chattels: ERBIL, Kurdistan Region — Pro-Iraqi government Shiite militias were in violation of the laws of war in retaking the city of Tikrit from ISIS militants in March and April 2015, according to a report released Sunday by Human Rights Watch.

“Militiamen deliberately destroyed several hundred civilian buildings with no apparent military reason after the withdrawal of the extremist armed group Islamic State, also known as ISIS, from the area,” HRW said in a press release promoting the report.

The 60-page report, “Ruinous Aftermath: Militia Abuses Following Iraq’s Recapture of Tikrit,” used satellite imagery to confirm eyewitness accounts.

After ISIS fled Tikrit, “Hizbollah Battalions and League of Righteous forces, two of the largely [Shiite] pro-government militias, abducted more than 200 Sunni residents, including children, near al-Dur, south of Tikrit,” according to the release. “At least 160 of those abducted remain unaccounted for.”

chattels: HRW said Shiite militias were also responsible for the extrajudicial killings of suspected ISIS prisoners, and that a police officer had seen suspects gunned down after surrendering. Reuters journalists in Tikrit saw another suspected ISIS fighter stabbed to death by a federal police officer.

Sheikh Malik Shahhab, a prominent businessman and brother of al-Dur’s mayor, according to the report told HRW he overheard a Shiite fighter say, “We burned and destroyed al-Dur, because they (the residents) are ISIS and Baathists.”

chattels: The Shiite militias cited by HRW in the report are part of the Hashd al-Shaabi, the Arabic term for “Popular Mobilization Units,” or PMUs.

The PMU’s were stood up by a fatwa called by Iraq’s Ayatollah Ali al-Sistani in June 2014 following the regular Iraqi army’s total failure to halt ISIS’ blitz of western and northern Iraq. The PMUs receive equipment and salaries from the central government.

They have also received support and training from Iran. HRW in its report called on the US and Iran, the two biggest supporters of the central Iraqi government, to hold the PMUs accountable for their actions and numerous human rights abuses.

Fit2beFit: Translated Central Bank of Iraq Statements on Iraqi Currency Deletion of Zeros The Central Bank of Iraq has made the following statements about the deletion of zeros from the Iraqi Dinar currency.

These documents have not been human translated until this time, and only auto-translated by many dinar sites, using incorrect translations like the word “keywords”.

I present for you now, the actual translations of two CBI statements regarding deletion of zeros from the IQD. The project of deleting zeros came late after a long delay for this project which may bring back prestige to the Iraqi dinar which has suffered inflation for quite a long time.

The Iraqi Central Bank (CBI) will begin this year with the procedures of deleting three zeros from the local currency according to the financial parliamentary committee in Iraq based on the official correspondences between the Central bank and the committee.

Fit2beFit: Abdul-Hussain al-Yasseri, a member of the financial committee, assured that the project is about to begin to delete three zeros from the local currency adding that the local currency will lower from 4 billion units to 1 billion units which will make currency transfers easier. Al-Yasseri, also, pointed out that the financial committee supports measures to enhance local currency considering the importance of Iraqi economy.

The central bank said that deleting zeros comes within a plan to improve its monetary policy and to enhance currency management.

The central bank pointed out in last August that it plans to delete zeros from the Iraqi dinar to facilitate transactions that are carried out mostly in cash among the challenges that Iraq will probably face when it will delete zeros from the dinar is to withdraw 30 trillion dinars currently used in the Iraqi market then getting rid of them and replace them with new currency.
