"My visit came at a crucial moment for the Iranian economy, as it begins to re-integrate, following the recent implementation of the Joint Comprehensive Action Plan (JCPOA). With an improved economic outlook in prospect, there is a unique opportunity to begin implementing reforms to entrench macroeconomic stability and promote higher sustainable and inclusive growth," Lipton said.
Pointing to considerable progress in restoring macroeconomic stability in Iran over the recent years, Lipton said that inflation in the country has declined from 45 percent in 2013 to around 8 percent recently.
"The implementation of the JCPOA bodes well for the outlook. Higher oil exports, along with lower costs of trade and financial transactions, as Iranian banks reconnect to the international financial system, would help support the economy, with real GDP growth projected at 4 -4.5 percent over the medium term".
Saying that to entrench macroeconomic stability, the policy frameworks for monetary and fiscal policies need to be strengthened, Lipton added that central in these efforts will be promoting the private sector, by fostering private ownership, attracting foreign investment, reducing the cost of doing business, and enhancing transparency and governance.
"Two important priorities for the short term relate to the banking system. First, it will be critical to begin restructuring banks-both at their operational level and their high level of nonperforming loans - to help lower real interest rates and stimulate credit to the economy. Second, given the difficulties for Iranian banks in reintegrating to the international financial system, the authorities should persevere with strengthening the framework for anti-money laundering and combating the financing of terrorism (AML/CFT), which should be critical to facilitate such reintegration," he said.
"Addressing Iran's structural challenges will not be easy and some of the gains may only become visible over the longer term. But Iran has already made big strides in restoring prudent policies and in taking important steps to address structural challenges.
During his Iran visit, Lipton exchanged views with representatives of the private sector, academics, bankers, and the youth of Iran.

NATO is considering a return to Iraq!
Secretary-General of NATO, NATO said that Iraq can get additional support from the
alliance in the face of the organization Daash.
According to Jens Stoltenberg in Brussels, the alliance is considering at the moment the
request made by the Government of Iraq for NATO to expand military training of the Iraqi
army program.
Stoltenberg said that this training can be done in the future, not only outside but inside
Iraq, too.
The alliance's current training program had decided last summer and the alliance in the
framework of this program is to train hundreds of Iraqi army officers in Jordan.
Stoltenberg said in Brussels: "I think we have to focus increasingly more and more on how
to rehabilitate the national forces there to be able to defend their own country on their own."
Stoltenberg pointed out that the NATO foreign ministers' meeting scheduled on Thursday
and Friday in Brussels to discuss the matter.

The Iraqi Ministry of Justice, on Wednesday, for the recovery of about 500 million
dinars to the state treasury over the past year in 2015, and as pointed out referring
to the 19 employees of integrity, he confirmed that the amounts recommended to return
them to the state treasury amounted to about 70 billion dinars.
The inspector general of the Justice Department agency Jamal Taher al-Asadi said in an
interview to the (long-Presse), "The Ministry of Justice issued its annual report for last
year 2015, which included the referral of 19 contrary to an employee of the law to the
Integrity Commission or the judiciary," noting that "The report also included a number
of issues investigative for the years 2010-2014 was completed (80) cases during 2015,
including directing (9) disciplinary sanctions, and (18) with reference to the integrity
Commission or the judiciary and (45) the issue was closed for lack of authenticity and
(8) the issues still under Follow-up".
He said al-Asadi, that "issues investigative last for 2015 amounted to (132) issue,
the resolution of which (7) issues guidance disciplinary punishment, and one assignment
of the case to the Integrity Commission, and (23) the issue was closed for lack of authenticity and still (101) issue being followed up." he said, adding, "The number of death cases amounted to guests (452) issue, which was completed (188) issue, while still (264) issue of under achievement."
He said al-Asadi, that "the amount of money returned to the state treasury amounted to
495 million and 275 thousand and 992 dinars (495.275.992 dinars), which is about fines an update of the lagging companies in the implementation of the obligations of inmates and detainees by feeding processing, has been converted income once to the state treasury."
