I wonder what is considered a felony in Iraq. I'm sure they differ from what the US considers a felony.

Article 59:

First: The Council of Ministers shall submit the draft general budget bill and the closing account to the Council of Representatives for approval.

Also - it's making Abadi face the reality of his situation.  I am really hopeful Abadi gets the gravity and moves things ahead.
