First and foremost, we need ISIS gone, Mosul liberated, Baghdadi dead maybe after some questioning, (if Obama is still in power, IMO, based on his pattern of releasing terrorists.)
Do we have Mosul liberated and Baghdadi yet? No.
We have to have the Kurds and the Iranian militias support to accomplish the mission to complete the crushing of the skeletons in the sand that is what is left of ISIS. Can we take a stand against the Kurds or Iran/Maliki before ISIS is gone and the control of Mosul is determined to be under Baghdad's reign? No. It's not wise. We need the Kurds and Iran right now.
We have to "wait for the opportune time" as Jack Sparrow would say.
Or as Frank said, "Give us Mosul then... " a lot of things would change. We would then be in position to take the "Proud Son" in the woodshed and insist that their corrupt politicians must go. We arrested one this week - the Central Banker in Erbil. But, Zebari unfortunately wasn't removed this week.
Maliki and company want to regain power and overthrow Abadi and company.
Barzani wants independence for Kurdistan, and probably no more mention of his corruption nor freezing of his accounts nor term limits implemented for his presidency.
Iran wants their money flow unrestricted by the U.S. Iran wants their cleric to rule over all Shiite terrority both inside Iran and out.
The maneuvering will never end as long as it can exist. So, we shouldn't be shocked when we see it, we just have to be wiser.
Without it a deal done, it's no wonder Christine LaGuarde has to resign herself to the fact that a coordinated simultaneous RV of countries doesn't look possible right now.
A week ago, that deal look better. Based on CL's comments, and the lack of a vote for the technicrat government, we should withhold opinions on a date for the moment. We need to wait for a shift in the negationing positions to be more in our favor, which happans only after Mosul and after the vote for a technocrat government.
At that point, IMO Maliki and Co. can be dealt with. We will be able to back up Sistani and Abadi and the judicial process by our superior Intel on Maliki and Co. And our friendly police and military escort-to-jail service.
I posted my insight that Maliki and Co. are like the Pharoah that refuses to let their children go. Even after Pharoah agreed to the deal, he did what ME people do, he refused to let the deal be done. He pursued. He was drawn out, exposed, blinded by his own ego, and never saw the Red Sea coming.
Are we having the prospective of scared and faithless Hebrews standing on the West shore of the Red Sea, or are we having the perspective of God or historians, that we already know not only will Maliki and Co and many corrupt people World wide are going to be gone from controlling us?
Are we having the perspective of the wave or lava, that sees that the global financial factors that effect they world's economies will have their effect regardless of what politicians do or don't do.
We had a bad week. We didn't get a vote on Abadi's technocrat government, so we didn't get to see Allak's resignation.
CL had to confess this may not be a simultaneous RV in April (My previous opinion.) Let's just wait for the opportune time when we don't need the Kurds nor Iran to liberate and hold Mosul. Let's wait to see Sadre and Sistani's power shift away from Iran's.

Islandg1211: Yes, the Crux of the problem in the GOI is that Maliki and Comoany (pro-Iranian) want to regain power and De-rail Abadi's reforms. Additionally, the Kurds want their demands met, including Zebari as M of Finance (according to Frank their other demands are apart of the deal that's been agreed upon. I question that.)
But, without Mosul and the post-ISIS Baghdad control of Mosul, the wisdom of taking out Maliki now has to be factor. We don't want civil war. We don't the Iranian militias to return and fight against Abadi. Iran could easily "pull a Putin in Syria move," by claiming to fight ISIS, but in fact, fight against Abadi.
The Sunnis and Abadi's reformist group is not enough of a majority without the full support of the Kurds and some of Maliki's group to get the reforms and cabinet voted in. IMO, once ISIS is taking care off, Maliki can be taken of. Then these reforms, if they haven't been passed can be passed.
In the meantime, Sadre, Sistani, IMF, WB, US State Department, the citizens, etc are still trying to get the new technocrat government in, or Delay the GOI until Maliki is gone. I wasn't surprised that the session was postponed today.
We had a bad week. We haven't loss the war by any means.

Islandg1211: I'd expect to see more concessions given to the Kurds, more pressure applied to those in Maliki's camp that perhaps can be swayed, more pressure applied via the Clerics, and military advancements happening these next few days. Additionally, there are major international pressures applied with the loans being attached to political reforms. About time.
