chattels: I have commented on prior occasions that Maliki's immunity is not absolute. Meaning that the Iraqi constitution provides for prosecution in basically two ways. 1) acts in flagrante delicto, one a " red - haded " offense, which likely does / will not apply to Maliki for financial crimes committed by him during his administration.
chattels: 2) accused of a felony and with the consent of the speaker of the Council of Representatives to lift his immunity
chattels: The speaker is, of course, Jubouri.
chattels: Maliki's putative crimes are felonious.
chattels: So, we are likely awaiting a case being brought by the office of the prosecutor / Judiciary if Iraq is going to prosecute Maliki. My point is that Maliki is not clothed / protected, per se, with / by immunity.

Donnie: 'More dangerous than Isis': power cuts leave Iraqis boiling with rage
Donnie: Under a scorching sun, a man in faded blue overalls hung from a boom on the back of a truck, attempting to stitch together some unpromising bundles of electrical cables.
“We are in an endless game of fix and repair,” said Faris, a young, earnest engineer as he watched his colleague grapple with ancient wires that needed welding back into a battered electricity grid, itself a relic of the Saddam era.
The maddening confusion of cables looked like thickets of wild vines springing from rusted electricity poles. Most of the wires carried power from private generators that are more reliable than the state’s patchy electricity.
More than a decade after the US invasion – and more than $40bn (£26bn) of investment later – Iraqis must still make do with limited electricity. In a country with one of the world’s largest oil reserves, this is a matter of great exasperation for locals.

http://ift.tt/1hYNi2i
chattels: Abadi hopes to avoid confrontations among the different political parties and to make them feel that they are all involved in the reforms and that all will make compromises.
While his moderate approach has prevented any significant problems in the already fragile foundation of Iraqi politics, his tactics have fallen short of addressing the current challenges, failing to respond to the people’s broader demands and the expectations of the religious authority.
Abadi continues to face a major challenge in that those who share power in Iraq — namely, the Dawa Party, the State of Law Coalition and the National Iraqi Alliance — have not allowed him to take bigger steps in terms of reform. Read more: http://ift.tt/1U6ADse...

chattels: Abadi’s reforms have thus far included, among other measures, decreasing the number of guards for high-ranking officials and restructuring these security details, forming a committee to reduce differences in salaries among government officials, and forming a committee to evaluate how ministries are performing.
From the perspectives of the political parties, public opinion and the religious authority, Abadi's reforms do not extend beyond the level of minor modifications and have not brought any real change to the political or governing system. Nonetheless, the parties in government have expressed assorted reservations. Read more: http://ift.tt/1U6ADse...
http://ift.tt/1MWM1Tm
chattels: An option being advocated in certain political circles calls for stalling the implementation of reforms in an attempt to gradually tame discontent in the street so that Abadi can continue leading in the country's albeit precarious situation while maintaining a balance among the political parties.
This possibility obviously does not address the issues that prompted Sistani to warn of division and collapse, especially given that the protests have irreversibly altered the way political work is done in Iraq. Read more: http://ift.tt/1U6ADse...

chattels: What the Iraqi street is asking of Abadi is to make radical changes that involve dismissing some figures and eliminating positions.
He still, however, needs to put forth a strategic and clear road map of how he plans to provide services, empower state institutions and uproot corruption.
The support of the protesters and the religious authority is dependent on tangible change. The failure on Abadi’s part to yield results will only intensify the public’s indignation and further irritate Sistani.

Read more: http://ift.tt/1U6ADse...

chattels: Abadi's reforms do not extend beyond the level of minor modifications and have not brought any real change to the political or governing system.
chattels: " ............those who share power in Iraq — namely, the Dawa Party, the State of Law Coalition and the National Iraqi Alliance — have not allowed him to take bigger steps in terms of reform."
chattels: An option being advocated in certain political circles calls for stalling the implementation of reforms in an attempt to gradually tame discontent in the street so that Abadi can continue leading in the country's albeit precarious situation while maintaining a balance among the political parties.
chattels: Abadi hopes to avoid confrontations among the different political parties and to make them feel that they are all involved in the reforms and that all will make compromises.

chattels: this is the notion of a package of laws, not in the sense of bulk for bulk's sake, but likely because compromise will be necessary by various factions and if one faction compromises on one law then it will be in exchange for concessions elsewhere by other factions. it is an issue of trust I believe.

chattels: ERBIL, Kurdistan Region — A local tribal leader said Monday that the Islamic State had executed 70 tribesmen in the Anbar provincial capital city of Ramadi, and he urged Iraqi Prime Minister Haider al-Abadi to save the people of Anbar from ISIS and ramp up efforts to reclaim the province.
“Sunday evening, the ISIS organization kidnapped 70 men of the Albu Nimr tribe in the area of Sarsar in northern Ramadi. After a while, they were assassinated,” Na’im Ga’ud, an Albu Nimr leader, told Rudaw Monday.
“The majority of those assassinated by ISIS were civilians whose fathers and brothers were fighting alongside the Iraqi army and other related forces against ISIS in the township of Barwana in the west of Ramadi,” he added. chattels: ERBIL, Kurdistan Region — A prominent Shiite leader made a comment on Monday accusing the US-led coalition of not being ‘serious’ in combating ISIS, and praising Russian involvement in the region.
“We do not see any serious attempts by our coalitions in combating ISIS,” said Hadi Al-Amiri, a leader of the Shiite Hashd al-Shaabi-linked Badr Organization in the Shiite holy city of Najaf in Iraq, who directed his speech at the US-led coalition.
Speaking at a press conference, Amiri said that European ISIS fighters play an evil role within the Islamic State and “there are conspiracies by some countries who want to remove threats of ISIS on them, pushing these foreign ISIS militants into Iraq.”
“Lack of commitment by the US-led coalition in striking ISIS in Iraq forced us to turn to Russia, because they are significantly targeting ISIS positions,” he said.
The Badr organization leader claimed that “we told the USA that they should deter the flow of foreign fighters in joining ISIS in Iraq and Syria if they are serious in taking the group away.”
