WOULD IT BE THE HISTORIC ALY OF THE FORMER PRIME MINISTER, THE SELF SERVING MASTER OF COUNTRY DISASTER, OR WOULD IT BE THE MAN APPOINTED BY THE NEW REGIME, THE NEW IRAQ, THE ONE EMPOWERED BY THE BUDGET LAW, TO IMPLEMENT FINANCIAL REFORM, TO BRING IRAQ INTO THE OPEN GLOBAL MARKET ECONOMY?
