹@OOTW› Yes ma'am

whitelions: ‹@ajay214› i DON'T BELIEVE SO LAWS ARE NOT WRITTEN LIKE that (sry about caps )

Donnie: TYVM - you brought together what has been going on over the past few months and explained it in a concise manner for all to understand.

BOBBY: OOTW. .If Jabouri passed a law , who would have the power to "veto" it, so to speak?

whitelions: ‹@ajay214› and if you read the laws it is very clear

OOTW: I CAN'T SPEAK TO THAT PERSON'S OPINIONS, BUT I WILL SAY THERE'S BEEN MUCH DEBATE IN AMONGST THE BLOCS - BECAUSE MANY OF THE BLOCS DON'T WANT THE LAWS PASSED IN ONE BASKET,

THEY'RE CONCERNED, EVEN FEARFUL THAT THEIR CONSTITUENTS WILL BE UPSET, AS THE POTENTIAL LEGISLATION MIGHT GO AGAINST THEIR SECT'S VIEWS - THIS IS ONE REASON WE MAY NOT SEE LAWS PASSED IN ONE BASKET

OOTW: IT WOULD BE GREAT IF THEY COULD GET THIS DONE, IN ACCORD WITH EVERYONE'S WISHES...ALBEIT WITH COMPROMISES

ajay214: ‹@OOTW› that makes a lot more sense

OOTW: TY AJAY

Donnie: French container ship to call at southern Iranian port Wed Jul 22, 2015 4:5PM

Donnie: An Iranian official says the French CMA CGM shipping company has chosen southern Iranian Shahid Rajaei port as the port of call for its container ships. Ebrahim Idani, director general of Hormozgan Ports and Maritime Department, told reporters on Wednesday that the development has come after Iran and the P5+1 group of countries clinched an agreement over Tehran’s civilian nuclear program in Vienna last week.

According to the agreement, all economic and financial sanctions against Iran will be removed through the Security Council resolution, which was adopted on Monday.

In addition, all bans on Iran’s Central Bank, shipping, oil industry, and many other companies will be lifted. The Iranian official said France’s CMA CGM is the world’s third biggest shipping company which transports container goods and its first container ship will berth at Shahid Rajaei port in early August.

Donnie: China dumping US treasuries

Donnie: Today's Highlights Aussie inflation rebounds China dumping US treasuries BOE minutes may reveal rate hike date FX Market Overview Monday and Tuesday slipped by with barely a flicker of excitement but Yay it is Bank of England minutes day.

The release of the minutes from the last BOE Monetary Policy Committee meeting will hopefully give some hints on the widely debated date of the first UK interests rate hike. Everyone has an opinion and clearly the members of the MPC aren't in sublime unanimity so the Pound is likely to be twitchy around 08.30GMT. Sterling is in a strong position after public sector borrowing fell again.

That will be music to the Chancellor's ears but it does give support to those who question the sharp Whitehall spending cuts he is in the midst of arranging.

We did get some data overnight; Australian inflation data to be precise. That showed a rise fuelled by...well...fuel as it turns out but the rise to 0.7% wasn't has sizable as many had forecast and the effect was also offset by another fall in gold and commodity prices; the continuation of a worrying trend.

This weakness in the value of the commodities that Australia exports is weakening the Australian dollar as well but that weakness paused overnight s traders assessed the impact of the inflation data.

The news that about 3,000 US-trained Iraqi army soldiers were added to the fight in recent days was disclosed to Defense Secretary Ash Carter, who spent the day getting updates and meeting with US and Iraqi officials and commanders in Baghdad. It was Carter's first visit to Iraq since he took office in February.
