I've just received a call that all agreements for the release have been finally signed yesterday at 9:00 AM UTC. The IMF, Iraq and the PTB have been reassured to follow the ultimatum given by the Chinese/Dragon Families to 'flip the switch' before 2016. Otherwise, dire consequences will be suffered.
As I received that call, a source of mine in the Philippines whom is involved with a paymaster just contacted me and relayed the following information.
- 10 Sovereign countries were successfully paid out yesterday
- 10 more will be done today
- Funds will be released tomorrow
It may be hopium, I suggest to take it as a rumor. Although, the Chinese ultimatum and the signed agreements has been undoubtedly confirmed by multiple sources of mine.
Wait and watch are the only things we can foresee.

Ahmed said in an interview with / Baghdadi News /, "The Finance Committee will read tomorrow Article 38 of the general budget for the 2016 law," noting that "the Commission will change the allocations of some ministries in accordance with the benefits."
"The Council of Ministers did not Agier in the texts of the general budget for the 2016 law, while noting that the changes were limited to only the numbers in the budget."

RR: Hey Frank ... there's that DATE from our NOTES again!...12/16! I like it!!!
Aggiedad77: Indeed nice find WS.....makes me wonder just how many articles are in the budget for 2016.....is 38 the sum total....or are there more....me....I'm hoping that 38 is all there is....let this be the second reading.....so we may indeed see 12/16 as a "special" date.....passage.....EARLY passage of the 2016 budget for Iraq......that is within the 15th to the 17th time frame that Frank was looking for.....both the US budget and the Iraqi budget.....TA-DA.
The T&T.....Taxes and Tariffs.....of course....would just be icing upon the cake in that time frame too.....dontcha think.
Just remember Parliament.....PM Abaid AND his COM do not want any changes to the budget.....I take that to mean no significant changes....and DEFINITELY no changes like the Finance Committee tried to pull with this year's budget regarding the CBI....keep your sticky fingers off the CBI.
