China welcomes investment from global central banks, financial institutions and sovereign-wealth funds in the country's bond market, an unnamed official from the central bank said on Tuesday.

Foreign central banks, global financial institutions and sovereign-wealth funds will only need to register with the central bank to trade bonds in the spot and forward markets, conduct interest rate swaps, and trade forward rate agreements, according to the report. They will also be able to decide the size of their investment, rather than limited to specific quotas.

Trillions of yuan to flow into China interbank bond market amid relaxation

Another three trillion yuan (HK$3.8 trillion) worth of reserve money is expected to flow into China’s  bond market over the next three to five years and one in  10 central banks around the world is expected to hold yuan-denominated debt as Beijing opens up the debt market, according to a report by  Deutsche Bank.

On July 14, China’s central bank removed the investment quota requirement on foreign central banks, supranational financial institutions and sovereign wealth funds. Meanwhile, the lengthy application process has been discarded and  a foreign reserve manager need only  submit a filing of their investment plans to the People’s Bank of China.

The People's Bank of China has loosened restrictions on foreign access to China's bond market in an attempt to spur market growth and accelerate the renminbi's internationalization, reports the weekly Economic Observer in Beijing.

The central bank issued a notification this month that it will allow foreign central banks and financial agencies, international financial organizations and sovereign wealth funds from outside of China to set the quantity of their investment and expand their types of trade — from cash bonds and repurchase only to cash bonds, repurchase, lending, long-term bonds, interest rate swaps and forward rate agreements — in China's bond market without Beijing's approval. The government only requires the foreign entities report their investments and institutional investors to make long-term investments in the bond market.

The policy easing suggests that the Chinese government is appealing to foreign investors to spur the growth of the bond market, which is essential for the renminbi's internationalization. Bonds are the key to attracting foreign investors to hold yuan-dominated assets, since it is a safe and highly-liquid investment, the report said.

MY LADIES: AND HERE IS SOMETHING ELSE THE DOMESTIC DEMAND FOR THE BONDS HAS WANED BECAUSE DOMESTIC INVESTORS ARE MORE INTERESTED NOW IN THE STOCK MARKET THAT HAS BEEN OPENED TO THEM. THE DOMESTIC MARKET HAS BEEN BUYING MUNICIPAL BONDS.

The Economic Observer believes that foreign institutions will welcome the loosened restriction and be interested in holding yuan-denominated bonds since the value of the renminbi is relatively stable and produces higher yields comparing to the currencies of developed counties. The paper also believes the expecting interest rate hike of US Federal Reserve System will not distract the institutions from Chinese bond market in the short term.

Although having more foreign holders of yuan-denominated bonds is expected to have a positive influence on Chinese economic growth and the renminbi's internationalization, China's bond market will also be exposed to greater risks since it will be more susceptible to changes in the interest rates of other countries and make it more difficult for Beijing to control China's interest rate.

The government has been pushing for the inclusion of its currency in the IMF's Special Drawing Rights basket, which is due for its five-year review this year. The government plans to launch an international payment system to process cross-border renminbi transactions in September, which will challenge the US dollar's dominance in global trade and help Beijing build a leading role in Asian and global financial markets.

Memphis:  ML this is a loosely put together thought but in considering the new Iraqi bond issues I recall an article posted here two days ago (going on memory here) by a former Iraqi MP named Yasiri who spoke of the 3 zeros project and the noteworthy part of his remarks were that he spoke of dinar denominate debts (both external and internal) that needed to be addressed as part of the preparation.

My point is that any debt owed by them inclusive of these new bonds might very well have provisions (fine print) to cover any major currency event that might arise.  Sort of a built in NDF! 

Like I said, nothing to give much attention to just noteworthy because I can easily count on one hand the number of Iraqi press releases in the past 4.5yrs that even mentioned the settlement of debts.

BEIJING, July 29 (Xinhuanet) -- The driving force behind China's trade growth over the next decade lies in One Belt One Road initiatives and the development of Renminbi-led cross-border clearing, said a CEO mapping out ambitious moves along the routes.

"We aim to build Silk Road stations, a Renminbi-led Visa-like cross-border payment system and a second 'Frankfurt airport' along the routes in Italy to help deliver growth," Luo Feng, CEO of IZP Technologies Group, told chinadaily.com.cn.

The country's big data processing conglomerate operates e-commerce platforms Haixuan and Globebuy and online payment arm Globebill that has been licensed to set up a card organization in Europe.

The One Belt One Road initiative needs its own clearing infrastructure, where retailers overseas can buy Chinese goods with their home currency or exchange directly for Renminbi, Luo said at the 15th Forum on Internet Media of China in Zhanjiang, Guangdong province.
