but..... They said the per capita would need to be 15,800 and the budget would need to be 450 billion per year to have a rate of $3 something......which was impossible because Iraq oil only revenue could never make that kind of budget.....comparing what Saudi's pumped in oil and revenue Iraq wasn't even close.....

They have Chinese appliances and some Russian.......but everyone wants American made products...The loans have not been released......Now the small business applicants must complete a 5 day seminar....
The mortgage loans are being rumored to have seminar requirements also BUT......there is said to be requirement that the loan on home must be located in the province you are from......an attempt to get displaced people back to their cities and villages.......
BUT......construction has not begun in most areas and the only new housing available is for Shia occupied areas....... But even private mortagage loans in these areas have not been released......

tman23 says():Couple years ago it was the House that voted and placed the CBI governor.......Maliki petitioned the court and Medhat made a ruling that the CBI governor was an executive position and it is therefore the executive branch that should appoint the governor.....
and since the governor was an executive appointment to an independent body it did not require the House vote but only the executive council of ministers vote........Giving the House vote to remove a minister is focused in one direction right now IMO........Take a guess......
