Valiollah Seif, the governor of the Central Bank of Iran (CBI), has been quoted by the media as saying that the banks will be re-connected to SWIFT in the early hours of Monday.

Didnt happen..So I ask.. Who really is in charge of making such a monumental decision?
Seems like all the high powers say go but it doesnt go. Maybe if we knew who the decision maker was we could focus on that person words and not get all hyped up and re-disappointed so many times by intel that sounds so good but never really materialises...
