Winnerdinar: Sunday, October 18, 2015 - 06:00 Announcement on Sanctions Removal Expected Today National A senior nuclear negotiator said the July nuclear deal would reach a key milestone today, formally known as the Adoption Day, when parties to the accord start making arrangements and preparations for implementing their commitments.
 
As agreed under the pact, on the Adoption Day, the US, the EU and Iran announce a series of measures to comply with the pact that will take effect once the UN nuclear agency confirms Iranian compliance with terms of the agreement.
 
"As the legal procedures for approval of the deal in state parties have been completed, Sunday, the 90-day mark [after the deal was endorsed on July 20 by a United Nations Security Council's resolution], will be announced as the Adoption Day," Abbas Araqchi said on Friday.
 
The agreement between Iran and the P5+1 (the five permanent members of the UNSC plus Germany), officially known as the Joint Comprehensive Plan of Action, will give Tehran relief from sanctions in return for temporary constraints on its nuclear program.

Araqchi said Foreign Minister Mohammad Javad Zarif and European Union foreign policy chief Federica Mogherini were due to release a joint statement today, IRNA reported.

"The EU ministerial council will terminate EU sanctions. US President Barack Obama will cancel previous executive orders authorizing sanctions and will cease congressional sanctions.
 
All these will be formally announced." However, these decisions will not go into effect until the Implementation Day, when Iran is confirmed to have fully complied with agreed measures, the head of the Foreign Ministry's committee for implementation of the JCPOA noted.
 
Joint Commission to Meet The Joint Commission, to be established in compliance with the action plan, will hold its first meeting in Vienna on Monday, Araqchi said, adding that discussions about details of the two sides' commitments until the Implementation Day will be among the topics on the agenda of the one-day meeting.

The new policy shift was announced at a joint press conference attended by Economy Minister Ali Tayyebnia, Head of the Planning and Management Organization, Mohammad Baqer Nowbakht and Governor of the Central Bank of Iran Valiollah Seif.
 
The three, close confidantes of President Hassan Rouhani, outlined a plan of action to pump more liquidity into the economy beset by a long-running recession.

​"The two important goals in this package, namely curbing inflation and stimulating growth, are to have a lifespan of six months from the 'adoption day' of the nuclear deal [with the big powers] until the sanctions removal phase commences," Nobakht said.
 
He added that the plan is based on the resistance economy, a notion introduced by Supreme Leader Ayatollah Seyyed Ali Khamenei, which seeks to promote domestic production and non-oil exports, IRNA news agency reported.
 
The Majlis (Parliament) this week passed into law the nuclear deal between Iran and the six world powers (officially known as the Joint Comprehensive Plan of Action), which a day later was endorsed by the powerful vetting body the Guardian Council.

During the implementation of the JCPOA, the international sanctions, imposed on Tehran over the dispute over its nuclear energy program, should be removed. Rouhani's government has made tackling inflation its top mission.
 
It has succeeded in bringing down the inflation rate to 15% from a giddy40%. But the lingering recession has indeed turned out to be more perilous than was anticipated earlier. the historic deal is so important that the International Atomic Energy Agency's board of governors will likely acquit Iran of all charges regarding its past nuclear activities to clear the way for the pact to come into effect, a former nuclear negotiator comments. Sirous Nasseri made the remark in an interview with IRNA published on Saturday.
 
Expressing pleasure with the IAEA report issued on Thursday, Nasseri said, "The IAEA's assessment indicates that the whole process will result in Iran's exoneration; nonetheless, the verdict may not be finalized early."
 
According to the IAEA report, in the period to October 15, activities set out in the roadmap for the clarification of past and present outstanding issues regarding Iran's nuclear program were completed. The roadmap was signed between Iran and the UN nuclear agency on July 14 alongside the nuclear deal between Iran and major powers.
 
As part of the nuclear pact Iran agreed to implement measures envisaged in the roadmap and undertake other activities to scale down its nuclear work to pave the way for the lifting of sanctions by the UN, the EU and the United States.
 
It also said, "By December 15, Director General [Yukiya Amano] will provide, for action by the board of governors, the final assessment on the resolution of all past and present outstanding issues."
 
"Under the mid-July nuclear accord, the P5+1 (the five permanent members of the United Nations Security Council plus Germany) are committed to resolving old disputes based on the IAEA report and it is very unlikely that they run the risk of scrapping the momentous international agreement," Naseri pointed out.

“In today’s meeting of Munich Security Conference, European Union deputy foreign policy chief Helga Schmid noted that the European Union will lift its sanctions against Iran on Sunday,” Araqchi stated.
