Hello Everyone,

Today I am sending out this news letter to tens of thousands of those that want to sincerely learn about this revaluation process of the Iraq dinar and what is holding it up. This is a continuing saga, one that will continue, I can assure you, until there is the needed physical security and political stability in Iraq.

We are in the middle of yet another week and the news is pouring in and at times is overwhelming. It is all excellent news, not what some of you may want to hear, but still all good and is moving in the right direction considering the circumstances.

I sincerly believe we may be heading for an early to mid summer RV window.

Lots of recent meetings going on between Iraq, the USA and other major developed countries. More than ever I see a major plan coming together for this region of the world. The timelines are kept secret but you can’t hide the troop buildups, stockpiles of weapons and ammunitions by the coalition forces. Something big is about to happen.

There is also the legislative side of the story. We can now see the reasons for the stalling of the passing of the much needed laws and what is being done in an effort too expedite it. We can see the interconnectivity between these laws and know how they effect each other and why they will probably all come out at once.

[Today’s News]

Today is Wednesday June 10th and still no RV.  Yes it is JUNE already and the month seems to be moving ahead very quickly.  No – there was no RV last weekend nor will there be an RV anytime this week either unless the Iraqi legislature can vote on these needed laws.

Security too is still a major concern and the bargaining continues with the USA and other major developed countries on just how they WILL assist.     

In my recent past news letters I talked about the much needed laws and how they were interconnected and why they are needed before any RV can take place for the Iraqi dinar. These are laws now just for the sake of having laws but are needed to ensure the security of Iraq and to take part in the negotiations for other laws. There is much interconnectivity between these laws. \

So today I want to explain to you what is holding up in the passing of these laws. Of course we all know it is the stalled and dysfunctional parliament that is holding up everything…right?

Of course this is the answer but why? We know that the majority of parliament is now Kurdish and Sunni dominated thus they have the majority. So Kurdistan now is in a great position to get what they want. They have been essentially holding back on coming to the parliamentary sessions  so speaker Jabouri has found it difficult to get a house quorum in order to vote on any of these needed laws.

Why do the Kurds hold back?

Kurdistan wants a new oil and gas law. As I mentioned in my recent news letters I felt something weird was going on, just did not sit right with me. My feeling came from the fact that we kept reading about the needed laws for the Reconciliation reforms and the oil and gas law is listed as not yet passed, Yet we also read articles telling us that the GOI fully intends to begin paying out citizens shares of the oil revenues beginning in June and July. There seemed to be a contradiction here since they can not payout these oil royalties unless and oil and gas law has been passed. So this led me to do some research. This is what I have found.

Yes- the GOI fully does intend to begin paying out oil royalties to the citizens and do it beginning in June or July. This is the plan. They also intend to have the NEW HCL law, now all written and ready for parliament, to be quickly read and passed. This is all supposed to take place prior to Aug 1st. This is their plan. You must have a plan going forward. So this is their target. Hope they can do it. This is why I believe we are seeing Jabouri and Abadi is so many meetings coordinating and negotiating all these efforts.

So next let me say I have confirmed that the Kurds are in fact asking for a new HCL and their terms are not shocking and should be easily understood and agreed to by all, as most bills normally are even before they make it to parliament.

The Kurds are asking for 26% not the 17% of oil revenues as there is so much unpaid shares remaining from the past 17%. They also want to be compensated for the effort with fighting ISIS DAASH since they have taken the lead to protect the oil fields since June of  2014. They have lost much lives and equipment. All other oil and gas laws will be null and void, as this new law states. It will also clarify some ambiguities in past legislation on how the oil and gas will be handled with contractors, daily pumping quotas and sales between middle eastern countries, etc. (mostly referring to the embargo on Syria and Iran).

So we can see their bargaining chip. We also know ( I have repeatedly shown and explained the articles to you) the list of the critical laws needed to complete the Reconciliation effort. Once the Kurds get what they want they will return to parliament and the voting will take place on the other needed laws since most of them already have completed their readings, revisions, renegotiations and are ready for their final vote.

But there is yet another twist to this saga.

Remember each of the other provinces, especially Anbar and Mosul are demanding immediate passage of the National Guard and Amnesty laws. These are hardest hit regions by ISIS. They also have the highest potential for hard to the economy if occupied by terrorists. I can tell you that there is a National Guard training camp just 20-25 miles outside of Mosul already training security forces.

There is also a plan already begun implementation to have a “mini” army protecting just the oil fields of this northern region. Is this not also a National Guard operation? So we know this is already moving forward and I can easily say to you that the National Guard bill will be passed once the Kurds get what they want in the new HCL law. Remember too they also want the National Guard and Amnesty bills.

Just to refresh you memories the Amnesty bill too is very much needed and interconnected with the National Guard bill. By allowing these political prisoners out of jail, many of whom are past army officers, they will be able to staff the ranks of these security forces with competent, experienced leadership. So we also know amnesty is a requirement of the USA for any RV to take place and we now know why. We know this law too should not be an issue in getting passed once the Kurds come back to parliament.

The speaker Jabouri is attempting to get all these laws passed quickly in a special session and in a “basket of laws”. He has already tried to set this up and failed once. Now a new plan and a new attempt at it.
What do I mean by basket of laws?

A basket of laws is a ONE vote process where the members of parliament vote on a list of laws in foul swoop. 

So you can see the urgency to get these laws completed and implemented. This is not something they want to take years or even months to accomplish. This is not going to be a stalemate like 2010 through 2014. Simply put there is new leadership in the government and these are good men wanting to move Iraq forward.

You can see now the hold up and the politics being played out. But the current plan is to resolve all these issues by early summer or July timeframe.  We can also see how HCL will be tied to the passing of the other laws too and how they could potentially (and probably will) all get passed at one time through the legislature.

Does all this makes any sense to you? Can you see now why the GOI has said they will begin paying out oil royalties to the citizens come June / July timeframe? They always tell us their plans and many think this all has to happen right on June 1st but this is simply not always true and they never said this. What they do tell us is their overall plan. So relax and let it all come out in the news. It always does.
