[Oan- Baghdad]    involved in the Kurdistan region authorities acknowledged not to apply the law of customs tariff of imported goods and Dakhla each to the central and southern provinces.

He attributed the Deputy Director General of Customs province, Abdul-Qader Abdullah in a press statement, the reason for non-application of tariff law to “taking into account the financial crisis, and the lack of salaries of the staff, and the lack of money the traders, because the tariff law of the Iraqi Asthsal more money from the merchants.”

A new 30-percent customs tariff in Iraq is reported to be slowing business at the port of Umm Qasr (pictured), which handles 80 percent of the country’s imports, choking the port with thousands of uncollected cargo containers.
 
But according to the report from Reuters, the new rate does not apply in Iraqi Kurdistan, which charges just 5 percent.
 
Anmar al-Safi, spokesman for the General Company for Ports of Iraq, said the new tariff, which was approved by the Council of Ministers, impacts all imported goods, including foodstuff, and criticised the government for not applying the law to the Kurdish region.

Mike:    I was really hoping the Kurd's would play ball with these tariff's.
 
JD Blue:     Well.. everyone said for so long.. "Ya can't have tarriffs without a lifted rate to give the currency value and the people purchasing power"... then when Tarrifs were intoduced... I thought.." Well, I guess they CAN do tarriffs without currency reform"...
 
But this news actually gives me hope... sounds crazy.. but, like Tlar has written and believes... the Iraqis are setting into motion economic events that DEMAND currency reform...within the year... otherwise they are cutting their own throats economicly.
 
The 50,000 dinar note.. has a great purpose in the short run.. to gather in old 25,000 and 10,000 notes. That said... if they do not follow up with currency reform.... the new notes,, the tarriffs... Customs... it will all stifle the economy and make things worse.

So.. i DO see a silver lining to this cloud. PREDICTION : Kurds gonna play ball.. ONCE Baghdad gets it's act together.
 
Schízz:    agree blue...Kurds know how unfair this is to their people, kurds actually seem to care about their people. You can't expect a poor person to pay off government debt...well you can but not if they don't work and are barely paid enough to feed themselves.
 
Kurds will get on board when the people actually have something to give back.
 
Wonder when/if they will ever get a cut of the oil money like they have been promised for years...i expect not, not until iraq diversify away from oil.
 
I'm sure if there is some kind of agreement about the tarrif monies with the kurds you will see them jump on board but until them not. Can't trust baghdad.
 
It's a tough situation cos tarrifs and taxes are monies that are used to build infrastructure and therefore jobs for the people....but at this present moment in time can you see iraq using it for that? I know i can't... and it seems the kurds can't either.
 
Kurds need to be promised a cut for infrastructure in kurdistan... until we see something like that they won't get on board, they have been forever marganalised and this will be just another account of that. Kurdistan monies for tarrifs/taxes will be used to create jobs in baghdad and other major iraqi cities....none kurdish!
 
danny griffin:    it's kinida the same here.  our career politicians in washington keep wasteing our hard earned money and expect us to pay off the debt they are creating. we for sure need to throw the lot out, kinda like abadi seems to be trying to do and start over and warn the new ones the same thing can happen to them if they don't chart a new course and just drop into the same old habits as the former career politicians.  i have grown to hate all politicians in both parties.
 
Rockstar:     Agreed Blue and Schizz, the Kurds do seem to get it and take care of their people much better it seems to me! You can't implement all these tariffs and taxes without increasing the value of their currency around the same time or it screws the citizens. So the Kurds aren't on board with that once again until Bagdad gets their crap together sure makes sense to me!
 
hi-five:    I don't see how they can apply the tariffs -- especially with the 3%salary cut--until they have more purchasing power.  What I like is that the taxes they intend to put in place indicate a change is coming.  And, they are moving toward cutting off the auctions and exchanging currency through the banks which will require the monetary reform we are all looking for. 
 
Rockstar:    100% agree hi-five, eventually I think they will be forced to pull the trigger as they say and raise the value!

Unfortunately none of us know what has to be done, if anything, in order for Iraq, to go global..internationally recognized with their own unique tradeable currency...
 
And even if we did know, it still doesnt mean an increase in value of the exchange rate of the dinar vs. the us dollar...
 
There are many intelligent opinions, most based on education, business savvy and acumen, and common sense and logic...
 
I will go out on a limb with the following statement...

WE DONT HAVE A CHECKLIST, WE RELY ON TRANSLATIONS OF A LANGUAGE THAT HAS SO FEW WORDS, IN COMPARISON TO THE ENGLISH LANGUAGE,
 
 A MEDIA THAT IS PROBABLY MORE CONTROLLED THAN OUR DOMESTIC MEDIA, AND AT LEAST 3 DISTINCT SECTS THAT EACH HAVE THEIR OWN VERSIONS OF THE GOINGS ON...
 
WE HAVE BEEN TOLD, WE HAVE READ, AND WE HEAR, ABOUT THE CORRUPTION THAT EXISTS IN IRAQ...
 
WE SEE CHARTS AND REPORTS ON WHERE IRAQ RANKS IN COMPARISON TO THE WORLD IN THIS AREA...
 
IN EVERY GOVERNMENT WE HAVE CORRUPTION, BUT IN THEIR GOVERNMENT, IT APPEARS IT IS MORE WIDESPREAD, AND GREATER IN NUMBERS, AS A PER CENTAGE OF TOTAL GOVT OFFICIALS IN COMPARISON TO OTHER NATIONS..
 
CASE AT HAND..WE KNOW, AND THEY KNOW THEY NEED CUSTOMS AND TARIFFS, BOTH IMPLEMENTED, AND COLLECTED...
 
AND WITH ANY MAJOR CHANGE IN A SOCIETY, THERE MUST BE A GIVE AND TAKE... 
HOW CAN YOU RAISE THE COST OF GOOD NEEDED TO SURVIVE, IN A COUNTRY SO POVERTY STRICKEN, THEY CAN NOT AFFORDS THE NEEDED SURVIVAL GOODS, BEFORE TARIFFS ARE IMPOSED?
 
HOW CAN THEY TRADE WITH THE WORLD, WITH THE FULL SUPPORT OF THE INTERNATIONAL COMMUNITY, THE WORLD TRADE ORGANIZATION, THE WORLD BANK, THE INTERNATIONAL MONETARY FUND, ETC...AND NOT ABIDE BY ALL STANDARD PRACTICES AND PROTOCOLS?
 
Again, I am just throwing a few confusing and conflicting questions/facts...SO.....WITH ALL THAT BEING SAID....
 
IT WOULD SEEM QUITE DIFFICULT TO GET EXCITED ABOUT ANY ONE RELEASE OR EVEN TWO...THE FACT REMAINS..
 
WE DON'T KNOW, WHAT WE DON'T KNOW!
 
WE WILL WAKE UP ONE DAY TO A NEW RATE...CAN IT BE NOW/SOON?
I SAY....  WHY NOT!!
