Islandg1211: IMO: In listening to Jack Lew's responses at the Christian Science Monitor breakfast, he breaks down the Nuke deal being about Nukes. He states that Iran has complied, so the US complied by lifting the corresponding sanctions.
Jack continues his response in stating that the US has concerns over Iran human right issues, funding terrorism and destabilizing the region. Those concerns were not a part of the Nuke deal, so there is no agreement on those issues.
He is explaining why the US still has restrictions on Iran. He explains that Iran can use USD for international trade. The U.S. policy towards Iran covers the Nuke deal, but not the terrorism and regional destabilization plan yet, thus the U.S. is still maintaining restrictions. Additionally, inflation in Iran is still over 10%.
There doesn't seem to be US support for Iran to RV now until these other issues show progress.

Islandg1211: The IMF feels that Iraq needs to make adjustments in their Budget Law. Amending the Budget Law Sunday, ASAP, in order to comply to all the IMF's requirements before next week's review is imparitive.
Yet, the GOI has not even met, yet gotten their act together to vote on anything in a long time.
Unfortunately, the CBI and Monetary Reform is dependent on the GOI for this very important step.

Maybe I am on the wrong path of thought here and correct me if I am but I just don't understand why they are been let to not get things done that should be ..

Islandg1211: All IMO:Well, I'm not sure if I have enough info to answer you, because I'd like to know exactly what the IMF is asking for in the amendment to the Budget Law, and if it is a requirement in the LOI. Does anyone know?
If not, we should learn more about this next week in the IMF review. The Budget was passed last year by the GOI, which is separate from the CBI and the IMF, who were developing the LOI.
Oil prices being low the first quarter may also be impacting the budget, debt and spending may still be too high. The Budget may need some adjusting in order to comply with the IMF's plan for Iraq.
The IMF's assistance includes the steps and plan for the Monetary Reform, but they can't pass an amendment to laws for the GOI. Whenever the IMF makes a statement, we need to listen to it.
Islandg1211: All IMO: We all struggle to read through so many articles with poor translations, it's hard to remember important points from different agencies, and from different months. But, right now, focus on the LOI and the IMF review.
If the IMF is saying that there needs to be some amendment to the Budget Law, then that is a needed step required by the IMF that GOI, and not the CBI, has to comply with.
The government spends the money in the Budget. The government amends the laws. Frank can talk about Abadi getting his COM in order, but the proof is in the pudding.
Can the GOI pass a Budget Amendment in order to comply with the IMF in time?

Remember, Kuwait was in a much worse position than Iraq is in now when they re-opened their banks. Their government was in complete disarray...Royal family said they were leaving Kuwait...Oil fields still on fire...No electricity...or water...or food...then BINGO... Monetary reform...
So no...I'm not looking at the politics.
