[Jester] Bank of England's 'Brexit' Email Gaffe...A Storm In A Tea Cup?
[Jester] Shock horror. News that Bank of England (BoE) officials are secretly researching the economic implications and financial fallout for Britain should the country vote to exit the European Union (EU) – aka ‘Brexit’ – in a forthcoming referendum shouldn’t come as any real surprise. The Bank, which is the UK’s main financial regulator, wouldn’t exactly be doing its job if wasn’t monitoring such matters.
[Jester] The ‘accidental’ email leak from the UK’s central bank to The Guardian about the secret research exercise – dubbed ‘Project Bookend’ – was splashed across the British newspaper’s front page this Saturday (23 May 2015). Whilst clearly a tad embarrassing for the Bank’s Governor Mark Carney nothing of any economic substance was disclosed.

[Jester] The email should only have been sent to a select few bank officials and outlined the project. It was from the private secretary to Sir Jon Cunliffe, deputy director for financial stability at the Bank, and came just a day after Open Europe, an independent policy think tank, held a briefing setting out the economic options for a Brexit at No.1 Birdcage Walk – a stone’s throw from Britain’s Houses of Parliament.
[Jester] It is anyone’s guess if BoE officials attended this packed event, the location for which had to be changed to a much bigger venue due to unprecedented demand. But even if they hadn’t no doubt they would have been aware of the proceedings at the home of the Institution of Mechanical Engineers. They could also have picked up a few pointers on assessing the economic impact.
[Jester] Raoul Ruparel, a co-director of Open Europe, and Dan Ciuriak, Director of Ciuriak Consulting Inc. and Research fellow at the C.D. Howe Institute, were on hand to run through the key findings contained in a hefty 112-page Open Europe report titled ‘What if…? The Consequences, Challenges & Opportunities Facing Britain Outside The EU’.
[Jester] Now it’s clear that quantifying the economic impact of a Brexit is no stroll in the park and the range of Open Europe’s numbers of the impact to the UK’s GDP by 2030 reflect this. These ranged from the outliers of -2.2% (the Brexit ‘worst case’ scenario with a fall back to World Trade Organization (WTO) rules) to +1.55% (the ‘best case’ scenario that includes a UK-EU trade deal and very ambitious deregulation).
[Jester] The ‘politically realistic range’ cited by the report by that future date was estimated at between -0.8% and +0.60% of GDP. The former scenario is where the UK strikes a comprehensive trade deal with EU, while the latter would involve a UK-EU trade deal opening up to global trade and deregulation.
