McCarthy Quits House Speaker Race, Leaving GOP in Disarray

House Majority Leader Kevin McCarthy dropped out of the race for U.S. House speaker on the day his party was poised to nominate him to replace John Boehner, as an internal Republican feud erupted into open warfare on Capitol Hill.

McCarthy told members at a closed-door meeting Thursday that he wasn’t the right person to unite the caucus, Representative Peter King of New York told reporters. The announcement left everyone “absolutely stunned,” King said.

Republicans are in "complete disarray,” said Representative Tim Huelskamp of Kansas.
“The look of shock across the room was amazing”

Volkswagen to recall 389 Polo cars in India to fix handbrake issue
German carmaker Volkswagen AG's India unit said on Thursday it would recall 389 Polo hatchback cars sold in the country for inspection and precautionary repair of the handbrake.

VW says has handed over documents to public prosecution

Volkswagen (VOWG_p.DE) said it had handed over a "comprehensive" range of documents to public prosecutors who had searched premises at the carmaker's headquarters in Wolfsburg and elsewhere on Thursday.

VW, struggling to contain the fallout from the diesel emissions scandal, said it had filed charges with the Braunschweig prosecutor's office on Sept. 23.

It said it would support the prosecution's investigation of the circumstances of the manipulations as well as the people responsible.

Volkswagen's rigging of diesel emissions tests was not a company decision but the result of actions by a small number of engineers, its top U.S. executive said on Thursday.

"To my understanding, this was not a corporate decision; this was something individuals did," Michael Horn, President and CEO of Volkswagen Group of America, told a panel of U.S. lawmakers investigating the German carmaker's wrongdoing.

Seeping pessimism holds back euro zone recovery: ECB's Praet

Pessimism is holding back the euro zone's economic recovery as firms withhold investment, and reforms, particularly to boost productivity, are needed to shift long-term expectations, European Central Bank chief economist Peter Praet said.

The ECB's job is to support demand as long as necessary to work through weak cyclical conditions, but its accommodative policies can only buy time for policymakers to address real institutional weakness, said Praet, who also sits on the ECB's executive board.

VIDEO: Boone Pickens: Russia 'new sheriff' in Mideast


The new military involvement by Russia in Syria could force OPEC's largest oil member to finally capitulate on production cuts, energy entrepreneur Boone Pickens said Thursday. Such a move could rescue battered crude prices, which have lost half their value in the past year.

The Mideast has a "new sheriff in town," Pickens told CNBC's "Squawk Box," with Russia making its most significant move back into the region since being kicked out in 1973, when then-Egyptian President Anwar Sadat broke an alliance with Moscow ahead of the Arab-Israeli war.

Goldman Sachs said Thursday it expects this week's oil rally to fade and reiterated its call that crude prices will remain lower for longer.

"We continue to view the oil market as oversupplied and with low prices required to achieve the sufficient rebalancing in 2016," Goldman analysts wrote.

Ex-Deutsche Bank Trader Pleads Guilty in U.S. Libor Case

Michael Curtler, a former senior trader at Deutsche Bank AG, admitted to conspiring to manipulate benchmark interest rates as the U.S. investigation into the rigging of Libor spreads to bankers at the German lender for the first time.

The U.S. Justice Department and other agencies have already won a $2.5 billion settlement with Deutsche Bank over the manipulation of the London interbank offered rate. The Justice Department is now pressing to hold individual bankers accountable.

Curtler, 43, a U.K. citizen who worked on Deutsche Bank’s U.S. dollar cash desk, pleaded guilty Thursday in Manhattan federal court to a charge of conspiring to commit wire and bank fraud in connection with the Libor-rigging scheme. He’s scheduled to be sentenced on Jan. 19 and faces a maximum prison term of 30 years.
Curtler is the 13th person charged in the U.S., and the first from Frankfurt-based Deutsche Bank.

David Krakoff of BuckleySandler LLP, who represents Curtler, didn’t immediately respond to a phone request for comment.

Twelve banks have paid about $9 billion in penalties in relation to interest-rate rigging over the last three years. More than 20 traders have been charged in the U.K. and the U.S. with the first trial in London resulting in a conviction and 14-year sentence for former UBS trader Tom Hayes.

Euro zone needs to resolve legacy of high bank sector NPLs: ECB's Praet


Banks in the euro zone's most vulnerable countries remain weak as non performing loans make up 18 percent of their portfolios and the bloc's banking union does not fully address these legacy issues, European Central Bank chief economist Peter Praet said.

"If you want to have a real European backstop, you have to deal with the legacy of the crisis... you don’t have that today," Praet told a conference on Thursday.

"The problem is that these (non performing loans) are still on the balance sheet... (getting them) off the balance sheet would be a key thing," Praet said.

The IMF estimates that euro area's stock of bad loans reached 932 billion euros at the end of last year, or 9.2 percent of the bloc's GDP.
