Abraham: Devaluation is often part of the remedy for a country in financial trouble. Devaluation boosts the competitiveness of a country’s exports and curtails imports by making them more costly. Together, the higher exports and the reduced imports generate some of the financial resources needed to help the country get out of trouble.
Abraham: But, Iraq has not a developed manufacturing sector. Therefore a devaluation is not the answer!
Abraham: To develop the infra structure to make Iraq an exporter they initially will have to import, an a devaluation makes no economic sense to a Country that is an importer.
Abraham: If oil was at a higher price and Iraq had a developed Manfacturing sector in order to capture a larger export market a devaluation could be a positive move

chattels: There was a " limited " agreement on oil and gas incorporated into the 2015 budget and neither the KRG or the GOI performed as agreed. The KRG abandoned the agreement in about March / April of 2015 as permitted within the provisions of the budget law to either side if " aggrieved ". '
There is no comprehensive HCL / HydroCarbon agreement and any agreement stated within the 2016 budget law is operative only for that budget year, i.e., not a permanent agreement which could require amendment of the Iraqi Constitution. Short answer, NO.
