chattels: the International Monetary Fund will not hand Iraq a loan of / 13 / billion dollars , attributing this to ensure the money going to the necessary projects and make sure there she went to the fake projects.

chattels: " the international Monetary Fund agreed to lend Iraq an amount worth / 13 / billion dollars, but it will not deliver the money, explaining that" the fund will turn the money in the form of industrial, commercial and agricultural grants and part of them to fill budget deficit ".

chattels: " The supplementary budget will depend to the presence of the salaries of a large number of employees and debts to oil companies and the debt of many of this, the international Monetary Fund will not give the amounts , however , Iraq, but will be added through this fund to projects / industrial, agricultural, commercial , and what should be built for the future. chattels: It appears that the IMF is holding the reins tightly on the loan(s) and that the funding is targeted for good reason.

chattels: Clearly the IMF intends a longer term financial stimulus, better management and improvements rather than a short term " fix ".

chattels: Sounds like funding mostly for necessary projects to boost productivity as opposed to " maintenance " of salaries or debt payment.

chattels: Thu May 19, 2016 | 8:00 AM EDT IMF deal to extend Iraq $5.4 bln loan at 1.5 pct, officials say X AMMAN May 19 (Reuters) - Iraq has reached a $5.4 billion standby agreement (SBA) with the International Monetary Fund that could unlock billions more in international assistance in coming years, the country's finance minister said on Thursday.

The loan will have an annual interest rate of 1.5 percent over several years, Iraq's central bank governor said at a press conference following a week of talks in neighbouring Jordan.

chattels: The High Court " briefing " process is moving forward.

chattels: " The judiciary has identified twenty - fifth of this month as the date to consider the appeal, ............... "

chattels: GHDAD / National Iraqi News Agency / nina / Central Bank of Iraq announced: "Iraq will get the IMF loan, after the completion of the financial report and approval at the Fund 's Board of Directors." http://ift.tt/1GNR4RF...

chattels: Central Bank: IMF loan will be provided in three tranches to fulfill the obligations of the state for this year at least 18/05/2016

chattels: "the Fund in preparing the report stage now, and consultations that took place in Amman are consultations on the fate of the economic sectors report (oil, trade and cash and bonds) and then the financial report writes a memorandum of understanding between the two parties, the Iraqi government and the fund."

chattels: I am being quoted elsewhere without the mention of an article cited by me and important to the analysis.

chattels: Article quote: “…extend the current legislative term of one month from the end of the current dismissal date.” The question is what is the “current dismissal date“?

One article suggests May 1 which would allow for an extension of the legislative term only until May 30 (thirty days) under Article 58 of the Iraqi Constitution. ( ************* )

MY READ ON THE FOREGOING IS THAT THE “CURRENT DISMISSAL DATE” IS MAY 1 AND THE EXTENSION OF THE CURRENT PARLIAMENTARY SESSION IS FROM MAY 1 – MAY 30.

THE SIGNIFICANCE OF THE LAST DAY OF PARLIAMENT BEFORE THE “RAMADAN RECESS” IS THAT THE HIGH COURT WILL NOT HAVE DECIDED THE APPEALS PENDING BY THAT TIME IF “BRIEFS DUE” ARE NOT RECEIVED BEFORE JUNE 1. Ramadan begins on or about June 5th.

chattels: That site has omitted at the ( **************** ) the following article.

chattels: Insert at ( *********** ) the following :

chattels: " ................. the President on 16 / 5 also pass a resolution that includes the extension of parliamentary sessions in accordance with the validity prescribed in Article 58 of the Constitution, which approved of the President or Prime Minister or President of the Council of Representatives or 50 deputies extension for a period not exceeding 30 days of any period of 01/05/2016 to 30 / 5/2016 which is the first thirty days of the recess of two months. "

chattels: " .................. extension for a period not exceeding 30 days of any period of 01/05/2016 to 30 / 5/2016 which is the first thirty days of the recess of two months. "

chattels: The dismissal date for Parliament to take a two month recess, to include Ramadan, was to have been May 1, but due to the chaos in Parliament and absence of sessions, there was nothing to adjourn or dismiss.

chattels: President Masum has invoked a thirty day extension under Article 58 of the Iraqi constitution which " relates back to May 1 ", IMO.

Doug_W: I wonder how Ramadon will factor into all this?

chattels: The constitution limits any such extension of parliament to a thirty day period.

chattels: ‹@Doug_W› Ramadan begins on or about June 5th which is the second thirty day period of the two month recess that was to start on May 1.

Doug_W: I know.....very interesting

chattels: Parliament will not be convening during Ramadan, IMO.

chattels: Not so much because it is Ramadan, but constitutionally the current term of Parliament cannot be extended any more than thirty days.

chattels: The politicians continue to " talk the talk ", but no solutions to the political impasse as yet it appears.

chattels: Deputy for the National: the political blocs making efforts to find a way out of the current crisis.

chattels: According to MP Khalid al - Asadi told all of Iraq [where] that "efforts are being made by various political parties to find formulas to address the crisis of the legal and political point of view , and we hope that these negotiations and dialogues to come out of the outcome will be for the benefit of the stability of the political process and in favor of addressing these problems."

chattels: Clerical authority remains critical of the government.

chattels: But the Baghdad bombing campaign has also added weight to those in Iraq who have been pushing for a Fallujah operation before any campaign for Mosul. The city is just 40 miles from Baghdad.

chattels: “Fallujah will be before Mosul,” said Col. Firas Hussein Abed, a commander in the 6th Division who said additional Iraqi troops were deployed in the area. “The plans are in place,” he said, adding that he expected an operation to start in about two weeks. Iraqi forces have announced operations to retake the city multiple times in the past, but they have always stalled on its outskirts.
