Toyvp: Bernice IMO the IMF loan is just barely enough for them (GOI) to get by for a few more weeks Dr.S is just waiting for his security to get wrapped up, as for the financial problem in October that is purely speculation that I would not put any stock into.

So if that is true it is my opinion the previous loan probably never happened and it is now being pursued again.....if it materializes for the Iraqis will it slow the MR process down?....
I'm of the opinion that it should not....it is a loan of an emergency sort to take care of essentials in my opinion....while to us it sounds large, in all actuality it is but a drop in the bucket in their monthly scheme of things to do with finances.
Keep in mind too, they don't have these funds in hand yet, so they could always say.....thanks but no thanks and never take possession of the loan.

IMF gives Iraq $ 833 million
IMF announced on Friday the initial plan to provide assistance to Iraq worth $ 833 million consent, in order to cope with the economic fallout of the war against al-Daash Islamic state.
She said the International Monetary Fund teams in a press statement that the aid also comes in response to the negative impact on Iraq because of the decline in world oil prices.
According to the statement, the armed conflict sources put the country "under tension and creating a humanitarian tragedy." He added that the infrastructure and facilities to the private sector have been damaged.
He pointed out that the Iraqi economy declined by 2.1 percent in 2014, and it is hoped to recover by only half a degree.
It is expected to decide by Member States in the fund this aid in July next.
The European Commission has recently announced to provide 25 million euros in humanitarian aid to victims of the conflict in Iraq.
