Instead, momentum appears to have stalled.

Take a look below at the price ratio of the PowerShares S&P 500 High Beta Portfolio ETF SPHB, +0.20% relative to the PowerShares S&P 500 Low Volatility Portfolio ETF SPLV, -0.76% You want to see this ratio trend higher in a bull market because it would indicate more cyclical/riskier stocks are being positioned into by new money.
