I read what Mr White was saying about the article speaking about the IMF loan proceeds and the announcement that Iraq was receiving "certificates" to open the access of international banks to the CBI.
To my first read, this appears to me to be saying that the IMF has offically deemed Iraq ellgible to accept Article 8 now? Am I on the right track with this rational.
