Vietnam President Urges Accelerating Growth Model

President Urges Accelerating Growth Model Renovation



President Truong Tan Sang has stressed the need to accelerate reforms, renovate growth models and facilitate economic restructuring to increase the competitiveness of the economy, boost rapid and sustainable development, and successfully implement industrialisation and modernisation initiatives.



The State leader made the statement in an interview granted to the Vietnam News Agency on the threshold of the traditional Lunar New Year (Tet).



“We should continue updating and perfecting the socialist-oriented market economy institution and focus on human resources training in order to expeditiously improve the country’s position in the world economy,” he said.

According to the President, economic growth in recent years has relied heavily on investment increases, intensive use of natural resources, and labour with low productivity and quality, negatively affecting rapid and sustainable development.



Noting the low efficiency of public investment and poor infrastructure as compared to other countries in the region, he stated that Vietnam will struggle to improve its competitiveness with a high proportion of outsourced products, low and middle technology, an unskilled workforce, and low productivity, and if the growth model is not quickly renewed.



He also stressed the immediate difficulties Vietnam is facing in the financial and banking sector, including substantial public debt and State budget overspending, as well as sluggish production and business activities.



Meanwhile, limitations remain in education, science-technology development and in the State management of central and local agencies, he added.



“Therefore, the central solution is to improve the awareness of agencies at all levels, elevating their determination to tackle any challenges hindering national development,” he said.



President Truong Tan Sang went on to say that Vietnam holds numerous advantages, as it is recognised by the world community as a politically stable nation and located in the Asia-Pacific region – an economic development momentum of the world.



By late 2015, the full trade liberalisation will be realised in ASEAN as well as between the bloc and China, meaning that a wide range of tariffs will be removed to facilitate the free circulation of goods.



By 2018, Vietnam will have to cut down tariffs under its commitments with the World Trade Organisation (WTO) as well as in free trade agreements (FTAs) it joined, he said, adding that the country has concluded negotiations on FTAs with the EU, the Customs Union of Russia, Belarus and Kazakhstan, and the Republic of Korea, and is talking the Tran-Pacific Partnership (TPP) Agreement.



“These are both opportunities and challenges for Vietnamese producers, and will instigate swift and strong development in the years to come,” he affirmed.



He went on to say that rapid reforms to the country are essential, as delays in this initiative will slow economic development, cause macro-economic instability, and increase social evils and income inequality. Beyond social insecurity, failure to reform will degrade community trust in the Party and State.



People or constituents have the right to expect and require the Party and State to continue the renewal in a comprehensive fashion as the subject and the purpose of renewal, he added.

The State leader emphasised the need to create fresh driving forces to make the country thrive, push up economic development, improve people’s living conditions and successfully implement industrialisation and modernisation.



Regarding anti-corruption initiatives, the leader noted that in recent years, Vietnam has carried out a number of measures to detect and counteract corruption, which have produced significant results from the local to central level.



However, the results have been insufficient as corruption and wastefulness have not been completely eliminated, he stated, asking for more drastic measures, unswerving efforts and increased determination to combat the issue and increase the sense of security among the nation’s people.



He reiterated the country’s external policy of independence, self-reliance, peace, cooperation, development, multilateralism, diversification and international integration, as well as being a trusted friend, partner, and responsible member of the international community. Thanks to the policy, Vietnam has received strong support from foreign friends.



In the past struggles against foreign invaders, Vietnam leveraged the strength of its people with assistance from peace- and justice-loving communities over the world. If the balance of power was the only factor, many believed Vietnam could not defeat any hostile forces, yet the country was victorious. The value of that historical lesson can be seen in the present nation-building and safeguarding processes.



If the patriotism and strength of the national unity are fully utilised in conjunction with international support, and the interests of the nation and its people are given top priority, Vietnam can overcome any challenge.



On the threshold of the Tet holiday, the State leader conveyed his best New Year wishes to all Vietnamese, inside and outside the country.



He expressed his hope that this year, each family and each enterprise will surmount any difficulties and achieve significant progress, and that every organisation and official in the political system at all levels will work collectively and exert the utmost effort to develop the country, enhance lives, and maintain national sovereignty and independence.

Viet Nam Ranks 10th Worldwide In Remittances

HCM CITY (VNS) – Viet Nam was among the top 10 countries in the world with the largest amount of remittances from abroad last year, with around US$12 billion, according to the Western Union company, which handles money transfers worldwide.



Research results from the Central Institute for Economic Management (CIEM) revealed late last year that from 1991 to 2014 remittances were over $90 billion, equivalent to 8 per cent of national GDP, and the second capital source. It followed foreign direct investment, but was higher than Official Development Assistance (ODA).

For the last four years, remittances have significantly increased. In 2011, the figure was $9 billion, in 2012 $10 billion, in 2013 $11 billion and last in 2014 $12 billion.



"Remittances have sharply increased in the past few years as a result of policies that expanded the money exchange network," Nguyen Hoang Minh, deputy director of the State Bank of Viet Nam's HCM City branch, was quoted as saying in the Sai Gon Giai Phong (Liberated Sai Gon) newspaper.



"There is no limit to remittances, and recipients do not need to pay income tax and are not forced to sell foreign currency to banks," he added.



In addition, commercial banks have invested modern technology to handle large amounts of money, transfer money over a short time, and ensure security.



"Labour export policies have been carried out well and have increased the number of Vietnamese working around the world," a representative of the Foreign Affairs Ministry added.



In recent years, remittances have been used primarily in the property and stock market and for savings as well, but for the last two years, capital focused on production and business.



There are around 2,000 projects that used such capital, and are estimated to bring benefits of $20 billion per year.



"In 2013, 70 per cent of remittances was spent for production and business. In 2014, HCM City had $5 billion, and 72 per cent was spent for production, 20 per cent for real estate and 8 per cent to support relatives," Nguyen Hoang Minh said.

However, research results on remittances in Viet Nam, done by CIEM and Western Union company, from September to November 2014 in seven provinces and cities with a large number of overseas Vietnamese, produced different results.



In 2014, remittances spent for production fell in comparison with the last three to five years. The proportion of those who received remittances and invested in production and business was 15.9 per cent, while the ratio for the last three to five years was 16.2 per cent.



As for investment, the ratio of remittance recipients using the money for savings accounted for the highest proportion, 30 per cent.



Between 27 and 30 per cent was used for production and business, 20 per cent for gold purchases and 16-17 per cent for real estate.



The report also revealed that remittances had played a role in providing capital for investors who are not able to access loans from banks.



Forty per cent of those who took part in the survey admitted that remittances had played a very important role in their daily lives.



Remittances from the US to Viet Nam accounted for 57 per cent, followed by Australia, Canada, Germany, Cambodia and France.

It’s the US that has the most to lose if Congress keeps blocking IMF reform



The International Monetary Fund (IMF) has called time on the US Congress. For years, the Obama administration has failed to convince Congress to approve a reform plan that is crucial to the Fund’s future work. On Jan. 28, the IMF’s executive board said that the Fund should give itself a June 30 deadline for finding ways to move ahead without the US’s help.



If Congress lets that deadline pass, it will be one of the most colossal cases of cutting off one’s nose to spite one’s face in American politics.



The reform, brokered by the G20 in the wake of the financial crisis in 2010, has two main planks. First, it would take two of the 24 seats on the Fund’s executive board away from old Europe and give them to emerging-market countries. About 6% of the board’s voting power would move along with those two chairs

This is in response to irritation amongst the BRICS (Brazil, Russia, India, China, and South Africa) that their rising economic power hasn’t bought them a greater say in governing the global economy.



The current voting structure is an absurd anachronism: For instance, tiny Belgium has a bigger formal hand in Fund decision-making than Brazil. The IMF’s continued legitimacy hinges on fixing such inequities.



Second, the reform would double the IMF’s capital base. It would do so mainly by transferring money from a side fund, to which some 40 countries made commitments to help the IMF fight financial crises, into the IMF’s core accounts. The US earmarked $100 billion for this supplemental fund in 2010, while other countries together provided about $410 billion.



To understand why blocking this reform is a mistake, it’s worth looking at Congressional objections in detail.



Money, power, and oversight



The first thing to understand is that cost is not a serious issue. The $100 billion US contribution wasn’t a gift: It was a swap for which the US received in return a liquid, interest-bearing claim on the IMF. The immediate federal budget impact was only $5 billion to provide for the risk (almost non-existent) of an IMF default.



Compared with the global damage that a meltdown in a large economy would do if the IMF didn’t have the resources to fight it, this is a good deal. And though the G20 reform calls for the IMF’s capital base to increase by about $350 billion (about $60 billion of which comes from the US), most of this will be simply transferred from the side fund—a change in accounting that would trigger only $62 million in extra budget costs for the American government, according to US officials I spoke to.



In the US’s $4 trillion federal budget, that’s barely a rounding error.



Instead, Republicans and their enablers are complaining that the G20 reforms will reduce the US’s influence in the IMF. Currently, a handful of countries—the US among them—get to appoint an IMF executive board director. After the reform, all 24 directors will be elected by the whole 188 of the Fund’s member countries. US conservatives say this means the US will lose its right to choose its director.



But in practice that isn’t true. So long as a country controls at least 4.17% (i.e., one twenty-fourth) of the board’s voting power it can ensure its representative gets elected. The US currently holds 16.75% of these votes and the reform will pare this only slightly to 16.5%. So the US’s prerogative to name its IMF board member is safe.



Just as important, this deal would leave intact a de facto American veto on any major changes to the Fund’s policies on how it operates. (The G20 reform plan is itself such a change, which is why Congress can hold it up.) These amendments require 85% of the board’s voting power. With 16.5%, the US retains its check on any big decisions.



Republican critics also contend that shifting the US’s contribution from the IMF’s side fund to the institution’s main balance sheet would reduce American control over the money. In the simplest possible terms, they’re right:



The US has a veto on the use of the side fund. When this money gets moved to the IMF’s core accounts, the veto disappears, since a decision to draw on these monies needs only a simple majority of the board’s votes.



But this superficial analysis misses some much bigger truths. Other countries can also come together to veto use of the side fund. Keeping resources in it rather than in the IMF’s main accounts could frustrate US interests as much as it protects them.



Even more critical, every six months, contributing countries have the option to suspend their authorization of the use of the side fund. Perpetually annoy your counterparts and eventually they may respond. If the US instead approves the reform package, it permanently locks in $290 billion of other countries’ money in a multilateral institution physically located a couple of blocks from the US Treasury, and in which the US retains the largest voting share.



Finally, Congressional Republicans have shown they’re perfectly willing to give way on the IMF reform for political ends. Last March, the Obama administration tried to force the reform through by making it a condition of the US’s $1 billion aid package to Ukraine.



The Republicans said they’d support it only if in turn the administration agreed to relax certain restrictions on campaign finance. In short, opposition to IMF reform isn’t a matter of principle for Republicans at all; it’s a bargaining chip.



The rest of the world is moving on



The aid package for Ukraine shows another reason why Congressional opposition to updating the IMF is so wrong-headed. When the US committed $1 billion to the government in Kiev, the rest of the world, through the IMF, provided about $17 billion. The strings attached to that money, and the release of each tranche, remain subject to US oversight.



In other words, through the IMF, the US gets to decide how to spend other people’s money. The IMF amplifies Washington’s influence. A deal to expand the IMF further is about as close to a free lunch for America as it gets.



But now the Fund is signalling that after years of waiting, it will move ahead with or without US support. This is just the latest sign that the rest of the world isn’t waiting for America’s dysfunctional government to get its act together.



Last year, the BRICS countries agreed to create a $100 billion Contingent Reserve Arrangement (CRA) as an alternative to the IMF for crisis financing. East Asia’s major economies already have a similar $240 billion fund under their Chiang Mai Initiative.



Coming at the same time as the BRICS’ announcement of a $100 billion New Development Bank, China’s launch of a $50 billion Asian Infrastructure Investment Bank, and a $40 billion Silk Road Infrastructure Fund focused on central Asia—all direct competitors to the World Bank—these initiatives mark another blow to the primacy of the Bretton Woods institutions and the United States as their largest shareholder.

Next March, the side fund that holds the money slated to double the IMF’s capital base comes up for renewal by its supporters. In the absence of any sign of a more cooperative Congress, the BRICS countries could simply decide to pull their cash and add it to any one of their new initiatives, thereby giving up on IMF reform, and weakening the Fund and the US’s influence.



Emerging markets have also discussed creating a structure parallel to the IMF—a bigger version of the BRICS’s new CRA—that excludes the US. This external fund could lend additional capital to the IMF when needed, but emerging markets would have a greater say in how it’s run. Eventually, it would probably eclipse the IMF.



In theory, there is a way to boost the IMF without Congress’s help. Some emerging markets have mooted striking a new deal to increase their contributions to the Fund while leaving the US allocation unchanged.



They wouldn’t need to wait for US Congressional ratification, since no American money would be involved. However, this would likely dilute the American voting share below 15%, losing the US its veto on the IMF board. The White House would never agree to such a move.



US power gets diminished under all of these scenarios. This is why Congressional obstructionism on IMF reform isn’t just a failure of leadership: it’s a denial of an absolutely clear American self-interest.

Vietnam Oil Consumption Growth Fastest In Region

ANZ: Vietnam oil consumption growth fastest in region



Vietnam’s oil consumption growth is the fastest in the region, overtaking China and rising by 7.5% annually over the last 20 years, according to ANZ Bank.



The bank said in a report released on Tuesday that this dynamic has contributed to switching Vietnam to a net oil consumer since 2010 from a net oil producer.



“In light of the surge in electronics production over the last three years, we expect oil consumption to continue rising as total energy needs keep pace with the demands of manufacturing growth,” it said.

The price of Brent crude oil has dived since July last year. After the Organization of Petroleum Exporting Countries’ (OPEC) decision to maintain production levels amidst an oversupplied market, the outlook for oil prices remains soft.



Regarding impacts of the falling oil price on Vietnam, ANZ said the first obvious effect of the decline in oil prices is a further softening of headline inflation.



Last year, consumer price gains averaged 4.1% year-on-year, undershooting early expectations by a wide margin. The persistent decline in fuel prices in the second semester exacerbated the already-soft price gains in non-food/non-oil items in the consumer price index (CPI) basket due to sluggish domestic demand.



However, ANZ said the oil price will have marginal effect on budget deficit.



Although the budget deficit continued to improve, the transfer pricing policy of various commodities in Vietnam costs the State at least VND103 trillion in 2013, or 2.9% of gross domestic product (GDP). Nevertheless, the cost of social subsidies has declined from a peak of 4.7% of GDP in 2008.



“Over the past four years it has been broadly unchanged at 2.96% of GDP. Due to the lack of complete breakdown of the State’s subsidy bill, we assume that the marginal change in social subsidies in 2014 was due to the decline in oil prices. As of September 2014, we estimate that expenditure on social subsidies had slightly declined as a portion of GDP to 2.8%.”



Although the subsidy bill has marginally declined, ANZ projected that total tax revenues from crude oil exports have also decreased.

Crude oil is a significant source of government revenues as the State collects various taxes including royalty tax, crude oil export tax and windfall tax. High risk priority projects which require heavy capital investment are usually taxed at higher rates than conventional projects.



Besides, ANZ said the trade balance should not be at risk from low oil prices.



Last year, Vietnam exported 9.2 million metric tons of crude oil while importing 8.4 million metric tons of petroleum products. With the largely un-hedged oil trading in Vietnam, this has yielded a narrow surplus of US$95.7 million in oil-related external trade.
