Did they ever fulfill their 2015 budget? If not, then just because it is in the Gazette does not necessarily mean they will follow through... or did they fulfill the budget with these loans?

Parliamentary Integrity: Medhat al-Mahmoud on the recognition Ptlka the judiciary in the fight against corruption instead of acquittal

1-3-2016 Minister of Customs and Trade Turkish Bulent Tovnkja announced Sunday he will open the crossing (Habur) border with Iraq in (Şırnak Province) south-east of Turkey starting on Monday after closing earlier for security reasons.
Said Tovnkja in a statement to reporters after his meeting with the Wali (Şırnak Province) Ali Sow and other officials of the Customs in crossing the 500 mechanism will pass to Iraq and 750 mechanism will enter Turkey in the first phase, pointing out that his government is aware of the importance of the Habur crossing for exporters and residents of the area.
He added that there is a continuing security operations to combat terrorism in the districts of (Silopi and Gizrh) in (Şırnak Province), stressing continue these operations until the elimination of all terrorists.
