We sure had a bunch of good news articles yesterday to sift through, sorry that family time kept me away most of the day and couldn't put anything together for everyone.
Today is another day and looks good as well....the Federal Court is kicking the Finance Committee where the good Lord split you today for their antics with the budget back in January.....
you can't overstep your bounds....but the Committee is licking its wounds and trying to save face.....bonds are hot topics today too it would seem, more on those as we get into the news.

Parliamentary economy: electricity wage increase in return for granting international loans are non-binding for Iraq
Yes the government of Iraq, in fact all of Iraq is going through some exceptional economic circumstances at the present time....these loans that are being spoken about from the IMF and the World Bank (Group) are they to be totally earmarked for electrical wages.....what about other humanitarian needs within Iraq....
I am sure that at least the WBG would like to have a say in where and how their money is to be used....not just to support the budget needs....a budget that probably was overly packed in ways that could have seriously seen further reductions....
remember austere times call for drastic measures...not just by the government but by everyone....
I get a little bit leery when I see someone within their government start talking about the past 8 years....knowing of all the corruption and graft that took place so knowingly and openly in that time frame....let's put an end to the past and look to the future and how things can be changed to create improvements.
Central Bank pays tribute to the Federal Court's decision to cancel all materials relating to his duties
Bring the Tostitos, it is party time at the CBI....they got what they wanted from the Federal Court in their decision that basically cancels a number of budget articles in the 2015 budget.....
so much for the lame effort by the Finance Committee to exert a wimpy muscle....well they did manage to cause some severe havoc the first half of the year by their hamstring attempt on the CBI.
Calls for the enactment of Islamic banking
Remember TWO things of importance from the TEAM Chat on Thursday.....M...and....you got it....Islamic Banking....for within this arena we believe the bonds to be coming....
it sounds like these banks would have a good solid base not only within Iraq and the region but around the world to push the Iraqi bonds into lucrative markets....
we shall see what happens with them and any laws that can be implemented in association with the Islamic Banking arena.
Distribution of salaries of employees in Kurdistan before the Eid holiday
Well as the old saying goes, "two months late and an IQD short".....so goes the payments of salary to the Kurds...this time for the month of May by the Eid holiday....better late than never I guess.
Under the Federal Supreme Court declared unconstitutional a number of budget items in 2015
Unconstitutional so says the ruling from the Federal Supreme Court today.....this would include such Articles from the 2015 as Articles 4, 13/1/c, e, f, g, 41, 46, 47, 49/2, 50 and 55.....
what the court seems to be indicating is that the budget preparation is the prerogative of the COM in accordance with the separation of powers indicated in Article 47 of the Constitution, tying into Articles 80 and 110 of the Constitution as well....
seems they are basically telling the Finance Committee the budget prep is for the COM to handle....you can't arbitrarily be making wholesale changes or additions to the budget without COM approval....now get in line and do your job.
Agreement between Iraq and Kuwait to unify the oil production from the joint fields
I think and see this agreement as highly important between Iraq and Kuwait....after long fights and hassles over oil rights along their respective borders they can shake hands and agree to unify oil production in a way that will prove beneficial to both countries....true statesmanship at play here I think.
Abadi economic adviser: no fear of international borrowing
Dr. Saleh speaking here, pay attention.....the international borrowing why fear this....we have done this in the past at least twice and are known to have repaid back most of not all of the loans....we are a good risk, we know what we need to do....the deficit in the budget has led to this need of borrowing....not only do we fight terrorists on our own soil but we must also be responsible for cleaning up the mess and destruction they leave us.....all is good in this direction.
Parliament rapporteur: we will collect signatures to borrow a billion dollars for the reconstruction of Salahuddin
More proof of monies needed to repair the damage that DAASH has cost Iraq's provinces.....and I suspect a billion dollars to be just a drop in the bucket of all that will be needed once this fight is over.....use it wisely so that there will be a greater likelihood of more to come when needed.

I'm thinking the Finance Committee is not feeling too good today....they got their wings clipped by the Federal Supreme Court....maybe before they jump they ought to brush up on their Constitution and how it impacts what they can and cannot do....they are trying to act like the big kid on the block but in reality they are just a bunch of hot air.
Cabinet Secretariat issued an assessment of the ministries next month
August will be report card time....time to suck up to PM Abadi....well actually if you haven't been doing your job by now....it's too late to change much....appraisal times are always stressful...
sounds like he is developing a plan for this assessment....it would be good to do it with consistency for each ministry.
Governmental amendments to the Money Laundering Act: $ 20 billion annual losses!
The amendments being proposed to the Anti-money laundering act are meant to be proactive measures that will aid in monitoring of capital both at home and abroad....
things will be put in place that provide an easier tracking of monies that might have otherwise been funneled into terrorist funding and will build confidence from the rest of the world towards Iraq that they are doing the right thing in keeping a closer eye on finances....
something that has been needed for at least 8 years I think.....with a potential for saving $20 billion per year....that's some good pocket change.
Sheikh Ali announced the day after tomorrow as the date for the trial of the perpetrators of the massacre Spyker in Baghdad
So the Spyker trial gets started this week....makes me wonder under which rock Maliki is hiding today.
Iraq plans to issue local bonds worth $ 5 billion
So bonds are coming....domestic bonds of $5 billion dollars USD.....payable upon maturity though in your choice of USD or IQD which is believed to have a higher value than today....
they will mature in 12-18 months....a little different than we originally heard....at first the domestic bonds were said to have a 12 month maturity on them....
yes the article also says they will not be coming until the last quarter of the year....I'm sure if Z is around he will jump on this and claim they are very near to their last quarter of their calendar....
just something to think about....but in reality to us, the date doesn't much matter....why....because it is out of our control....so should be out of our worry as well....just keep an eye on this topic as things evolve from it.

Proof positive here that water is indeed a power resource and a resource to be reckoned with as a bargaining chip....he who has water is king for he controls so much from where that water flows....war without the use of bullets.
Tomorrow .. Economic parliamentary Baloargi meet to put the final touches to the investment law
The Economy and Investment Committee will be putting the finishing touches to the Investment Law tomorrow so they say....then the law will be presented to the Speaker of Parliament and should surface on their agenda shortly for readings and a final vote.....
watch for it.....this new law is supposed to have removed a great deal of red tape and eliminated potential for corruption as well.

Deputy: Federal Court stripped the right of Parliament to amend the budget
Oh they continue to cry and weep, the Finance Committee that is.....they claim the court has stripped them of the right to amend the budget......read it again....
the Court has merely provided you with proper instruction on who has the ability to build the budget....COM...not you....perhaps you could make recommendations to COM in the future rather than putting your neck on the line as you did this year.....
there's a bit of a difference of authority it would seem....but I think the judicial decision from the court will far outweigh any sobbing from the politicians of Parliament....
and a question that keeps rolling around in my mind.....if the Court was so out of line with this call.....why is the Speaker of Parliament and others from Parliament being as vocal as the Finance Committee....food for thought.
