chattels: Mr. Obama apparently thinks a different emphasis in the fight against ISIS is warranted: “This is not simply a military effort,” he said. “Ideologies are not defeated by guns. They're defeated with better ideas.”

 He added that “In order for us to defeat terrorist groups like ISIL and al-Qaeda, we must discredit their ideology….This larger battle for hearts and minds is going to be a generational struggle.” Perhaps U.S. officials citing the right suras from the Quran will cause a revolutionary shift within ISIS?

chattels: Someone needs to remind the U.S. president that fascism in Europe was not defeated with a more convincing argument. On the contrary, the NAZIs and their ideological kin were crushed with military force.

After that task was complete, former fascists cast about for a new ideology. The likes of West Germany found liberal democracy and capitalism with generous financial aid in the form of the Marshall Plan.

 East Germany and others found Soviet Communism (in many cases, such as Hungary and Czechoslovakia, Soviet tanks helped people find the new ideology). Some fifty years later, the Soviet Union collapsed not because of a more convincing argument, but rather due to the failure of its economy.

chattels: Iraqi private banks association announced that the Cabinet approve the anti-money laundering law will give confidence to the global private banks, stressing that banks will adhere to the law.

chattels: WASHINGTON DC - General Joseph Dunford, the nominee to serve as the next chairman of the US Joint Chiefs of Staff, said that he envisions Iraq breaking into two separate Kurdish and Shiite states, but was uncertain about a Sunni portion. 

“From my perspective, I can imagine two states in Iraq,” Dunford said Thursday during exchanges with senators at his confirmation hearing in the Senate Armed Services Committee.
 
“I have difficulty imagining a third separate state, given the lack of resources that would be available for the Sunnis,” said Dunford.

chattels: “Frankly, I think from a pure economic and resources and governance perspective, the Shiites and Kurds are much more equipped to set up separate states than the Sunni would be,” Dunford said in response to questions put to him by senators.

chattels: Asked whether Kurdish forces are receiving US weapons delivered through Baghdad in a timely manner for the war against the Islamic State (ISIS) group, Dunford said his understanding is that the issue of weapons delays has been resolved. He said that, if confirmed in his position, he would follow up the issue personally. 

“This issue is so important that I will look into it personally,” he said. “As the matter of fact I will go there (the Kurdistan region) and visit and will make my own personal assessment based on the facts on the ground,” he added.

chattels: Iraq's autonomous Kurdistan Regional Government (KRG) is pushing to control all oil sales from Kirkuk province – a further sign that a cooperative oil export and revenue sharing deal with Baghdad has disintegrated.The federal North Oil Company (NOC) is continuing to pump about 150,000 barrels per day (bpd) from Kirkuk fields into Kurdistan's autonomous pipeline to Turkey, according to both federal and KRG oil officials.

chattels: if i understand your point then i do not disagree, but my point, however shallow, is that the bond issuance may not say anything about our event

chattels: as i understand it a bond offering is a contractual undertaking and like any contract it may provide for the terms of return and the currency to be used, etc. ????

chattels: Godspeed the completion of the Iraqi banking sector reform project.
chattels: ' ......... a joint meeting of the governments in Baghdad and Erbil to activate the "oil agreement" ......... ' as a heading / title is deceiving as to the content it appears to me

chattels: one could say and argue that there is no good purpose in a new agreement with Baghdad as they never honor agreements anyway

chattels: from the Kurdish perspective it may be that they are continuing giving Baghdad more rope to hang themselves in the court of international opinion

chattels: which seems to be working in that increasingly there is international interest ( acceptance ) in / of an independent Kurdistan
