Barzani text of the statement: In the name of of Allah the Merciful
Perform repairs and the application of the foundations of good governance in the province of Kurdistan, an ongoing need and at the same time a national duty Mubarak, and must look to the provincial institutions away from the personal, political and partisan interests, as a national project supported.
I want here to greet and express my support for the plan for reform of the Kurdistan Regional Government and the World Bank, prepared with the assistance of the United Nations and support for the institutions involved, and the Ministry of Planning in the Government of Kurdistan and organizations and private institutions and local foreign province, which announced a road map to 30/05/2016.
Our thanks and appreciation as well as the World Bank and United Nations organizations and all other interested parties, which was to help and support for the development of this plan, the review and reform of the executive and financial structure of the ministries and government institutions, is one of the objectives of this reform program, which we declared on February 10 of this year, it was included by well in the reform plan for the Kurdistan Regional Government under the supervision of the World Bank.
This, along with the interest in the private sector and the banking system and not rely only on oil revenues, and create jobs, and ease the burden on the poor citizens of Kurdistan, it is a great blessing and targets referenced as part of a reform plan to the provincial government.
Most important for us is the implementation of the plan, and for this purpose we have our full support for the success of the project, and continue to do so by the will of the seriousness, the application of the road map and must carefully at all of the Kurdistan Regional Government institutions,
and support of all political parties and civil society organizations, the media and watching the road map, At the same time the government should publish the results of the plan phase transition to public opinion.

larrykn says to Baxter():to be honest I'm not sure but why would the IMF give a loan if Iraq wasn't totally in compiance with Article 8 which would require a true value to their currency
