In this news letter I am debunking some of the intel that is being spread around concerning the Mastercard (MC) rollout for Iraq and why they are doing this. I am also telling you there is bad news along with great news associated with this event.
If you remember, almost 18 months ago I told you that when they do this final SMART card rollout it will mean that Iraq is slowly rolling out the reinstatement of their currency but at their pace and their way. Yes - there is a master plan and I had a solid contact in the finance ministry to whom has told me of this plan. So let’s apply the plan to what we are now seeing. Let’s try to make sense of it.
So in the plan, first they would pay out on many of these welfare like programs (pensions, retirement, oil revenue, etc). The would do this using predetermined, negotiated rates now stipulated in their laws and constitution. Then once they begin these reoccurring scheduled payouts the revaluation and global rollout of the currency to international status would be close at hand. Do you remember this? Go back and read some of my news letters from early 2014.
Also in early 2014 they needed to pacify the protestors and give them something to quite them down. They hastily rolled out some form of payment on the SMART cards. This was the intended vehicle but they still had bugs in the process and loaded the revaluation rates instead of the prescribed program rates for some. In their plan they really did not want to begin this process but were forced to do something so they reacted.
Other provinces, later in the process, began receiving the authorized rates (according to their agreements).Thus they managed to change over the rates very quickly. Many thought then this was the RV happening. Can’t say I can blame them. But it wasn’t and still is not.
Later in 2014 we first read articles about Iraq and contracts with Mastercard but nothing really significant came of it. Soon we all forgot about it. Why the delay and why now are we once again seeing this re-surfacing in the Iraqi news media?
I will explain it all in this news letter. Please first take off your RV hat and listen carefully what I am going to present to you today. I hope you can appreciate all the hard research I have done for you.

Today is Wednesday May 20th and still no RV and just 11 days till June - all I have to say is TIC TOC, TIC TOC to all you intel “gurus” who think this RV will never reach June. I guess it is better to be right only once than to be wrong every week/ everyday by calling the RV so many times needlessly. Also better to tell you honest news and not with an RV hat on.
Again I am saying I am not calling the RV for June but telling you there is no sound evidence that it can or will happen prior to this timeframe of mid June. ISIS and the Iranian militias must first be dealt with. It is not my opinion but the currency rollout policy of the USA government.
Some say it will never reach a June timeframe. Really? They are now slowing changing their tune as we get closer to what Mnt Goat as been trying to tell them all along that of the golden rules –
NO SECURITY, NO NEEDED LAWS, THUS NO RV!
I also notice much more attention and reliance on reading the articles from Iraq now in the intel circles so maybe I struck some benefit to this intel gathering after all. I know I have been sarcastic at times but sometimes you have to strike a balance between insanity and reality.
There is all good news today and, as I have said in the past, this will tell us the story now more than any “boots on the ground” from sources in Iraq. We have seen that many of these sources are prejudice and often give out their interpretation and not the straight forward actual news.
[Mastercard News]
I am not presenting this news about the Mastercard to you because I want to spoil your hype about an immediate impending RV. I only want to tell the truth as I know it.
So now we see the resurfacing of the Mastercard contract with Iraq. I want to tell you this does not put any more pressure on Iraq to RV but is a good sign since it a progression in the plan to see the RV shortly. How shortly is it? Lets worry about debunking this intel first and then we can read on and I will explain in more detail in other sections of this news letter what I know about other factors effecting the international rollout.
Going back about 18 months they knew the Mastercard had to make some software changes to accommodate Iraq’s special request to use their services for citizens using the cards for payments of these social programs when out of country.
So they began the work. They had to hard code specified rates for these cards when used out of country. Why did they have to do this? Because for these special welfare like programs Iraq will only be paying out certain amounts to the people. They know darn well the RV will have much higher market rates using the market rates once international however the agreed to program rates are not in these new revalued rates coming out shortly. So they must stick to the program rates and won’t increase them until parliament approves a higher rate in the future, if and when they approve it. In short these special welfare like programs will not ever be using the market rate or the currency exchanges in these transactions.
Now do you have a debit account at a bank? If you do take it out of you wallet and look to see what service is sponsoring the debit card. Chances are its Mastercard. They are one of the few services that sponsor international debit cards and provide custom services for their clients, one of which the Iraq government is.
So now they have the rates for these programs hard coded into their system (.86, 1.14, 1.16 etc,). If you are out of the country you get this rate once they activate the system. This means that when an Iraqi citizen uses the card the Mastercard service will go out to a file, (an Iraqi controlled government file) on the Mastercard system to first determine what program you are eligible for, get your rate and convert the payment for you to the currency to which you reside.
Remember we are talking dinar to USD (or other currencies depending on where they live and use the card). If they try to use the card to do a cash advance it will not work since Mastercard can not now go out to the international exchanges and convert to the USD (or other country’s currency) for the dinar. It will decline the transaction. The dinar is not yet intenational. This cash advance can only take place when the final rollout to international status begins.
Do you see now how Iraq can begin using these cards to payout on these special welfare like programs TOTALLY UNAFFECTED BY THE RV?
Can we please understand now how this is still very significant to the RV yet not directly connected. It does allow continued payment to citizens residing offshore but yet avoids going international with their currency.
So please no hype that they must go international immediately in order to use these cards for this purpose. If you don’t believe me just wait till early June when they fully intend to use these cards for HCL money payments and yet still no RV has occurred. Remember this news letter and don’t be so surprises because I am telling you now.
[Battle for Mosul]
So today I want to cover the battle for Mosul and other operations against ISIS. I need to give you a good overview of exactly what is happening and a perspective on it..
This goes back to the Amnesty law so let me explain this too and why we have not yet seen a formal announcement of its implementation.
As I have said in the past the main issues with the Amnesty law was not so much about amnesty to the coalition forces coming into Iraq and assisting in fighting ISIS and DAASH. Yes - this was needed but this is not amnesty as you may think but instead protection against unintentional crimes by their coalition soldiers against civilians during war against ISIS. So let’s get this correct.
The main issue with the Amnesty law was instead about the soldiers who defected into ISIS and others who deserted their posts in the past (especially in Mosul on June 9th). The GOI decided to give them an amnesty period in which they could come back to the military without any repercussions but they were told they must come back according to the preset deadline and continue to serve their obligation. After that time period they will to be considered enemies of Iraq, as part of ISIS terrorists. Many have decided to come back but there are still many defectors. Maybe they await to come down hard on ISIS until this amnesty period is expired?
So recently out pops an article giving us an update on this amnesty provision. They now are ending this amnesty provision on May 20th instead of May 30th, as originally announced. Why? I will tell you after you read the article below.

He decided the Commander in Chief of the Armed Forces Haider al-Abadi, Tuesday, on Wednesday to determine the last day covered by the procedures of amnesty for members of the armed forces and internal security forces.
A source in the office of al-Abadi Alsumaria News , "The Commander in Chief of the Armed Forces Haider al-Abadi identified on Wednesday May 20 the last day of the current procedures are covered by an amnesty for members of the armed forces and internal security forces instead of May 30".
The general commander of the armed forces, Haider al-Abadi issued on Thursday (April 30, 2015), an amnesty for soldiers and security personnel fleeing or absent, provided that they join their units during the month, and includes amnesty crimes, including cases of "Escape, absenteeism and absenteeism, and Altmard or self-harm to get rid of service.

Why did they pull in the end date of this provision for amnesty? They did this because they can not wait any longer in holding back forces from full scale attacks on ISIS and DAASH. The coalition forces are now arriving and nearly 100,000+ boots on the ground will soon face only about 3,000+ ISIS forces. They will eventually gear up to much more. They are about to CLEAN HOUSE with these terrorists.

IT IS NOT JUST ISIS AND DAASH THAT ARE THE PROBLEM!
Remember that Iranian militia too are to be given an alternative to leave Iraq or face the same fate of the terrorists. There is an estimated 1 million plus militia throughout Iraq that must be dealt with in some fashion in order for Iraq to truly regain it’s sovereignty.
Remember the definition of sovereignty? I defined sovereignty in my last news letter.
How can the IMF reinstate a currency to full international status of any war torn country when that country still does not have FULL CONTROL over its own destiny?
Do you get my point? This is the thinking of the IMF and USA not mine as to the hold up of restoring this status and sovereignty rights to Iraq.
Technically too the country is not a fully sovereignty country until the currency is returned to full status anyway. Did you know this? It is like a double edged sword. It is the fulfilling of Article 8 provisions (having control of their own international currency) of the UN charter. This final act actually truly fees Iraq to full sovereign status. So knowing this do you now know why the USA keeps stalling the final rollout of the currency to international status? Do you see the connection?
As I have been telling you all along this is the final legal leverage the USA has over Iraq. After they pull this trigger on the reinstatement or revaluation they will then lose this leverage. Since Iraq also violated the embargo against Iran during the Maliki days (in using Iraqi funds, airspace and stopover refueling facilities) to arm these terrorists there is some ramifications and justifications to hold back on the rollout. However, as I will state later in this news letter, maybe this too would have never happened without the USA support of the perpetrator (Maliki government) in the first place.
