 Shabibi: Iraq has not yet become a safe place brings investment and the central problems due to loss of independence

{Baghdad: Euphrates News} Former central bank governor Sinan al-Shabibi said Iraq had not yet become a safe place brings investment, and problems due to loss of central bank independence.

He Shabibi in a press statement that "the Iraqi money market live in the present time of instability was the collapse of the market rate of the dinar, which amounted to 1340 dinars to the US dollar, while the official price of about 1190 dinars to the dollar, although the size of the reserve is still great, which It is considered a key factor in the stability of the currency. "

"And the reason for this difference between the two prices to enter ministries {financial} and other parties {House}, and Amlaihm policies and conditions do not has to monetary policy onion, in addition to the lack of central bank adviser's ability to defend the bank by law".
~~~
He noted that "the problem at present is that the student transfer it to pay secretariat draw a certain percentage of taxes and customs when buying the dollar, and at the request of the Ministry of Finance, and this is an important factor in the rise in the dollar, these conditions served the Ministry of Finance,
but the principle that the purchase of foreign currency and selling it must be done quickly and smoothly without any obstacles {except banking conditions and a commitment to capital};
because the rapid movement of cash, and if there is a need for the central bank to take advantage of foreign currency sale for development, was better That is used in the development of the banking credit process, if given preference in the auction of the bank, who leads in the banking its credit. "
He continued, "So there is intervention from the Ministry of Finance in the work of the central bank, said that this intervention is aimed at the collection of the Ministry of Finance resources nothing to do with monetary policy, although the central bank is that the collection of these resources,
 in other words that the central bank is the one who collects these resources to account Ministry of Finance, also included the budget the central bank buys bonds and treasury remittances to $ 6 billion and reduce the percentage of legal reserve held by banks at the Central Bank in half to provide budget resources,
 that the seriousness of these measures GOES to reduce the effectiveness of monetary policy in the fight against inflation; therefore, the fiscal and monetary authorities to assess what you get compared to inflation of resources and instability, which can be a cause for the collapse in the real rate of the dinar. "
He went on, "that also restrict the sale by the House of Representatives means enter Parliament in the work of the central bank, common among among economists and parliamentarians that the central bank continued to the House of Representatives,
 and this is a big mistake Central official Bank is in front of the House of Representatives and not subordinate to him, and here the Central Bank is no different from the rest ministries, but this responsibility {} responsibility of the central bank explicitly mentioned in the Constitution. "
He went on saying, "Thus, the central bank has lost its independence and became a bow to the decisions of the government and parliament, the proper method is to put forward ideas as proposals in the House of Representatives, and then be voted on."
He said the "policies of the government and parliament, and particularly in determining sales, led to a duplication of the exchange rate deceived black market enriched some of them, and used by others in other funding terrorism may be one of them."
He went on that "autonomy loss of his caveats several, the most important that the central bank will be subject to the instructions of the government, which will be reflected in the Bank's policies, so the central bank will not be able to adopt an inflation target reduction seriously, and make matters worse,
 that government spending is inherently inflationary result of the delay in the the implementation of projects, and the loss of independence will lead to the creditors to look to the central bank's money as government funds, becomes a target for creditors, and this is an important issue should be discussed with creditors and lawyers Iraq. "
It was to be "loss of autonomy means that the central bank to adopt monetary policies in line with the policy of the government, but the government's policies may not fit with the Central Bank Law, in other words it does not focus on the fight against inflation does not give due importance to the goal of economic stability."
He pointed out that "the imposition of a financial nature policies on the central bank should be the subject of coordination and study by government and parliamentary bodies,
the Central Bank has weakened administratively from the government, and often tried to governments to impose its policies on the central bank, including the former prime minister tried to borrow from the central bank, which was rejected by the bank; because the law prevents him from it, and ended up the attack on the central bank and the arrest of many of the finest of its staff. "
The former central bank governor Sinan al-Shabibi "One manifestation of overtaking on independence is a matter relating to waive the central bank reserves, and some echoes that this may be justified; because the reserve exceeds the currency trading banks and in the one and a half times, that these justifications for the government; to gradually dominate the Central Bank resources, the economy,
such as the Iraqi economy largely open to the outside world needs significant resources to compensate for the results of any crisis, and if they are borrowing from the central bank. When would respond this money? What is the capacity owned by the bank towards the government to recover this money? ".
He Shabibi that "the bubble and the high price of the dollar is a result of the policy of the government and the House of Representatives, and it ought to be to remove obstacles for the foreign exchange market, where you should not be given greater importance of fiscal policy, monetary policy is determine the exchange rate and help to money management and functions."
He said the "central bank lends to the government but it helps the economy as a whole through price stability, and the organization of credit and supervision of the banking and financial sector and the organization of payments and maintaining the country's reserve,
either speak much echoed by the government and the Finance Committee in the House of Representatives about {auction of foreign currency},
the This auction is a monetary policy which pulls dinars from the market and bought by foreign currency, and here Thread ends for the central bank, we have a cash discharge process direct, simple, and if there is no import of the auction, for parliamentarians to inquire about the reasons for this in the customs or the Ministry of Trade The process of import are not included in cash process,
the central bank must meet all the demand for the dollar, and this is one of the fundamentals of price stability, as the demand which was full by the bank will go and creates another market and prices again, which is contrary to the central bank law and creates a state of economic instability. "
He added, "the Finance Committee has chosen to put an upper limit on the sale of foreign currency {75 million dollars a day}, thereby contributing to this instability and the creation of multiple rates for the exchange because the real demand was higher,
and in any case, this request does not ask about the central bank, but ask for all sectors of the economy, so why not go the Finance Committee in the Parliament and practiced legislation and supervision question to sectors of the economy which are supervised by and to the private sector,
especially as it is supposed to all corners of the economy converge, we do not doubt that there are irregularities, which requires follow-up with commercial banks relationship, but we stress that the central bank is in front of the discharge process, but not cash, either by the imports. It is outside the scope of work of the Central Bank "
He noted that "on the other hand that the money go abroad; because the state did not provide the right opportunities at home to invest, as that part of them is a kind of external savings {concept within the national accounts of any country} will return to Iraq in appropriate circumstances that must be provided State,
 either in respect of moneys emerging must be sure of the legitimacy of sources and sinks and the circles in which anti-money laundering that should be strengthened, the majority of sources may be derived from money laundering or simply that the subject is big operations out of capital. "
"We must not forget that Iraq falls within the group of countries which are in transition from totalitarian regimes to open democratic systems provide the free economy, this group of countries undergoing many changes in the economy opens up {as states the former Soviet Union},
but a lot of these countries was characterized by its economy, the transfer of capital abroad, and in the case of Iraq encourage this transition also because of the conditions of violence and instability experienced by the country,
 this situation may explain the large sums of money being transferred abroad, it's going to save abroad, then we are in front of the case of capital flight and not smuggled , the situation in Iraq with the present encourage capital flight, and if it does not allow capital to move the dollar exchange rate in the market will rise significantly, thereby inhibiting economic decision-making. "
He concluded by former central bank governor Sinan al-Shabibi said, "Iraq has not yet become a safe place brings investment, we need large national efforts to ensure stability and to attract investment."
KJWayne   I read this has not being good for us any time SOON !
rDiddy    It appears Shabibi answered the questions I posed to Tlar last week - they need security against Daash (and Maliki) and the basket of laws before any monetary reform can move forward.  The Iraqis have it within their power to accomplish these things, the question is - when.   -mrs d
rissas dad    there you go ladies and gentlemen, from the man himself.  They arent ready, they have much to do, and it isnt smoke and mirrors.  Its the cold hard truth.  Not that I listen to any of them, but the gurus spouting its coming nothing is holding it up are lying.  Even they cant spin Shabibi.  Iraq will get there, but it isnt on our timetable.
Schizz   Arm the kurds and sunni's and watch how quickly things turn around in Iraq. They are ready for the change, it just aint possible with a terrorist army whoopin your lazy ass.
It's never gunna be stable in iraq cos they are all morons but yeh, get rid of isis and then it will be time to have hope of this thing going down at any moment.
anyone heard anything about the way overdue mosul offensive? have they put it off until after rubbaduck? in which time isis will probably take themselves another city.
Iraq is yet to learn that everything doesn't stop because they want it to, or because they are on a holiday!
Schizz    Thats my prediction by the way, that isis take another city while these fat lazy assholes are lazing about during ramadan.   I hope i'm wrong.
Aloha Alex          Schizz seems the news conveys the US and coalition forces want to train and supply arms directly to the Sunnis and Kurds, instead of the program to going through Bahgdad first. I hope our administration has the cajones to press their position and not put it on the back burner and go play golf waiting for Muslim politicians to agree on it.
Schizz   Yeah I remember that too Alex but that was months ago now they said that wasn't it?.....nothing ever gets done in the now in iraq eh :/
Aloha Alex    Is it any wonder why people hate politics and politicians?
Jb   I guess when they wake up with a machine gun to their head in the green zone, is when they'll consider passing the laws that need to be passed. Seems like nothing else shakes them up
Schizz    If this is a call to arms from Sadr this is very good news for us and Iraq. The last time he done this it was against the brits and the US and it wasn't a fun time...
Sadr: Iraq submitted on the dark page because of the continuing sectarian
06/15/2015 20:53    BAGHDAD / Nina / confirmed the cleric Moqtada al-Sadr: "Iraq submitted on the dark page because of sectarian continuing that can not stand up against it, or access to solutions to them." Sadr said in an interview with Channel / France 24 / Space:
"The security situation in Iraq is deteriorating , and the ongoing war in which predict that he will see the winds war, "noting:" The war taking place in Iraq will go because of hundreds from all sides, but the good people of the EP and the crowd will be able to pay some of the damage will delay Aldaasha progress in parts of Iraq. "
 He said al-Sadr to "The capital Baghdad at risk the fact that the organization Daash terrorist intends to enter into it and wants control over all of Iraq and increase his influence," stressing the need to have Iraq for all and not to marginalize any variety of walks of life.
Sadr called Iraq's Sunnis to them to have a unified position and have them role in the fight against terrorism and the return of displaced people to their areas, in cooperation with the EP and the crowd, and took their political rights, pointing out that the survival of the year in this way will mean not getting anything. / ended 6
I hate this scum bag but this is very good news for Iraq being rid of isis.
DreamWeaver    Aloha Alex,    The scourge of humanity in my opinion.  On our own we might stand a chance of learning to work through our differences--respectfully.  All they do is divide and stir the shite for their own gain or agenda--accomplishing no forward movement.
Aaanth    ISIS is only the force that they are today because of maliki.  he is the one who, for all intents and purposes, armed them with all of the sophisicated weapons WE GAVE IRAQ.
billions of dollars worth of hardware and weapons designed to fight a war in the desert.  and sure enough that is when ISIS swept across iraq, armed to the teeth by us, to become the force they are today!
 he gave the order to "drop your weapons and run."  i mean really, what soldiers "DROP THEIR WEAPONS" when they retreat?  wouldn't you hold on to your weapon to protect yourself as you were running away?
initially the loss of Mosul was to create an emergency large enough so he could declare martial law and hold on to his job.
 but that didn't work so now he has created a security emergency for iraq and abadi in continuing to secretly aid and support ISIS in hopes that he can undermine abadi and step back in as PM.
 i have a feeling he did, or played a major role in the same scenario playng out in Ramadi. they marched in there UNCONTESTED!  maybe that's why we didn't engage.  maybe we knew it would be only us and not the iraqis fighting for THEIR OWN COUNTRY.
seems like ISIS knew in advance this would be the case.   again, "drop your weapons and run"  AGAIN, giving ISIS more weapons and help when maybe they were beginning to feel the heat.
maliki remains in iraq (i have NO IDEA why) as a cancer to the people and the country because of his own sick ambitions and need for power.  it certainly isn't the money.  he is the richest guy there.
no, he wants the power and prestige back of being a world leader and, in my opinion will do ANYTHING to get it back.  lives mean nothing to him.  the people and merely ants to him.
he is the reason shabibi has said what he has said.  he is the reason there has been no economic reform.  he is the reason the goi flounders.  he is also the reason this RV has been stalled and pushed back until who knows when now.
maliki never wanted rich iraqi people.  he wants them to continue dirt poor so thay can't over throw his sorry butt.  so now we have to wait EVEN LONGER unril ISIS is defeated to get ours.  the reason for this excruciating delay can be summed up in one word...  MALIKI!
-         There is no higher reality than the truth...
Chasting   god that moron has got to go. why? why is that idiot still a player in anything? iraq is backwards as hell.
Preacher Man    So now, after all of these years we have Shabs speaking, wonder if Talibani was holding the microphone, and Abadi, standing in the background looking at his watch,,,, I 100 per cent believe in our investment, but all of this crap they are a putting out, if we dont see some type, of movement before the end of September, Ill eat my hat, I dont even wear one, Ill eat KJS hat at the Bar B Q..
{Baghdad: Euphrates News} government source confirmed to take measures to reduce the dollar exchange rate against the dinar.
noting that "there are speculations made by some has created a state of confusion in the market and contributed to raising the price of the dollar against the dinar and deliberately."
He added that "the government and other institutions and in spite of pressures as a result of the drop in oil revenue has worked quietly in recent months to put the guarantees received importers to the dollar at the official rate by remittances, in order to prevent prices from rising and to protect the poor mechanisms,
as they are for traders and importers at the official rate sell the dollar and this ensures that high prices, and confirms this speech that 90% of dollar sales by the Central Bank is of remittances, and only cash for sale of 10% ".
Iraqi market has seen since the days of a big rise in the dollar's exchange rate against the dinar, rising from 118 to 141 dinars per sheet than a hundred dollar bill, what impact negatively on the economic situation in the country.
Preacher Man    Thanks SnowBird:
Shabibi is right. The government needs to keep it's nose out of the CBI's business. It's time to dump Maliki's illegally appointed goon as "Acting Governor Agency" and put a "real" Governor in the chair at the office of the CBI. We know Keywords are going to be removed.
 He holds the position by proxy. It's against the constitution.
Certainly a lot of activity going on around the parliament building. I thought they all went on vacation and nothing could be done. We have several articles calling for an extraordinary session of parliament to vote on  the basket of laws.
Oh, but they can't, "many parliamentary members are out of the country" during the recess. LOL. Good time to take a vacation when your country is about to collapse both economically and politically.
Not to mention your country is being over run by Iranian Militias. The people are in the streets demonstrating. Conditions are deteriorating in Iraq. OK, let's go on vacation. LOL. Come on Iraq, you can throw better news at us than this.
 We have been watching you. We see the plan being implemented. Your having a hard time hiding it from us aren't you? You are implementing laws before you even pass them.
Decentralization is occurring right in front of us. How can this be if there is no Federation Council? It can't but it is. The Spyker investigation is drawing to a close or could we say completed.
We know Maliki is going down, yet you tell us he is going to regain power. LOL. You have certainly been busy the past two weeks... considering parliament went to Disney World for vacation this month.
Do you really think Shabibi would set his country up to receive a bad credit rating?  Oh, I forgot Shabbi is retired, dead or had a stroke. We will not hear anything from him.
Still don't think the old tariff law was implemented. LOL
hi-five    Article 50, which unlawfully capped the auctions, was added to the budget just before the vote - - the Council of Ministers had not seen it or approved it.
 News articles said the CBI petitioned the Federal Supreme Court March 18 and a ruling was to be made within two sessons.   We should have heard from the Supreme Court by now.  I wonder why there has been no ruling yet?
Here is an article from a couple months ago.
Special / Cabinet linger implementation of paragraphs in the budget until challenged
 cbnm.jpg
  BAGHDAD - Iraq Press - March 18 / March: Parliamentary Finance Committee revealed on Wednesday, the Cabinet decided to postpone the implementation of the paragraphs of the budget that will be challenged before the Supreme Federal Court.
   A member of the committee MP, Jabbar Sharif, L / Iraq Press / "The material that marred the government will not affect the overall budget and it being a regulatory provisions and other related long-term decisions," following up
"The House of Representatives has already approved the budget and added them to the 19 articles of the without going back to the government so the Cabinet's recent decision means. Help stop temporarily and that has not made or issued by state institutions and concerning additives "
And added that "the government has resorted to a constitutional right to challenge the budget, but he finds that the addition of the House of Representatives of the vertebrae came to compress expenses and stop wastage in the money",
adding that "the information received that the petition will be presented Wednesday ( March 18th ) to the Federal Supreme Court, which expected to be decided during a session or two in favor of the government's case because the data is clear. " Admiral ended
DreamWeaver   LOL.  Uh, Preacher Man ... make sure you get KJ to slap some BBQ sauce on that hat.  :lol:
Definitely with you on this one, PM.
Schizz    The thing is though...they probably are on holiday
rissas dad            "Not to mention your country is being over run by Iranian Militias"
These are the kind of statements that cause me to question everything else said by this person.  You have this so backward, and try to convince me you understand what is going on, is almost laughable.
Iran is a Shia run country (ie Maliki's handlers) and you say that daash is an "iranian militia"??  Daash are sunni.  Iran is shia, why would a shia countries militia invade a shia-run Iraq.
The reason they were able to move into Iraq and particularly those Sunni areas was because they used apathetic feelings toward the shia-led government as an easy way in.
 They werent going to fight back.  Also the predominantly shia army units in these areas werent going to fight to protect sunnis or they were ordered to leave by shia leaders (Maliki), see Mosul and Ramadi.
"The group was founded by Abu Musab al-Zarqawi in 1999. Zarqawi, a Sunni militant from Jordan"
http://ift.tt/1CdCj89
Whomever this "snowbird" person is doesnt know what they are talking about.  He/she is completely wrong about an obvioius fact, why would anyone believe any conclusions they make about less than obvious information.
The last two paragraphs claim all this stuff is actually done just not "shown" or implemented yet.  "Cant hide it from us much longer".   Guru slight of hand BS.  Been hearing that for years.  Odds are this is some alias of a well-known guru.  Sounds like frank26 to me.  Complete garbage.
jackbauer32960    Yep! Raaam Raaam Ra-ma-dan starts tonight, so I expect NOTHING from these folks for the next 30 days!   Predictable as ever these folks are
