Iko Ward: So, a little recap to reinforce what AB, elmer, martha and others are saying. Forex went to 1110 last night (best it's been since January), then zoomed right back to CBI rate of 1166 this morning (fastest it's ever zoomed that time of day).
Stock markets continue to "look good". In Asia, a little too good.
Nikkie closed up at 7.71%.
Gold going down, crude hovering around 45.

Iraqi Prime Minister Haider Al-Abadi penned an opinion piece in the Wall Street Journal on September 8, 2015 in which he addressed the recent protests in Iraq and the steps that the government of Iraq is taking to “bring about meaningful change that will end the cycle of nepotism and corruption that has stifled our country’s ability to meet its full potential.”
The Prime Minister challenged three perceptions which are commonly held by outside observers: that Iraq’s communities lack a common sense of identity; that the country is irredeemably divided along ethno-sectarian lines; and that Iraq is not conducive to democracy.

The Prime Minister challenged three perceptions which are commonly held by outside observers: that Iraq’s communities lack a common sense of identity; that the country is irredeemably divided along ethno-sectarian lines; and that Iraq is not conducive to democracy.
“Iraqis of all backgrounds have mobilized under one flag—calling for sweeping reforms that would, in essence, fulfill the democratic aspirations that are enshrined in our Constitution. The demands cut across ethno-sectarian lines and seek to raise living standards for all Iraqis,” wrote Prime Minister Al-Abadi. “Our government is responding not with repression but with far-reaching reforms intended to reinforce a program of political and economic renewal,” he added.
The Prime Minister elaborated on radical measures recently adopted by the Iraqi government to address the fiscal crisis that was exacerbated by an overreliance on oil revenues, including broadening the tax base and making billions of dollars’ worth of investments in the industrial, housing and agricultural sectors to stimulate growth in Iraq’s economy. The government is also offering incentives for entrepreneurship and domestic and international private investments.
“With this leaner government we will rebuild infrastructure, including roads, highways, hospitals and schools. Another aim is to reduce unemployment, especially among the young people who may be attracted to extremism, and restore basic public services such as electrical power and safe drinking water. We will also be better able to assist the millions of internally displaced persons who have fled Daesh’s brutality and barbarism.”
Prime Minister Al-Abadi urged Americans and other international partners, who share an interest in defeating Daesh and building a stable and democratic Iraq, to help by offering expertise in streamlining bureaucracy, combating corruption and improving public services.
“Today, a historic opportunity for national reconciliation presents itself. If all parties can commit to abiding by the democratic process and reject violence as a means of extracting political gains, then it may be possible to reach a comprehensive settlement that could secure a prosperous future for successive Iraqi generations. Together, we can prove that peaceful reforms can prevail over violent extremism and ensure that the sacrifices of the past 12 years were not in vain,” Prime Minister Al-Abadi concluded.

China is planning to launch its own oil benchmark in October, similar to Brent and WTI, striving for a more important role in establishing crude prices. Unlike the Western benchmarks, the Chinese contracts will be nominated in the yuan, not the US dollar.
Shanghai International Energy Exchange sent a draft futures contract to market players in August, Reuters reported quoting sources.
Oil futures will be the first Chinese contract to permit direct participation of foreign investors. However, this is not the first step for greater oil market openness in China. In July, Beijing allowed private companies to import crude. Previously importing was only done by state-run majors such as Sinopec, China National Petroleum Corporation and China National Offshore Oil Corporation, the Xinhua news agency reported.
A Shanghai-based contract will compete in the crude futures market, which is worth of trillions of dollars and is dominated by two contracts, London's Brent, seen as the global benchmark, and WTI, the key U.S. price.
North Sea, Brent oil was first developed in the 1970s. The ICE Brent futures contract was developed in 1988. With an approximate output of only 1 million barrels per day, this blend is considered a benchmark and its contracts are now used to set prices for roughly 2/3 of the world's oil.
China is one of the world's largest oil buyers. Nearly 60 percent of its oil consumption comes from imports.

The Iraqi government today issued a decision to stop all pensions of senior officials in the country and reduce the financial allocations for current officials as part of a financial reform plan and the system of salaries and special allocations in the state.
The Iraqi government said in a statement that 'the Council of Ministers yesterday decided to suspend the pensions of presidents and vice-chairmen and members of the Presidential Council and the heads of governments, ministers and their deputies, and rank shall be fixed and paid their salaries'.
He added that the resolution, which will be implemented starting in September also included a stop pensions for each of the heads of parliament and their deputies, members of the House of Representatives and members of the Governing Council and members of the interim National Assembly and the President and members of the National Assembly and deputy ministers and rank shall be fixed and advisers and those with special grades and general managers and rank shall be fixed.
The statement pointed out that the resolution also included reducing the salaries of officials in the ongoing service where reduced salaries nominal heads of the Republic and the government and parliament to eight million Iraqi dinars ($ 6,600) and the salary of the Vice-President of the Parliament to six million dinars (five thousand dollars), Ministers and rank shall be fixed to four million dinars (US $ 3300).
He explained that the salaries will be added its provisions prescribed in state employees' salaries and allowances of the law office, which had already been reduced to be 50 percent of the nominal salary, according to an earlier decision of the Abadi.
The Iraqi government has issued earlier similar decisions to reduce financial allocations to senior officials in the Iraqi state.
