Mnt Goat Wednesday Update - "The Day of Reckoning is Almost Here"  Part 2 of 2

Iraq can move in the any direction it wants and try to rollout many of the international obligations needing the international exchanges for their new currency, as we are now hearing. But in the final analysis the IMF and the USA still hold have the final say.

Here are some questions to ponder on:

- Will the USA allow this to happen in the near future with ISIS and Iranian militias still on the lose in Iraq?
- How far must Iraq and incoming coalition forces go to clean up this terrorism before they allow the currency to return to full international status?
- Who do you think will win?   
- Most importantly for us investors – How long will it take?

There is now going to be a battle against anyone who is a terrorist. When amnesty period is over these defectors are now terrorists. At least the Iraqi government can say to the UN that they have given these men a chance. I believe this whole amnesty thing was negotiated anyhow as part of some deal for something else.
You also have to know that these terrorists can hold their grand parades of their misfit equipment and shake their weapons in the air in arrogance (as we recently have seen in the news media). But there will be day of reckoning and it is coming soon.

The news media also has not also been fair in its analysis of the full situation of ISIS. ISIS does not control any cities. They simply occupy some buildings and control some areas within the cities. However in Mosul there is a very large presence, more than in most cities. They are dangerous to the citizens and they are armed. They do cause much corruption and chaos in the occupied areas. Many civilians are harmed. Most political authorities flee ahead of the occupation since they know they are targets of occupation and can be used as political leverage.

Can you see now how an arsenal of local, well trained and well equipped National Guardsmen could be of benefit to the governors of these cities? Do you now see why this implementation of the law too is important in the effort?

As the date nears for early June we can see near Mosul,  the large military buildup.
I also agree in part with Lindsey Graham’s recent comments about Iraq.  Quoted "At the end of the day, I blame President Obama for the mess in Iraq and Syria, not President Bush," Graham said.
Graham criticized Obama for not keeping a residual security presence in Iraq after troops left the country in 2011.
However one area most politicians seem to ignore (or don’t realize) is what is at the heart of the real issue was in fact the continued USA support for the Maliki government in the first place. Troop presence alone can not continue forever to keep peace in Iraq. The USA and the UN must ensure that the future elected leaders of the new government will not go back to the same tactics the leader they just fought a war to eliminate (Saddam Hussain). Does this sound too unreasonable?
Even in 2012 when political leaders swarmed to the Whitehouse for Obama asking to pull support from Maliki in order for a no-confidence vote to stop the Maliki government going any further (since he was not forming the government needed and agreed to) they ignored these pleas. Maliki as you know had already passed the obligated timeframe for the formation of the new government to take place. It was time to elect someone else to do the job. The justification was very strong. So please lets give credit for this screw up where it is due.
This I feel greatly contributed to where we are today in Iraq. Some say that looking back is one thing and it is easy to criticize later. I say NO this argument since it is not correct and is not an honest evaluation of the situation now. Since the USA was warned many times by occupying generals and politicians not to allow Nori al-Maliki a second term as prime minister in the first place. You must always remember the past as it is not only a  learning lesson but a blue print of the future if your direction is not changed. Secondly a diligent watchful eye over this Maliki should have taken place and way before 2012 even then he should have been replaced.
I can only say it was a major blunder in the USA foreign policy. It coincided with the changing of the leadership in the USA during the election of 2008. The new administration y simply did not understand the middle eastern mentality and the policy of the objectives in the area. The new democratic administration did not fully understand the situation with Iraq and do the intelligence work and listen to the intel. I know for a fact the CIA was ramped in Iraq and sending good intel to USA about the desires and corruption of Maliki. Nobody wanted to listen.
So why did the USA not react accordingly and continue this support Maliki all the way through early 2014 when only close to the elections they then began to change their minds?  They used the elections as their premises to do this dirty work. Now Iraq (only recently) made request of the USA to also air the dirty laundry of Maliki since they feel the USA created this monster now the USA can help clean it up. To air this dirty laundry is meaning to let the Iraq people fully understand what he had done (Striecher AFB, Mosul,  ISIS occupation,  Anbar protestor killings, etc). Abadi too hopes that in doing this the average citizen will withdraw any support remaining from Maliki.
They are doing this in preparation for the needed next step. They can not afford to have millions of Iraqi citizens still supporting Maliki at that time. Many still believe he is a hero of the people. We all know how they intend to make an example of him to Assad in Syria and the Iranian government. So watch carefully in the timing of when they deal with Maliki. This, I feel will happen just before they give Assad one last chance to resign, then the big push into Syria will begin. We know this is all very close at hand. I think we will see the RV just before. I certainly hope and pray they do not wait and want success in the Syria/Iranian campaign first. 
Having said all this, now the USA is being hypocritical in their expectations of Iraq by not letting they regain international status of their currency. Are they now are being too rigid in their never ending requirements being placed on Iraq?  It is a knee jerk reaction since they must now think they have to deal with their blunder of bad policies from the past. After all it was their blunder that has caused the current bad ISIS situation. Was it too early to let Iraq try to stand on its own in December 2011 (when the USA pulled out) ?
Below I included an article that is very deceiving. It is by the Maliki coalition and not by the Abadi government. So be careful on articles like this.
It is another attempt by Maliki to stall the democratic process (and the process in dealing with him) and in fact has nothing to do with fighting ISIS as it may seem. It may seem to have good intentions however it is only an attempt by Maliki once again to get his way and have an National Emergeny declared in order to halt all progress of the new government. IT WILL NOT HAPPEN !
Since if this was needed,  Abadi would have advised parliament to declare it a long time ago. Also I can  you they are trying to “goat” Abadi into this frame of mind since their plot in 2014 to take full control over the Iraq government stemmed around a plot to declare their version of a National Emergency (do you remember?). It did not work and so now they need Abadi to fall into the same trap. This they feel can bring down Abadi (if he falls for it). They desperately need to do something because the hammer is about to fall on Maliki and his goons. They are part of the goons I mention.

Mohammed said that "the National Alliance has a majority in the House of Representatives and is able to pass the request to declare a state of emergency in the country."

[Update of the Needed Reform Laws]
I am now hearing that parliament fully intends to take a final vote on three of these laws later this week or next week. Articles have told us the likelihood of being passed is very high. 
- National Guard Law
-Parties Law
-Courts and Justice Law
[Update on the Deletion of the Zeros Project]
So last week we read a couple articles from the finance committee telling the news media the reasons why the project has been held back. I can sense they are attempting to justify what the USA is doing in stalling the final rollout of their reinstated currency.

This is evident since just over a month  before they gave the ”green” light go ahead with the project. So why all of  sudden the change of heart? We also read testimony just recently that the GOI did everything in they had to accomplish for this project and completed it on time in 2013. They also admitted that the project should have been continued in 2012 as planned by the CBI and why it was stopped.

So now out pops another article on this topic giving us yet another update on it. Seems they keep contradicting themselves. Why? One day the tell us it is not time due to economic and political reasons. Then in the coming days they tell us they are in fact ready to continue it. What is going on here?

I will tell you why. They are now trying to force out the reinstatement. They have backed off many times in the past and had to tell the citizens and parliament leaders something as to why the project was held up. Now we have witnessed the recent move with the Mastercard going international for SMART card offshore payments. However it is not really truly international, as you should know by now (until the USA completes the rollout to the international exchanges).

They are trying now to put more pressure on the USA to release the reinstatement to the international status. They are moving out the parts under their control in the hope to justify full international status. But THEY CAN NOT CONTROL THE FINAL PUSH OF RATES TO THE GLOBAL EXCHANGES since this is controlled solely by the UST (US Treasury) as part of the USA government. In the future maybe this software should be turned over to a separate, independent department of the IMF?  Maybe someone else needs to decide the level of security needed in Iraq like an independent organization, like the UN?

I do not want to weave a yard or expose a conspiracy (as some day I tend to do) but is it really fair for the USA to continue to stall this currency rollout even when the CBI and the country of Iraq has completed all its obligations and greatly needs this currency. Could this stalling be part of the economic mess they are in?  We are witnessing that this is in fact stalling their economy anf the reconstruction phase of the plan. It is nearly June already. So what is the USA waiting for?

We know why they wait. It is for the needed security and the needed laws implemented for the basic requirements of sovereignty thus the ability of Iraq to control its own destiny. This is what the USA and the PTB need and desire. Sorry folks no RV until they get this.
