Shahristani and Maliki just can't keep their hands out of the cookie jar.   Shahristani hasn't even been at the job that long having under the Maliki government been the oil minister.  
 
Having only recently switched to the Health ministry under the Abadi government as part of an appeasement program which has allowed these changes that are coming to fruition soon. 
Abadi had to make Shahristani feel like he was safe until he could take him down. Still old habits die hard..  Sharistani managed to steal almost a half billion dollars already.  How much does one man need to satisfy his greed. 

I am absolutely sure that Maliki hands are all over this.  I am sure Maliki shared in these spoils.  He and Shahristani are bedfellows when it comes to theft and have been working together as parteners since the beginning days of Maliki's tenure as PM. 

Shahristani has always been Maliki's front man to plunder the ministry that  Maliki put him into  
 
They have used Shahristani's 3 stints at three different ministries to pilfer trillions and trillions and trillions of dinars and billions of dollars, setting up shame bidders at the auctions to convert some dinars to dollars and smuggling them to accounts all over the world. 
 
Each ministry Shahristani was put in charge of by Maliki always had a big budget and received huge sums of monies funnled through it.  
 
Maliki and Shahristani smuggled dollars  out of country using sham companies using the old remiittance payment system which paid bogus invoices for contracts or goods in US dollars.
 
 Most of these sham companies consisted of no more than a company name, a phone number, and either a small empty office  or  a post office box that was either set up by Shahristani and Maliki or by cronies of theirs.  Maliki and Shahristani are obviously just too smart for all the rest of us.  They only made that one mistake.  They lost the power.    tlar
 
Tlar:   PS  Abadi just resigned as a member of the SOL killing communication lines between the SOL and his government.  He did  this to start his new super block which is to consist of non sectarian and patriotic mp's, meaning these folks want to do the job of getting down to fixing the problem and punishing the corrupt. 

This block should grow quickly as it will become the focus of the separating the corrupt from the non corrupt.
 
The US put together and presented to the Abadi government a hit list of the 41 most corrupt officials in Iraq.  I would have to suspect that Shahristani was one of the bigger fish on this list. 
 
Going after him is like killing the financing of ISIS to Maliki.  By removing the other ministers that were quasi under the control of Maliki it takes away his funding of theft through the government.  In other world he has been knocked off the public teet. 
 
It must be driving him crazy and as such, he will lash out at what he perceives to be his mortal threat.  We have already seen the poisoning of Chalabi and the assassination attempt on Sadr which both outspoken enemies of Maliki.  Abadi I am sure is high on the list that he would love to "get rid of." 
 
Iraq is a very dangerous place right now but it is my belief that it is now Abadi must act. 
 
I think he knows he must complete this change as quickly as humanly possible to avoid an organized backlash from the corrupt.  We know Maliki is not sitting idly by while he watches his force shield dismantled right in front of him.
 
Once the change is done IMO we will see a major exit from Iraq of the corrupt trying to "get out of town with their spoils".  This will further erode the SOL ranks as the leadership of the SOL tries to evade corruption arrests. 
 
I see this exit destroying what's left of the SOL as they are by nature a corrupt party built around a what was a corrupt government. 
 
Maliki leads this party and has most likely early on corrupted the leadership to its core through pay offs and bribes while he was the strongman of Iraq, just like he did to Mutlag.  achmedtlarious .Tlar
 
rissas dad:     Naming these corrupt and doing something about it is like shooting fish in a barrel.  It is beyond easy, yet they continue to act like they dont know where the barrel is or where they left the gun.
 
JD Blue:    That is how it has always been.. up to now.
I truly think that the worm is about to turn.
For all the reasons we have been talking about for weeks...
I think we are about to see real CHANGE.
I dont think it is  as easy as picking  one off at a time...
the flock of corrupt are protecting each other...
I think there is gonna be a watershed moment when we see wholesale crackdown.
