wmawhite says to R&R():first thing, as of today there is no exchange between the USD and IQD via the central bank system. Currently, inside of Iraq the CBI buys IQD from the banks inside of Iraq and pays the banks with USD. This process is called the "auctions'>....and it is the auctions that the article was referring to about the sales being reduced to half.
clay says to Baxter1243():ok
clay says to wmawhite():thanks auctions always confused me
R&R says to wmawhite():Thank you. I was curious because they were talking about the CBI "failing" to reduce the auctions by half, but we're around $80 million down from $200 million in January ... that's over half?

R&R says to clay():Holly brought in a ton of interesting Facebook posts from Iraq this morning. One of them even made reference to John Maynard Keynes.... looks like they are starting to study Western economic theory now :)

REDUCE BY HALF....
clay says to R&R():oh buddy looking real good

WANTED TO PROVIDE A LITTLE BACKDROP OF UNDERSTANDING AS TO THE WORLD BANK PRESENCE AND ROLE IN IRAQ...SINCE 2007...

rcookie says():THIS FROM THE GPF (GLOBAL POLICY FORUM) REPORT IN 2007 DESCRIBING THE WORLD BANKS MISSION IN IRAQ....SOMETHING TO THINK ABOUT AS THE PESIDENT OF WORLD BANK SPEAKS TO PARLIAMENT THIS WEEKEND AND THE PENDING LOANS REPORTED.....
rcookie says():What the Bank is doing in Iraq
The World Bank's stated mission for Iraq is to "help Iraq build efficient, inclusive, transparent, and accountable institutions for stability, good governance, and sustainable economic prosperity." Activities are guided by a 2006-7 Interim Strategy Note (ISN) and based on four pillars:
rcookie says():restoring basic service delivery, enabling private sector development, strengthening social safety nets, and improving public sector governance.
rcookie says():The Bank is currently providing both lending and technical advice to the country. It also administers one part of the International Reconstruction Fund Facility for Iraq: the World Bank Iraq Trust Fund (the UN's Development Group Trust Fund is the other part).
rcookie says():* Lending: The ISN provides a framework for up to $500 million in IDA resources. Another $500 million in IBRD resources may also be available, contingent upon improvements in creditworthiness. The Bank's website lists three active IDA projects with commitments totaling almost $300 million.
The IFC, the Bank's private-sector arm, is supporting four private investments in the country totaling $297 million, including a SME-based project involving a Jordanian bank and a Commercial Bank project involving the National Bank of Kuwait (which is also, incidentally, part of a consortium managing the Iraq Trade Bank).
David[X25SNDAUGTUKHUQWI6BTABCMVI@yahoo..] says():GM to all and rcookie , BGG and Mr. White. I was traveling and listen to your conference replay just now. As usual you guys are the Walter Cronkites' of Iraq and the ME. Thank you.
rcookie says():HMMM...NATIONAL BANK OF KUWAIT PART OF A CONSORTIUM THAT MANAGES IRAQI TRADE BANK...
David[X25SNDAUGTUKHUQWI6BTABCMVI@yahoo..] says():When you think about the size of the resources being applied to one country with 37 million people it is kind of overwhelming and tells you how important Iraqs rejuvenation is the the biggest players in the world.
rcookie says():* Analytical & Advisory Services: The Bank is also providing policy reform papers on key issues and sectors, and organizing policy dialogues. Examples of Iraq reform paper topics include: economic reform, investment climate, and state-owned enterprises.
One WBpolicy reform paper (United Nations and World Bank Joint Needs Assessment: Investment Climate (October 2003)) urges Iraq to quickly develop institutions and laws in favor of private and foreign investment. The Bank is also the lead adviser to the IMF's Iraq program on sectoral strategies including, inter alia, the oil sector.
rcookie says():ANALYTICAL & ADVISORY POLICY REFORM PAPERS WITH OUTLINES (BLUEPRINT) FOR REFORM TOPICS...ECONOMIC REFORM...INVESTMENT CLIMATE...SOE'S...AND MENTIONS THE WB JOINT NEEDS ASSESSMENT ...
WHICH URGES AND DIRECTS IRAQ TO QUICKLY DEVELOP INSTITUTIONS AND LAWS IN FAVOR OF FOREIGN AND PRIVATE INVESTMENT!!!!!!!
rcookie says():SO WHAT WE ARE SEEING IN DAILY NEWS FROM EVERY POSSIBLE ANGLE AS A "PRIVATE SECTOR" NARRATIVE...IS NOT SOMETHING THEY JUST FRESHLY STUMBLED UPON...
BUT RATHER A 9 YEAR STRATEGY AND TRANSPARENT PLAN FOR PRIVATIZING AND RESTRUCTURE OF THE SOE'S AND TRANSITION TO PRIVATE SECTOR AND OPEN MARKET SYSTEM & ECONOMY....
rcookie says():* Iraq Trust Fund: Through the World Bank Iraq Trust Fund, the Bank finances at least 15 active and completed projects totaling over $400 million, primarily in the Water/Sanitation, Transportation, and Education sectors.
rcookie says():* Office: Bank activities in Iraq have been directed through an office in Amman, Jordan since shortly after the fall of Saddam Hussein. Country Director Joseph Saba is based in Washington, DC. However, Paul Wolfowitz has recently made moves to beef up the Bank's presence in the country, negotiating a contract with a new resident country director to be based in Baghdad's "Green Zone".
rcookie says():REMEMBER THIS WAS FROM 2007....NOW THIS IS SOME OF WHAT TO KEEP IN MIND AS THEY MET THIS WEEKEND....SOME PRETTY POIGNANT STATEMENTS HERE...
rcookie says():Moving forward…The World Bank's involvement in Iraq provides critical fuel for analyzing the institution's engagement in post-conflict situations.
rcookie says():POST CONFLICT SITUATIONS..
rcookie says():Do privatization and conditionality in post-conflict lending really enhance prospects for peace? What is the proper role for the Bank?
rcookie says():The IFIs must tread carefully in resource-rich countries. Iraq's oil may in fact be a "resource curse", given the correlation between abundant mineral wealth (in Iraq's case, oil) and negative economic and political consequences.
rcookie says():A RESOURCE CURSE!!!!...INTERESTING..
Zig says():Huh?
Zig says():Too dependent on it?
rcookie says():An even more central concern is whether the liberalization and privatization of Iraq's economy will alleviate or exacerbate the conflict, given the country's current inability to successfully distribute resources and profits.
The IFIs must provide thoughtful development assistance, not use their influence to drum up business in a barely stable post-conflict environment. And the main beneficiaries must be Iraqis, not international consulting firms, international oil companies, the IMF or World Bank.
rcookie says to Zig():YES....SINGLE MINDED..."NON DIVERSIFIED ECONOMY"...WHICH IS WHY THEY AND THE REST OF THE REGION IS IN THE ECONOMIC STATE THAT IT IS...
