The Secretary-General of the United Nations Ban Ki-moon in a speech ahead of the vote that took advantage of charitable causes for donations. He added that the militant groups exploit loopholes in the law, to the detriment of the world, stressing the need to prevent him and other access to financial resources.
OOTW: And directed that the thanks of the United States "to hold this historic meeting of finance ministers," and paid tribute to the efforts of the fight against terrorism.
