Thunderhawk: Iran said on Friday that it is ready to join an oil freeze plan that has been proposed by several key peer producers to help stabilize the market.

Mohsen Qamsari, the director for international affairs of the National Iranian Oil Company (NIOC), told reporters that Iran has already reached the level of oil output that is deems desirable for freezing its production.
Qamsari said Iran’s current production of oil, based on OPEC calculations, stands at around 4.2 million barrels per day (bpd) by considering the daily production of 500,000 bpd of condensate.
“Accordingly, the desirable figure for Oil Minister [Bijan Zangeneh] has been reached and we can join the oil freeze plan,” he said.
The oil freeze plan that has been raised by key OPEC and non-OPEC producers requires the global production of oil to remain at January levels. The plan is meant to boost the prices that have fallen 65 percent since peaking in June 2014 due to oversupply.
Iran had so far rejected the call to freeze its output as unfair and emphasized that it will go ahead with its plans to increase its oil production.
Nevertheless, it had made it clear that it is ready to join the plan after its output reaches 4 million barrels per day.
The country had been under multiple years of sanctions that limited its oil exports to 1 million barrels per day and also barred foreign investments in its oil industry.
The sanctions were lifted in mid-January with the implementation of a deal that the country had reached with the P5+1 – the five permanent members of the Security Council plus Germany – over its nuclear energy program.
Shortly after the removal of the sanctions, Iran increased its oil production by several hundred thousand barrels per day.
NIOC’s Qamsari told reporters on Friday that Iran’s oil exports already stand at 2.2 million bpd of which at least 0.5 million bpd is exported to Europe.
He also emphasized that any fresh rise in the country’s oil production will depend on market conditions and its domestic capabilities.

Vietnam’s GDP growth rate increased 5.46% in the first quarter of this year, less than in the same period last year.
But economists predict the national economy may achieve the goal of 6.7% GDP growth rate if reforms are undertaken aggressively.
Dr. Nguyen Dinh Cung, Director of the Central Institute for Economic Management, says it’s important to tighten unnecessary public-invested projects and focus on the truly effective projects with solid economic impact.
Economist Le Dang Doanh shares the view that membership in the ASEAN community will strongly affect Vietnam’s trade balance beginning in the 2nd quarter. Obtaining Official Development Assistance (ODA) loans will be more difficult, resulting in reduced ODA.
Dr. Doanh recommends strong reforms by changing the method of selecting public-invested projects, seizing opportunities of trade liberalization and pushing administrative reforms.
Dr. Nguyen Duc Thanh, Director of the Vietnam Institute for Economic and Policy Research, calls on the government to go ahead with its macro-economic stabilization goal: “The government should restrain spending but adopt a strategy for spending cut rather than hard landing.
Without this, the budget deficit problem can’t be solved and that will affect the implementation of goals set by the NA. At the same time, we hope that the economy will recover, bringing in more revenues”.
Dr. Dao Van Hung, Director of the Academy of Policy and Development, stressed the need to continue strong institutional and administrative reforms, particularly reforms of state-owned enterprises.
Some economists point to optimistic signals in Vietnam’s economy. Dr. Vu Dinh Anh says the growth target of 6.7% is within reach, adding that the economic restructuring since 2011 plus the reform of the growth model will boost Vietnam’s growth this year.
Can Van Luc, senior advisor at the Bank for Investment and Development of Vietnam, says “There are many factors that impact growth.
For example, this year’s average oil price will return to a higher level than last year. This year’s food prices will also be higher than last year.
Another factor is the high credit growth, about 18%. We are hopeful about Vietnam’s high economic growth rate”.

Thunderhawk: Japan-Kuwait venture to join Vietnam’s petroleum market
The upcoming operation of Idemitsu Q8 Petroleum LLC in Vietnam’s petroleum market is expected to increase the competitiveness of the local oil and gas product market and bring more benefits to local consumers, experts said.
Idemitsu Q8 is a joint venture between Japan’s Idemitsu Kosan Co. Ltd and Kuwait Petroleum International Ltd. (KPI). With its establishment , the venture intends to specialise in importing, wholesaling and retailing fuels in Vietnam.
According to the Ministry of Industry and Trade, the establishment of Idemitsu Q8 marks the first time foreign companies have got involved in Vietnam’s fuel distribution market where there are 24 domestic trading companies operating.
This is within the Government’s commitment with investors who are investing in the Nghi Son oil refinery project in the north-central province of Thanh Hoa

Phan The Rue, Chairman of the Vietnam Petroleum Association said when Nghi Son oil refinery commissions in 2017, Idemitsu Q8 will begin selling oil and petrol and this will be a basis for Vietnam to open its petroleum market earlier than the set plan.
The State needs to outline specific plans and strategies for opening the market, Rue noted, adding that measures should be devised to solve difficulties facing petroleum enterprises.
When joining the World Trade Organisation, Vietnam retained the right to trade, distribute, export and import petroleum products and foreigners could not join the domestic distribution system.
However, Vietnam has made some exceptions and has opened the distribution market to investors at petrochemical projects. When licensing the Nghi Son oil refinery project, the Government allowed investors to distribute the products they make. Therefore, Idemitsu Q8 was established in preparation for Nghi Son’s distribution of fuels from 2017.
Nghi Son oil refinery, which is constructing in an area of some 400 hectares in the Nghi Son Economic Zone, is expected to process 8.4 million tonnes of crude oil a year in the initial phase and will eventually increase to 10 million tonnes per annum.
Shareholders of Nghi Son oil refinery include Vietnam National Oil and Gas Group (PVN) and Idemitsu Q8.

Thunderhawk: VIETNAM: SBV urges banks to switch to chip cards
The State Bank of Vietnam has instructed banks to quickly carry out a plan to convert all magnetic cards into chip cards to prevent fraud.
Late last year the central bank announced that all ATM cards would be EMV-standard chip cards by 2020 to ensure safety for banks and their customers and reduce risks in e-commerce for both buyers and sellers.
Napas has been assigned to work with domestic banks to implement this scheme based on a road map. Napas is the new name of the National Payment Corporation of Vietnam, which was formed through a merger of the Vietnam National Financial Switching JSC and Smartlink Card Services JSC.
Its major shareholder is the SBV, which manages and operates the national card switching system.

Thunderhawk: All 120 NAM members slam US confiscation of Iran assets
The Non-Aligned Movement (NAM) denounced the US Supreme Court’s recent ruling that allows for the seizure of frozen Iranian assets, describing the measure as violation of the international law.
The movement, which is comprised of 120 member states, in a statement released on Thursday called the decision a violation of Washington’s international and treaty obligations concerning “the sovereign immunity of states,” Press TV reported.
It also lambasted the ruling as an illegal US practice and in defiance of the international law, urging the US administration “to respect the principle of state immunity.”
NAM also warned that Washington’s failure to adhere to this principle will have “adverse implications, including uncertainty and chaos in international relations.”
The movement further criticized the US Congress for paving the way for illegal confiscation of foreign assets, and the actions by the US government to unlawfully hold them.
The US Supreme Court ruled on April 20 that Iran's assets frozen in a bank account, which are worth around $2 billion, should be turned over to American families of those killed in a 1983 bombing in Beirut and other attacks blamed on Iran. Tehran has denied any role in the attacks.
The money, which belongs to the Central Bank of Iran (CBI), had been blocked under US sanctions before the court ruling.
Iranian Foreign Minister Mohammad Javad Zarif has denounced the seizure of the frozen assets as “highway robbery,” vowing that the Islamic Republic will retrieve the sum anyway.
“It is a theft. Huge theft. It is highway robbery. And believe you me, we will get it back,” Zarif told The New Yorker magazine in an interview published on April 25.
The chairman of Iran's parliamentary National Security and Foreign Policy Committee, Alaeddin Boroujerdi, said on Tuesday that Iranian nationals can file more than 190 cases with domestic courts against Washington compared to the 90 cases pending against Iran in US courts.
“In the world of politics, one should possess counter-pressure levers. Iran should therefore respond to the American move. We possess the means to take action against the US,” he added.

Visiting South Korean President Park Geun-hye said on Tuesday doors were now open for trade with Iran, adding that Seoul is to extend a financial support package worth $ 25 billion for infrastructure investment in Iran.
Speaking at the session of Iranian-South Korean economic activists in Tehran, Park Geun-hye said South Korea aims to support the process of infrastructure expansion in Iran.
South Korea has prepared a 25-billion-dollar support package, hoping that Iranian entrepreneurs will take advantage of it, Park Geun-hye said.
Geun-hye voiced optimism that Iranian and South Korean businessmen would make significant advancements in the new economic conditions.
The official deemed Iran as a rich country possessing proper grounds for investments on the part of South Korean economic activists.
The South Korean president touched upon the newly-inked agreements in various fields including the ones between the two countries’ customs as well as between Iranian and Korean investors expressing hope that the exchange of information will lead to expansion of ties.
Park Geun-hye said “an Iranian desk will be launched in South Korea while we will set up a Korean desk at an Iranian bank to support the business and management issues.
Moreover, Iran plans to provide oil and gas industry infrastructure worth 185 billion dollars by the year 2020 in order to establish a giant holding in the field of energy, she said.

Tehran and Seoul signed over a dozen more cooperation pacts in the Iranian capital on Tuesday after the endorsement of 19 agreements on Monday.
A sum of 13 new Memoranda of understanding (MoUs) were concluded between the private sectors of Iran and South Korea.
The MoUs included mutual cooperation between Iranian and South Korean chambers of commerce, construction of 500-megawatt power plants in Zanjan, Neyzar and Bafq, development of the second section of phase 12 of South Pars gas field and construction of Ahvaz-Isfahan railway.
In a relevant development on Monday, Tehran and Seoul signed 19 cooperation pacts to further develop bilateral relations.
Heading a 236-member economic-political delegation, President Park arrived in Tehran on Sunday for talks on trade and economic cooperation.
