He added that "oil company SOMO recognized territory as agreed but the Central Government did not recognize receivables" according to him.

United Nations has said that, under a worst-case scenario, it could take $2 billion in relief and stabilization funds to deal just with the civilian impact of the Mosul battle and its aftermath.
The U.N. estimates that under the worst scenario, more than one million people could be displaced from Mosul and another 830,000 from a populated corridor south of the city, adding to the burden of caring for 3.5 million Iraqis already displaced.........
U.S. representative to the United Nations Samantha Power told donors they must pony up the money now. she said. “In one recent humanitarian campaign after another, we have seen multiple donors over-promise and under-deliver.”......
Although Iraqi and U.S. officials have not announced a timetable for moving on Mosul, a senior Baghdad-based diplomat said Abadi wants to advance the start of the campaign to October after the seizure of Falluja from Islamic State last month.

Abadi: joint forces now moving to liberate Mosul Daash
The head of the Council of Ministers commander of the armed forces , Haider al - Abadi, said Thursday that the joint forces are currently moving in Mosul to release it from Dash, pointing to the presence of organized crime of murder, kidnapping and corruption regulator represents another challenge for the country.
Ebadi said the Office in a statement Samarra channel received a copy of it, that " the last confirmed during his attendance at the ceremony session out 24 battalions fighter shields and riot police and Federal Police Affairs, moved the security forces are currently in Mosul to release it from the control of the organization Daash terrorist.

Kurds Pesmerga are labeled as militias......not under rule of the KRG but each ruled under it's political party........ The Shia militia ruled by Maliki and Iran..........
Yet stabilization of areas in Iraq are a major concern of the Coalition..........

Simply put, the reality of Iraq meeting expectations will most likely end in dissapointment........
Defeating ISIS in Mosul is not an issue........ Rebuilding the second largest city and providing immediate service is an issue....... No conspiracy.....
They will need construction workers........And the coalition forces will be present to protect workers....... It will pay good money....TAX FREE.......
So riddle me this....... If your kid is umemployed or needs to make a great amount of money in a short period of time.......Would you recommend your kid go work in Iraq....... ????
Workers from India and Egypt said they are NEVER GOING BACK !!!! And you know you are not recommending or sending any of your family to Iraq for work.......
