tman23 says to Society(): My point.......... Amnesty comes with National Reconciliation, they go hand in hand.......National Reconciliation is in essence "forgiveness"........So they all agree and say I'm sorry.......
and from here on all things be equal........ And then the GOI pays Basra but not Anbar.....(short on money)...... They pay Iraqi security forces (Shi'ite) but not Peshmerga.......
MY point to this is....... It appears they have the $$$$$$$$ to make payments on time and equal to EVERYONE........If they don't then it will be a complete disaster and the country will divide....... So IMO......we are on the verge of seeing where the $$$$ is coming from

Society says to tman23(): Low oil is forcing the move to the private sector and a market economy.......didn't Zebari say they run out of money in April???.....they need to move!!!
tman23 says to Society(): And my point regarding the Mosul Dam....... Maybe the structure is not bad.....maybe they are just adding re-enforcement...... If the collapse of the dam would change the map......flood Baghdad.......and kill 1 million people and displace millions........
They are digging trenches around Baghdad and in the region as a safety precaution......
IF Iraq currency is going to sit in international currency baskets.......then maybe the Mosul Dam being a danger to the currency if attacked........They are in preparation for the change and taking the precautions to protect international investment interests
Society says(): I have said all along and certainly may be wrong but if they start paying 2016 liabilities at 1182, we will have to wait a period after they remit in order for the coffers to be once again emptied.....with them stating payments on 2/7-8, I certainly hope it is not at 1182 or IMO we will be waiting another few weeks at a minimum
