 rocknrollbus: ‹@chattels› ‹@chattels› ‹@chattels› Have you read anything about Maliki's prisoners being released?

RVPlease: Chattels.. I believe you are wrong on Parliament ending on June 1..... they will be there the whole month of June.....

chattels: ‹@RVPlease› I might be wrong, but do you have any data to support your thinking ?

chattels: My analysis is based upon the following :
~~~
chattels: Article quote: “…extend the current legislative term of one month from the end of the current dismissal date.” The question is what is the “current dismissal date“? One article suggests May 1 which would allow for an extension of the legislative term only until May 30 (thirty days) under Article 58 of the Iraqi Constitution.
chattels: " ................. the President on 16 / 5 also pass a resolution that includes the extension of parliamentary sessions in accordance with the validity prescribed in Article 58 of the Constitution, which approved of the President or Prime Minister or President of the Council of Representatives or 50 deputies extension for a period not exceeding 30 days of any period of 01/05/2016 to 30 / 5/2016 which is the first thirty days of the recess of two months. "
chattels: " .................. extension for a period not exceeding 30 days of any period of 01/05/2016 to 30 / 5/2016 which is the first thirty days of the recess of two months. "
chattels: " .................. extension for a period not exceeding 30 days of any period of 01/05/2016 to 30 / 5/2016 which is the first thirty days of the recess of two months. "
chattels: " .................. extension for a period not exceeding 30 days of any period of 01/05/2016 to 30 / 5/2016 which is the first thirty days of the recess of two months. "
chattels: The dismissal date for Parliament to take a two month recess, to include Ramadan, was to have been May 1, but due to the chaos in Parliament and absence of sessions, there was nothing to adjourn or dismiss. IMO
chattels: President Masum has invoked a thirty day extension under Article 58 of the Iraqi constitution which " relates back to May 1 ", IMO.
chattels: The constitution limits any such extension of parliament to a thirty day period.
chattels: Ramadan begins on or about June 5th which is the second thirty day period of the two month recess that was to start on May 1.
chattels: Parliament will not be convening during Ramadan, IMO.
chattels: Not so much because it is Ramadan, but constitutionally the current term of Parliament cannot be extended any more than thirty days.
chattels: I voiced the foregoing analysis in mid - May.
chattels: If there is other data or info other than the naked opinion of some dinar guru then please so advise.
chattels: IRAQI CONSTITUTION Article 58:
chattels: Second: The legislative session of the Council of Representatives may be extended for no more than 30 days to complete the tasks that require the extension, based on a request from the President of the Republic
chattels: There is also the question of what business Parliament can accomplish during the / any extension ? Clearly the constitution arguably limits the " business " of Parliament " to complete the tasks that require the extension ".
chattels: We shall see. If I am wrong I will be right here and accountable to all for what that is worth.
chattels: the Federal Supreme Court has postponed consideration of a case challenging the constitutionality of two sessions of the House of Representatives last month to the morning next Sunday , 29 /5 / 2016.
 chattels: Rapporteur of the parliament: told parliament that the decision to postpone the federal court to consider an appeal the protesters of Representatives does not affect the holding of the parliamentary session on Sunday.
chattels: " was supposed from the Federal Court to resolve the matter yesterday so the atmosphere is ripe for a meeting next Sunday, but we can not interfere in the work of the judicial body which Adre it," adding that " the postponement of the Federal Court considering stabbed protesters House of Representatives does not affect the hearing on Sunday. "
chattels: " certainly the opposition bloc which reform has given one of its conditions pending the Federal Court has not been compliance so far with other political blocs and thus failing to attend will affect the quorum for the session , but if I attended the Liberal bloc with the rest of the blocks other expressed willingness to attend , there will be a quorum , " noting that " the Kurds announced attendance and thus are the blocks that will attend the parliament session. "
chattels: " certainly the opposition bloc which reform has given one of its conditions pending the Federal Court has not been compliance so far with other political blocs and thus failing to attend will affect the quorum for the session , ..........."
chattels: The " Reform Front " has numbered somewhere between 96 - 110 MP's. There are a total of 328 MP's in Parliament with attendance being " high " at 275 at any given session. A quorum requires 165 MP's.
chattels: It may be a very " close call " to attain a forum even with the Kurds in attendance, IMO.
chattels: decision to return to Baghdad, the Kurds is not settled yet and Abadi has not made good on promises
chattels: "The return and participation of the Kurds is not a foregone conclusion so far ,...."
chattels: and, " The al - Jubouri , yet refuses to someone presides over other joint session management, and the Front reform , which includes more than one hundred deputy a third of the parliament, they have categorically rejected the legitimacy of the Jubouri, and so far , the Federal Court did not decide on the issue, but so far the decision our return undecided ".
chattels: "The return and participation of the Kurds is not a foregone conclusion so far ,...."
chattels: " .............. the Front reform , which includes more than one hundred deputy a third of the parliament, ............"
chattels: Kurdish concerns, reasons or conditions precedent / attendant to their attendance are as follows :
chattels: " ....... because Abadi since the beginning of the formation of the government until today has not made good on promises did not adhere to the implementation of existing items in a paper agreement policy under which the government was formed, and thus we have resentment toward Abadi because it uses with Almtarkh political territory. "
chattels: and
chattels: " ............ the lack of resolve is our return respect to the survival of the political crisis in Baghdad unchanged because of the intransigence and hold the parties to their positions, as the We do not see any positive developments or solutions on the horizon, but there are threats against parliament and parliamentarians and against the entire political process, and there is a kind of intransigence and lack of flexibility both by al - Jubouri , or by the protestors MPs to dissolve parliament crisis. "
chattels: " the technocrat government or the problem that created by Abadi lingering curb the crisis now and no solution in sight, and also a problem presidency remain unresolved, both parties insist on their positions and that it does not serve the political process. "
