Jaafari receives Maliki
Believe what you will, IMO.....Maliki is building a case....for him though it is a case that he will never be able to win, except maybe in his own demented mind....he seeks weak points or cracks in PM Abadi's government and he will go to the end of times looking for them.....as he believes he should still be the leader of Iraq.....
Foreign Minister Jaafari hopefully sees through this thug and provides him with harmless information that will be meaningless before M leaves his office.....

Barzani: President holds good news
President Barzani is led to believe he has received good news while in the US, but I hope he weighs the source of such information against the track record for that source and then considers what he heard and believes he was promised with utmost care.....for it was less than a year ago that he could not get entry into the US because of his name showing up on a terrorist watch list....yet now he sees cooperation.....as the Kurds seem to be learning with their brothers in Baghdad talk can be cheap....and words often misinterpreted....let the buyer beware......know with whom you discuss business.
The arrival of a ship carrying multiple types of Russian weapons to the port of Umm Qasr
The tanks! The tanks!....they are coming to Umm Qasr....being off-loaded before your very eyes....Russian built tanks and other types of military equipment....this delivery sort of coincides with PM Abadi's upcoming visit to Moscow where it is believed he will seek to reopen negotiations for a $3 billion dollar deal for arms from Russia.
Barzani: We want the implementation of the recent agreement and if not adhered to Baghdad , we have other options
PM Barzani speaking about the relationship between Erbil and Baghdad....if they believe that the Kurds are tied solely to them...they have another thought coming....we do have other options and are ready to pursue them if we do not see funds forthcoming that were agreed upon in December and again when the 2015 budget was passed....the Kurd portion of the monthly budget is 17%....pay up....or watch what we do next.....my prediction on this issue.....it will run up to the 11th hour and be completely resolved with the Kurds being paid in full.....the time will coincide with what happens with the MR and Iraq's walk out of Ch VIII and into the international arena....JMHO.
Basra council discusses the financial support of the Faculty of Medicine and oil inventory appointments Balbsrien
The Basra Council met for its normal Wednesday session and talked about a number of ongoing issues, one of which included financial support for the Medical facility at the University of Basra, as well as issues pertaining to oil inventories and lastly security companies.....all things that give the appearance of pointing towards liquidity not being an issue perhaps in the near future....again....good things to be discussing if you know past austerity issues are about to be resolved.
Sadr reveals the existence of an "internal differences" popular crowd and vows to continue fighting .. and Abadi plans to hit radio Daash aircraft
Although the look from al-Sadr in this photo gives the appearance he might be mad at something....my take on this article is good news for how the popular crowd and others are fighting along with the Iraqi Security Forces....they seem to understand and agree they have a common enemy that faces all of Iraq....that is terrorism....and they must stand together in that fight if they expect to win and see Iraq victorious....
Al-Sadr appears to be pointing to areas where his group may have once been seen as fighters and agitators but they have backed off so as not to be seen as terrorists....and then in a sort of related piece of news PM Abadi's office is saying the Iraqi's and the International Coalition forces are being able to use the radio transmissions from the DAASH terrorists to help in pinpointing air strikes against the terrorists.....good news.
Parliamentary: the legitimacy of the provincial center deduct money
The Legal Committee within Parliament is claiming that if one side of the Baghdad/Erbil equation doesn't hold up its side of the agreement the other side doesn't have to follow through with their portion of the agreement....in this case what this means is that Baghdad/SOMO is still saying that Erbil is shorting them the agreed upon 550,000 per day export rate of oil and therefore Baghdad does not have to comply in making payment to Erbil.....
FOR PETE'S SAKE.....bring in a reputable third party international meter prover who can attest that an agreed upon metering point will be used to determine how much oil is exported by the Kurds......pay this third party international expert to baby-sit this meter site and provide a "qualified" report to both sides.....
ENOUGH OF THE BICKERING.....it is not rocket science as to what should pass as a barrel of oil being exported over a given point....if you keep up this "we said...you said" garbage you will never reach an agreement.
Obama: Abadi developed a vision for a new style rule is central
The real take-away here is that Maliki grew into the wrong person for the PM job.....and that the new PM.....PM Abadi is doing a much better job of governing the country and bringing together the citizens of Iraq at all levels especially so from a political standpoint....national reconciliation....no it hasn't happened but they work steadily in that direction....promoting unity, cooperation, and at the same time are set up now to fight corruption at all levels.

They keep clamoring over what they perceive as money issues....what the real issue here is the lack of agreement between the Kurds and SOMO with regard to how much oil has been exported.....they can't find a common ground to make that claim....what they are doing will never allow the full amount of money to be brought into the picture for the Kurds....it is not an issue of one is right and the other wrong....they have to find some common point.....a point, a single point in a pipeline headed to Turkey that will represent both sides and be held accountable for all amounts of oil that happen to pass that agreed upon point.....until they do that, their numbers will never jive.....discrepancies will arise forever....find that common ground....that point.
Negotiations with Iraq to scrap tariffs on Iranian goods
Iran officials claim they continue to negotiate with Iraq counterparts on reducing or eliminating tariffs on Iranian goods being exported to Iraq....IMO....if it applies to one country it applies to them all....sorry Iran....suck it up.
Abdul-Mahdi al-Abadi sends to Arbil to illustrate the problems on the Kurdistan budget
PM Abadi has sent his Oil Minister Mahdi to Erbil to talk with PM Barzani about the problems with the money they expect to see from Baghdad.....once again....this is really a discussion concerning issues that are continuing to arise each month with how much oil is being exported out of the Kurdistan.....until they can resolve THAT difference....the money will forever be a secondary issue......
Find that common point to measure from....agree upon how it will be measured....witness the calibration of the measuring device together and then seal the device to prevent tampering by either side.....if you are going to meet, at least take about the real issues at hand....no more smoke.

From the Committee on Economy and Investment to the Finance Committee take note.....here is a learning point for you....the sudden drop in oil prices has had a blistering affect on Iraq and its economy.....what are you doing to ensure this problem will not be repeated into the future as we now watch oil prices start to rise once again.....first time this happens shame on us for not seeing such an event.....should the prices drop again though...what stop-gap measures did we put in place to keep ourselves from getting back into hot water....all you've been doing since the first of the year Finance Committee is point fingers at others for the reason for a lack of liquidity.....what are you doing to prevent a reoccurrence.....time to pony up some good answers.
Seeking to use groundwater instead of surface
The Ministry of Water Resources says they are seeking possible ways to utilize ground water rather than rely on surface water to supply needs in some areas of Iraq with the dwindling supplies seen from the Tigris and Euphrates Rivers....my suggestion is simply kick some terrorist butt that holds control in the north over the flows of the rivers....problem solved.
Kurdistan: Kurdish negotiating delegation will arrive next week to Baghdad
Talk talk talk.....bring to the table the real issue at hand.....the measurement of oil exported.....find a common point to agree upon with regard to this issue....problem solved.....next issue....are we ordering lunch in or are we all going out for BBQ.

The head of the National Alliance believes the issue at hand for the Kurds is not one of independence but rather one of internationalization of the issues.....making the world aware of the plight of the Kurds to gain world support for their efforts.

With regard to the displaced families who have arrived in the Kirkuk province.....55,000 of them....no funds have been disbursed as part of Article 140 compensation....and time continues to pass.....as these families continue to struggle.

At least one Kurdish law maker believes Erbil needs to strengthen relationships with Baghdad.....this is true they should be seeking a common agreed upon ground rather than allowing relations to become more and more strained.
Oil trained 350 thousand graduates in collaboration with Scottish institutions
So 350,000 graduates from Scottish institutions that work in collaboration with the Iraqis to provide expertise for the oil industry.....they don't say over what time frame this has occurred and they don't talk about the course make up of these programs.....having said that....even the best of book learning is only a preparatory thing for actual experience.....something that Iraq has long been short on in the oil and gas world.....thus their reliance on foreign oil companies.....
If they train these people and then do not allow them to advance their knowledge through good work environments but instead keep pushing old technology upon them the growth potential sags tremendously and no one gains from the academic efforts.....on the other hand, many well educated Iraqis in this field go to work outside of Iraq and are reluctant to want to return home because the money they are being paid is far better that what Iraq offers to them.

Interesting interview or report here......says that PM Abadi met with one of the deputy speakers of Parliament....talking about issues with the Kurds, the payment to the Peshmerga, the petrodollar issue, and the Kurd 17% of the budget....it seems that Abadi sidestepped the issue of the 17% budget for the Kurds.....very odd.....when PM Abadi has been quite above board on all issues for the Kurds and all of Iraq that he would choose to ignore this part of the discussion.....or is there an issue with the source and how things got reported.
