chattels: " we will resume our work as a bloc opposition within the rules of procedure , ....."

chattels: Note : Very generally speaking, The Opposition’s main role is to question the government of the day and hold them accountable to the public. The Opposition represents an alternative government, and is responsible for challenging the policies of the government and producing different policies where appropriate.

The Leader of the Opposition is responsible for representing the Opposition at state functions, meetings with dignitaries and other important events.

If you have ever seen the live broadcasts of the British Parliament you have seen the procedures of an oppositional party in a parliament. There is a political risk to a party in loss of identity, subordinated to the common good “whether in opposition or government”.

Arguably the notion of the " common good " or national interest above party and personal interests is alien to Iraq. Kurdistan has " toyed " with the notion and implementation procedurally of an oppositional party being formed by the Reform Movement Party.

chattels: The Road to Mosul

chattels: It is difficult to separate rhetoric from reality in the narratives regarding the liberation of Mosul. What is propaganda and public relations ? What is the reality " on the ground " ?

This thread will attempt to archive the reports as they occur going forward.( I have collected some older, but pertinent reports )

There is much that has been said over time. Perhaps there is a new reality post Fallujah. We shall see.

chattels: Federal Court in #Iraq considers session to vote Speaker out and session to change ministers unconstitutional.

chattels: Kirk Sowell .............. the text of the decision is not yet available but news sites all say the same.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago The court's decision (from news reports) is a clear win for Speaker Salim al-Jiburi, and to a lesser extent Nuri al-Maliki, but not Abadi.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago By voiding both the April 14 & 26 sessions, this has two impacts. One, it invalidates the session which impeached Speaker Jiburi.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago 2) But also this was a defeat for Abadi. Invalidating the April 26 session means he's lost those new five ministers from his "shuffle."

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Thus since Abadi began this effort in early February, he now has nothing to show for it. Lots of fights, but back to square one.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago 3) This is a victory for Jiburi for sure, but also the Dawa Party-Iraq Organization, and also former PM Maliki, who has pushed this.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Dawa-Org gets to keep its two ministers which were impeached on April 26 in the cabinet. Their fight w/ Abadi was the biggest hang-up.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago It has been clear for a few weeks that Maliki had abondoned the "sit-in MP" effort and was seeking compromise. This is what he wanted.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Then Maliki comes out with this June 9 interview in which he says he's pushing compromise & parl't must meet.

chattels: https://twitter.com/UticaRisk

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Tho Maliki (of course) does not expressly disavow his previous position, he does not condition parl't meeting on Speaker Jiburi's removal.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Abadi had strongly resisted this, and in fact even (with dubious legality) gave the unsworn-in ministers "acting" appointments.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Therefore all sides will accept the decision, & if Abadi still wants a new cabinet, he will have to start from scratch.

chattels: Kirk H. Sowell ‏@UticaRisk 2h2 hours ago Kirk H. Sowell Retweeted Zaid Yes. Nothing prevents them from trying to do it with legal quorum this time. I expect them to fail.

chattels: For Mr. Maliki all of this political turmoil over Jubourri was about undermining Abadi and preserving the influence of Mr. Maliki in the Dawa party. Jubourri was an indirect and incidental target in Mr. Maliki's continuing machiavellian machinations. IMO. Obviously Mr. Maliki is " NOT GONE " as was arrogantly, loudly and insistently proclaimed by one guru. No need to mention any name.

chattels: The politics of Iraq continue to be about political party favors and influence.

chattels: " the General Amnesty Law put in upcoming sessions .................... the next parliament sessions."

chattels: " ................ possible that will hopefully start oil and gas law ................. "

chattels: " possible "

chattels: " will hopefully start "

chattels: Rhetoric. It sounds good. Always does. There is no " basket of laws " waiting to be passed in a sudden and inclusive legislative act. That is " guru garbage ". The Iraqi Parliament is not moving at a " lightening pace ". STALEMATE continues.
