(MEFP, ¶¶28-29). The Ministry of Finance will, by end-February 2016, appoint international auditors to audit the latest financial statements of Rasheed Bank and
Rafidain Bank according to international standards (structural benchmark; MEFP, Table 2). Based on the results of these audits, it will prepare a plan to restructure these two banks.
