vtech: Baghdad and London, Asharq Al-Awsat—Iraq’s former vice president Iyad Allawi, whose post was canceled by Prime Minister Haider Al-Abadi, has called for Iraqi MPs to remove the PM. Abadi canceled Iraq’s three vice president posts in August as part of a drive to weed out corruption and trim a bloated governmental apparatus.

 The move, part of a response to growing discontent on the Iraqi street and ongoing protests, has now met with opposition from the three former post-holders, Allawi, Nuri Maliki and Osama Al-Nujaifi, with the latter two declaring the move unconstitutional.

The Daily Beast has learned. Senior CENTCOM intelligence officials who reviewed the critical reports sent them back to the analysts and ordered them to write new versions that included more footnotes and details to support their assessments, according to two officials familiar with a complaint levied by more than 50 analysts about intelligence manipulation by CENTCOM higher-ups.

For instance, strikes on oil refineries and equipment were said to have done more damage to the group’s financing of operations through illicit oil sales than the analysts believed.

Also, strikes on military equipment were said to have set back the group’s ability to wage combat operations, when the analysts believed that wasn’t always the case. The altered reports made ISIS seem financially weakened and less capable of launching attacks, the analysts allege.

Even if dissolution or disintegration is unlikely, the combination of domestic and geopolitical risks affects the government's capacity to service its debt which weighs very heavily on Iraq's rating.

chattels: The ISIL insurgency poses the key immediate threat. However, external support for Iraq is increasing, and it is unlikely that ISIL would threaten either Baghdad or the south of the country where most of the population and oil wealth is located.

However, overcoming the insurgency is likely to take many years, and to require time-consuming and costly reforms to the security apparatus (professional intelligence, military capacity and organization), and considerable expenditure both on reconstruction and on education and social services. 

It will also require ongoing external support from Iraq's allies and others in the region with a strategic interest in containing the insurgents.

chattels: Risks to Iraq's external payments position are mitigated by a large stock of net foreign reserves, which amounted to $59 billion as of August.

However, these reserves have been falling since May 2014 when they peaked at $79 billion. According to Moody's estimates, the external vulnerability indicator, which compares short-term external liabilities to the available stock of assets, will rise, but remain below the important threshold of 100 per cent.

Donnie: With fight against the Islamic State in Iraq stalled, U.S. looks to Syria for gains

Donnie: With the offensive to reclaim territory from the Islamic State largely stalled in Iraq, the Obama administration is laying plans for a more aggressive military campaign in Syria, where U.S.-backed Kurdish forces have made surprising gains in recent months.

The effort, which would begin by increasing pressure on the Islamic State stronghold of Raqqa, marks an important shift in an administration strategy that for most of the past year has prioritized defeating the militant group in Iraq and viewed Syria as a place where there were few real prospects for battlefield success.

The White House’s top national security officials met last week and will convene again in the next few days to discuss ways to capi­tal­ize on recent and unexpected gains made by Syrian irregular forces.

The administration is considering providing arms and ammunition to a wider array of rebel groups in Syria and relaxing vetting standards, effectively deepening America’s involvement in the ongoing civil war.

Donnie: Defectors: ISIS is killing Muslims, not protecting them

 Donnie: London (CNN)Much has been written about the young men and women who join the Islamic State. We are familiar with their biographies and pathways, backgrounds and motivations. But virtually nothing is known about those who quit: the "defectors" who didn't like what they saw, abandoned their comrades and fled the Islamic State.

Yet their stories could be key to stopping the flow of foreign fighters, countering the group's propaganda and exposing its lies and hypocrisy. For a short paper, I collected all published stories about people who have left the Islamic State and spoken about their defection.

I discovered a total of 58 -- a sizable number but probably only a fraction of those who are disillusioned or ready to leave. ISIS chief's former slave says he beat her ISIS chief's former slave says he beat her 04:17 They are a new and growing phenomenon.

Of the 58 cases, nearly two thirds of the defections took place in the year 2015. One third happened during the summer months alone. The defectors' experiences are diverse.

 Not everyone has become a fervent supporter of liberal democracy. Some may, in fact, have committed crimes. They were all, at some point, enthusiastic supporters of the most violent and viciously totalitarian organization of our age. Yet they are now its worst enemies.

Donnie: Two months after Iran reached a nuclear deal that will open its markets to the world, officials are warning of economic stagnation as consumers hold off on purchases of domestic goods while they wait for international brands to arrive. 

From cars to fridges and televisions, shoppers are excited at the prospect of more choice and competition that should force Iranian manufacturers to lower prices and improve quality. 

The deal with world powers in July will likely see banking and other sanctions lifted in 2016, making it easier for foreigners to partner with Iranian firms or export to Iran. 

Since the deal, Iranian manufacturers have seen growth in sales prices fall far behind inflation, central bank data show, while officials and analysts describe a slowdown in consumer spending and warehouses filling with unsold goods.

The Ramadi assault has been slowed by defensive belts of buried bombs and the limitations of the Iraqi army, which is down to only a handful of the specialized teams capable of finding and clearing the explosives. One U.S. official said that only two such teams were still operating in the battle for Ramadi. [The battle to retake Ramadi is going nowhere]
