tman23 says():Kurdistan Region President, Masoud Barzani, believes that a real partnership ceases to exist in the Iraqi federal government and establishing a technocrat government has no value without a real partnership, said the Spokesperson of the Kurdistan Region Presidency (KRP) on Tuesday.
A Kurdish member of the Iraqi parliament told BasNews that if the Iraqi government designates a Kurdish candidate outside the Kurdish factions to a ministerial post, Kurds will withdraw from the cabinet.
Commenting on the KRP's statement, Shakhawan Abdullah, the Iraqi MP, said that the statement indicates that Barzani has lost hopes in partnership with the Iraqi federal government.
On March 28, the political parties in Kurdistan discussed the current developments in Iraq and the establishment of a technocrat cabinet by the Iraqi Prime Minister Haider al-Abadi. They later released a statement pointing out that establishing a technocrat government is an attempt to hide the tensions in Iraq and to end the coexistence in the country under the pretext of formation. This is an effort to marginalise the people of Kurdistan, Turkmens and other ethnic groups in Iraq, said the Kurdish political parties.

Sources for Twilight News, Prime Minister Haider al-Abadi said the meeting with the Presidium of the parliament's decision to change out of independent bodies within a period of one month.
It added that it was agreed on a comprehensive change of government Astty from the Ministry of Interior and Defense, in addition to the reduction of the Iraqi government to 18 ministries.
She noted that the agreement was also to implement the government decision within ten days.

I promised not to drop names but was told to inform all of the family that a very close friend of mine gave me a call 30 minutes ago. This friend is very special and had it not been for this individual, many of us may not be in this venture today. One could say he certainly is a pioneer!
This has been an arduous task to say the least and there have been many ups and downs that have caused a strain. This particular person is elated and I have not seen this much enthusiasm from them in a long time.
From what I was told, the information is good and and moving to great! With all the things that have transpired this week know there are no coincidences! We know better, we're good students...And have been fortunate to be surrounded with great teachers among us!
I share in their excitement and have been prepared for the conclusion and am ready to embrace its arrival and I'm confident all of you are as well.
We are in a good place and our patience will be rewarded. I consider I'm to be fortunate to have been included in this endeavor and will do my part to make this Blessing not just about money, but empowerment to better our world.

Brent crude rebound spurs March rallies in ruble, ringgit
Emerging-market currencies were set to cap the strongest monthly rally on record as commodities rebounded and the dollar weakened.
An index tracking 20 exchange rates rose 0.5 percent as of 7:39 a.m. in New York, led by Russia’s ruble. The measure has climbed 6.1 percent in March. The MSCI Emerging Markets index of shares added 0.4 percent on Thursday, poised for its biggest monthly increase since May 2009. A more dovish stance by the Federal Reserve has put a U.S. currency gauge on course for its steepest monthly loss since 2010.
Fed Chair Janet Yellen this week calmed investors unnerved by a chorus of U.S. central bankers signaling a quicker pace of interest-rate increases, saying policy makers must proceed cautiously as the global economy presents heightened risks. Her speech helped riskier assets resume a rally that had been stalled by the dollar’s six-day advance through March 25 against major peers.
“The stars are aligned for EM currencies right now,” said Per Hammarlund, the chief emerging-market strategist at SEB SA in Stockholm. “They were long overdue for a correction, as valuations in many emerging markets had become very attractive. In addition, concerns over China have eased. The Fed has turned more dovish over the past two months.”
Currencies
All 24 emerging-market currencies tracked by Bloomberg appreciated in March. The Brazilian real and ruble posted the biggest gains and increased more than 11 percent. The two exchange rates climbed at least 6 percent each against the euro.
On Thursday, the ruble added 1.5 percent as Brent crude headed for the best monthly increase in 11 months. The South African rand advanced 1 percent.
The emerging-market currency index also rose 4.8 percent in the first quarter, the biggest jump in more than five years, and reached the highest level since November. Malaysia’s ringgit, the real and ruble took the top rankings in the three months.
Stocks
As Brent crude climbed 8 percent in March, energy and materials shares led the month’s gains among the 10 industry groups in the MSCI index, which rose 13 percent. The gauge is valued at 11.3 times its 12-month estimated earnings, compared with 16 for the MSCI World Index, which increased 6.5 percent for the month.

The Hang Seng China Enterprises Index of mainland stocks listed in Hong Kong rose 0.3 percent, paring the month’s gain to 14 percent, the best since April last year. Dalian Wanda Commercial Properties Co. surged the most on record after billionaire Wang Jianlin was said to consider privatizing the company. The Shanghai Composite Index completed its steepest monthly rally in a year.
“Foreign inflows are returning to emerging markets and corporate earnings will be something to watch out for in the next few quarters,” said Danny Wong Teck Meng chief executive officer of Kuala Lumpur-based Areca Capital Sdn., which manages about $224 million. “The main uncertainty would still be statements from the Federal Reserve, as they can shift targets and stance at anytime depending on the data.”

For that position, Doski told Rudaw that he "was suggested by an advisor of Abadi and interviewed by a committee of four persons during the Newroz holidays."
Iraq's Prime Minister Haider al-Abadi presented his list outlining the proposed new cabinet on Thursday as part of his promise to reform the government. Sixteen ministries are to be changed as part of this process.
"Abadi's office notified me today to submit my documents," Doski said following his appointment. Doski, who is a doctor of Philosophy, got his PHD at Sheffield University in the UK in 1970. Doski was an instructor at the University of Mosul for 34 years, and he has been teaching at the Duhok University for 10 years.

"I would like to thank Sadr, because he preserved social cohesion in the country," said Abadi. The Iraqi Prime Minister said he prepared the list himself and said no changes will be made in the defense nor interior ministries since he believes reshuffling them now during a time of war could be problematic.

WASHINGTON: US Treasury Secretary Jack Liu seeks as it seems to pave the way for allowing Iran to deal in dollars , despite stiff opposition from Congress after the historic agreement signed with the West last year to curb its nuclear program in return for lifting the sanctions. In a speech in Washington, the American minister warned against excessive use of financial sanctions, which could weaken the role of the United States and the dollar in world markets.
He told the Carnegie Endowment for International Peace "We must be aware of the risks involved in the excessive use of sanctions, which could weaken the leadership position in the global economy and the effectiveness of the sanctions themselves." On the other hand we must not get carried away "easily" behind the sanctions. The minister acknowledged that Washington must be "ready to ease sanctions when you give a result" despite the fact that it is difficult in the case of Iran. After the historic agreement signed in July 2015 between the major powers to lift the related sanctions, Iran's nuclear program, Liu stressed that Tehran was "committed to its promise."
He added that in contrast, the responsibility of the United States' commitment to its promise. " At the same time Jack Liu reiterated that the sanctions are not related to the nuclear issue against Iran and related supporting terrorism and regional instability "still exist."
He stressed that the US administration has interpreted to foreign business circles that can be done in Iran, referring implicitly to the European banking concern in particular. Ray Marek Dopoviz expert at the Defense of Democracies Foundation that the conflict of the minister's position suggests that the US administration is preparing to carry out "major concession to the Iranians by allowing them to conduct transactions in dollars," a change that will be meet stiff opposition in Congress.
He said in response to questions from AFP, "It is clear to me that the administration seriously consider the issue of allowing Iran to use the dollar in commercial transactions." Battle in Congress slit basic respect to indirect transfers currently prohibited, which allows banks to Iranian and foreign remittances in dollars.

Prime Minister Haider al-Abadi said in a speech to the parliament followed by IraqiNews.com, “We will nominate the Heads of independent directorates within two weeks or a month, as well as eliminating the appointment by proxy.”
Abadi added, “The specified period will include restructuring the positions of some General Managers,” pointing out that, “The restructure will also include laying off 100 General Managers.”
Earlier today, Prime Minister Haider al-Abadi arrived in the House of Representatives to present the new cabinet reshuffle, while held a private meeting with the House of Representatives Speaker Salem al-Jubouri.

Aggiedad77: Hello Family, If I may chime in on this whole Abadi Cabinet thing for a short minute or two or three......I know he brought forth what appears to be a decent list of names today.....decent enough that it seems Sadr is calling the dogs off for a short while and encouraging Parliament to give serious consideration to the list of names....that by itself is encouraging IMO.....
Also I think Parliament made a good move today after they heard from Abadi by dismissing for the rest of this day and reconvening on Saturday to talk further about Abadi's proposal......I know...I know.....someone said they had 10 days.....but really.....why would they need so long.....a day and half should be plenty of time to deal with .names presented.....
So will we see some final resolution on Saturday.....who knows.....let the dice roll and see what happens.....I'm of the opinion that if they truly want minds that are free from corruption....maybe looking to the technocrats is the best solution.....staying away from the tainted pool of politicians is probably a very smart move.....though the politicians would argue otherwise and are probably doing that right now.

Abadi also named prominent Shi'ite politician Ali Allawi for the post of finance minister and tagged Sharif Ali bin al-Hussein, a relative of Iraq's king deposed in 1958, for foreign minister, state TV added.
Abadi presented his proposals to parliament for a technocrat government in the face of resistance from politicians who fear their entrenched interests could be hurt.
He merged several portfolios and presented a list of 16 ministers while keeping the current defense and interior ministers, state television said earlier.
The established political parties fear a reshuffle could weaken patronage networks that have
sustained their wealth and influence for more than a decade.
But Abadi has to deliver on long-promised anti-corruption measures or risk weakening his government as Iraqi forces gear up to try and recapture the northern city of Mosul from Islamic State.
Pressure is also coming from powerful Shi'ite Muslim leader Moqtada al-Sadr, who started a sit-in near parliament on Sunday and leads a bloc which includes three current ministers. He is pushing Abadi to appoint nominees unaffiliated with political parties.
Following Abadi's speech to parliament, Sadr called on demonstrators to end their sit-in, describing the proposed cabinet lineup as "courageous" and urging lawmakers to put it to a vote. Sadr, whose opinion holds sway with tens of thousands of supporters, warned party leaders last week that they would face street protests if they obstruct the government overhaul.

Parliament must vote on any cabinet changes but postponed its session until Saturday,
state TV said, so that lawmakers could have time to review and possibly challenge the candidates.
"Most of [the nominees] have academic credentials, but they all have experience of
working in a senior executive position, managing or administrating," said Sajad Jiyad, an Iraqi political analyst.
Numan, the candidate for oil minister, is a Kurd from the town of Dohuk. He has held several
administrative positions at Dohuk University including currently dean of the college of planning, a university spokesman said.
Allawi, if approved as finance minister, would be coming back to a post he filled a decade ago in Iraq's transitional government following the U.S.-led invasion in 2003. The U.S.-educated former banker also served as minister of trade and minister of defense in a previous cabinet.
"The IMF will be immensely happy with Allawi," said Jiyad.
The International Monetary Fund said this week it could approve as early as June a standby
arrangement (SBA) with debt-ridden Iraq, unlocking $15 billion in international assistance over the next three years.
Hussein, the prospective foreign minister, worked as an investment banker in London before the 2003 invasion that toppled Saddam Hussein. He briefly advocated a return to monarchical rule and heads the Constitutional Monarchy Movement.

Iraq's $200 billion economy is one of the largest in the Middle East, though several decades of conflict have taken on a toll on state infrastructure, while the recent collapse in crude oil prices has strained its financial coffers.
The International Monetary Fund more recently warned Iraq is facing twin economic shocks in the form of the national security threat posed by the Islamic State terrorist group and the steep decline in crude oil prices.
Conflict, the IMF warned, was hurting Iraq's non-oil economy because of trade disruptions, a loss of investor confidence and the destruction of infrastructure.
The World Bank, meanwhile, said Iraq "needs to put its economic house in order" by reforming state-owned enterprises, enacting more even distribution of oil revenues and addressing chronic shortages of electricity.

Ebadi said in a statement the Office "direction Press" received a copy of it, "the Prime Minister chaired, on Wednesday evening, a meeting of the Supreme Council for the fight against corruption," noting that "the Council has adopted a number of decisions in this area."
The statement added that "among the decisions to support the Integrity Commission on the Prevention of travel officials who are under investigation procedures and based on the evidence available to it, and support employees in regulatory bodies (COI - Financial Supervision - inspectors general offices - judges - Monitor banking Directorate and credit) and the provision of protection for them. "
He pointed out that the decisions also included "a CBI competent financial institutions to monitor accounts and balances officials and follow-up according to the law, and to assign a member of the Supreme Council for the fight against corruption in coordination with the competent integrity judge and investigator competent integrity to accelerate the completion of procedures for resolving the big issues of corruption."
The statement continued that decisions are included as well, "identifying a mechanism to audit the income dealers buying and selling real estate sources, in addition to a number of other decisions of the actual contribution to the fight against corruption and the prosecution of corrupt money and tampering with the Iraqis and putting them behind bars."

The International Monetary Fund more recently warned Iraq is facing twin economic shocks in the form of the national security threat posed by the Islamic State terrorist group and the steep decline in crude oil prices.
Conflict, the IMF warned, was hurting Iraq's non-oil economy because of trade disruptions, a loss of investor confidence and the destruction of infrastructure.
The World Bank, meanwhile, said Iraq "needs to put its economic house in order" by reforming state-owned enterprises, enacting more even distribution of oil revenues and addressing chronic shortages of electricity.
