IslandG1211:  I agree, and feel that the PTB set that date in the Fall after Iraq failed to make any progress on their own. Thus the LOI with the IMF in Dec, the U.S. military taking the lead on the fight to free Mosul and attack ISIS, the two clerics, the protestors, deal with Russia to take out ISIS, Iran deal, TPP, Vietnam getting off their fix exchange rate, etc. If Iraq can't realistically make the April date and they get the loans without conditions in June, we could be waiting until Sept or next April. Iraq has to have a fully seated government, laws passed and Mosul back. That's going to involve some arrests and replacements.

Naphtali:  What is sticking with my thoughts today is that statement made many times ---- articles are about 2 weeks old when we get to see them!!!  I appreciate how Frank gets information from his teams and then -BAM- the media releases the information in print in the not so distant future.  So JUST IMO.... there are no dates given in the articles, just days Like Monday, Tuesday, Thursday, Friday.... and number of weeks that are allotted to get things done.  So in the first article it says by the end of the month... MARCH maybe??? OH, That would be TODAY - Thursday?!?!?     Just maybe

Aggiedad77: Great posting this morning WS, this stuff on the corruption pertaining to the oil efforts in Iraq in particular.  Some of you old-timers here with us may remember the oil auctions (2-3 of them as I remember) that date back to 2009.....Shahristani and others were a huge part of those auctions.....something didn't ring right to me back then and it is all coming to light now....better late than never....what an all-encompassing scandal this is turning out to be for sure......you can run but you cannot hide.  Aloha   Randy

An investigation of the investigative Institutes Fbervaks Media and Haventgon Post largest bribe in Iraq in the oil its contracts which included high-ranking Iraqi officials, including the current Minister of Higher Education and Scientific Research, Hussain al-Shahristani.

He added that the "deal of corruption included Basil Jarrah, an Iraqi resident outside the country and has extensive relationships with Iraqi officials present, which is a link between the Iraqi officials and oil company unaoil which owned a business from neighboring countries, based in Monaca," noting that "the company's role boils to communicate with the major oil companies across the world to ensure that their contracts in Iraqi oil fields. "

And explains the investigation that "the mechanism of contracts for the sale of Iraqi and tenders of oil to large companies through wounds and some of the oil companies," pointing out that "millions of dollars spent in bribes to Iraqi officials during the period between 2005 until 2014, some obtained by Shahristani and coffee directly in addition to bribes paid directly by the surgeon and other oil company officials to the smallest. "

Today’s news is mostly about the pressure and more of the same ongoing saga of the movement to the new technocratic government of Iraq. The prime minister Abadi has extreme pressure to show his list of candidates and submit them to parliament by today (Thursday) or it may even get violent in the green zone.
 
As you may know already the protestors have entered the green zone and now camp there.

The security forces guarding the green zone have been given warning not to favor and join the protestors (which is very, very likely to happen) and are on high alert.
....
We also know that part of Sadr’s demands upon the government (maybe not by Thursday but soon) is to bring to justice these high level corrupt officials (referring to Maliki and his stug goons).

Also we know Sadr’s had  come out earlier and stated he demanded that the CBI be cleaned up from all corruption too and the proxy governor also be replaced to a more technocratic position (and recommended Dr Shabibi return).
 
Now Iraq is seeing women demonstrators too with the country's plight is a result of the security and economic situation. They stand for the people of all factions hand in hand with Iraq to demand reform and the elimination of corruption. So if change does not happen soon this is going to get very large and messy.

Send House Speaker Salim al-Jubouri, on Thursday, sent one of his advisers to the cleric Muqtada al-Sadr in his tent inside the Green Zone, to persuade him to extend the "deadline."  Sadr refused to extend the "deadline".
 
The Roudao network media reporter, that the Iraqi parliament has decided to lift its meeting until further notice,

until the presence of al - Abadi. The Iraqi parliament session has begun, Thursday , March 31, 2016 in which

he decides to host Iraqi Prime Minister Haider al-Abadi, to provide a variety of new ministerial his booth.
 
Parliamentary source confirmed on Thursday that Prime Minister Haider al-Abadi, will present at today's meeting in Parliament two lists of candidates for ministers technocrats, one "comprehensive" and another as "nine ministers." The prime minister will come to parliament, bringing with him two lists, one comprehensive and nine other ministers, technocrats candidates for presentation to the parliament for a vote.  

The Kurdistan Alliance and the Union of Forces decide NOT to vote on the dismissal or replace any minister from their bloc.

Sadr Warns Iraqi PM He Will Seek His Impeachment Unless Reforms Begin Now
MARCH 30, 2016

ERBIL, Kurdistan Region – Muqtada al-Sadr, Iraq’s firebrand Shiite cleric, warned Prime Minister Haider al-Abadi to "stop giving futile promises" and start with grassroots government reforms if he wants to avoid impeachment.

"We advise the prime minister to stop giving futile promises," Sadr said in a message, convoyed by an official from his Sadrist Movement before supporters in Baghdad’s fortified Green Zone, where Sadr is staging a sit-in.

Sadr and hundreds of his supporters entered Baghdad's Green Zone on Sunday to stage a sit-in to pressure the government on reforms.

Sadr warned in his message that if the embattled prime minister fails to move on reforms, he would go to parliament to seek his impeachment.

He has also warned Abadi not to "blow your anger on peaceful demonstrators, since they have been legally waging their opposition. Rather, he better blow his anger at the corrupt” officials.

Abadi pledged on Tuesday that he would announce a cabinet reshuffle shortly.

"We promise all parties that the reshuffling of the government cabinet will begin soon," he said, explaining that "calls for reform should not worsen the security and stability of the government."

But Sadr has been pressuring Abadi to implement a wider reform package that would include replacing several ministers with apolitical technocrats, in a bid to eliminate patronage and corruption.

In one instance of the wide corruption that critics say is eating up Iraq, early this month auditors in the Iraqi parliament revealed that the defense ministry had spent $150 billion on weapons in the last decade but only a fraction of that had gone to buying weapons, with the rest gong missing.

Iraq’s defense ministry “is one of the most corrupt ministries,” the spokesperson for the parliamentary auditing committee, Adil Nuri, told Rudaw.

The auditing committee conducted an inquiry into three new arms deals of the defense ministry last month, according to Nuri. He said he found “that the ministry had signed $350 million worth of contracts with Eastern European countries but the inquiries showed that there has been a lot of corruption in the price and types of weapons.”

He said Ebadi 's office in a statement, said that this meeting comes within the reform plans by the Prime Minister, where he was discussing the resolute actions that have been taken by the Council to prosecute corrupt, plans and strategies , which began to be implemented to reduce the phenomenon of corruption in the country.
 
He added that the Supreme Council for the fight against corruption has taken a number of decisions in this area, including:
 
1. support the Integrity Commission on the Prevention of travel officials who are under investigation procedures and based on the evidence available to it. 

2. support workers in the regulatory agencies (COI - Financial Supervision - inspectors general offices - judges - Monitor banking Directorate and credit) and provide them with protection

3. the Central Bank of Iraq competent financial institutions to monitor accounts and assets of officials and follow - up according to the law. 

4. charge a member of the Supreme Council for the fight against corruption in coordination with the competent integrity judge and investigator integrity concerned to speed up the completion of procedures relating to the resolution of large corruption cases.

The Iraqi army soldiers smoked nervously as they described their ordeal. Sent to clear a village of Islamic State fighters, they found themselves pinned down by sniper fire. A few hours later, after 10 comrades were wounded, they withdrew.
 
“We need to get new uniforms,” soldier Ali Basra, 22, said, pointing to torn and blood-spattered fatigues. “But we'll return to take the village.”
 
Last Thursday's mission was supposed to be a simple operation to harden untested Iraqi army soldiers: clear villages held by Islamic State fighters before crossing theTigris River to retake the larger town of Qayyara, home to an airfield and oil fields. Their longer-term goal is to clear the way for a future push to reclaim the extremist group's stronghold of Mosul, Iraq's second largest city.

Instead, it proved to be a slog because of heavy rains, tougher-than-expected resistance from the militants and reports of the low morale that has dogged the Iraqi military ever since the Islamic State swept into Iraq in 2014.  The stalled operation underscored just how difficult it will be to dislodge the militants from Mosul.

Iraq announces start of operation to retake Mosul from ISIL

While the U.S.-led coalition supporting the Iraqi forces says the operation is unfolding according to plan, Kurdish fighters question the ability of their Iraqi army partners to free Mosul.

“After the first day, the Iraqi army was unable to take a single meter of (Islamic State) territory successfully,” Kurdish Col. Mahdi Younis said at an outpost here, 70 miles south of Mosul. “No one should expect the least success from the Iraqi army. They have no will to fight.”

On the desk in Younis' office lay a pile of cellphones taken from Iraqi soldiers stopped at a checkpoint. “Deserters,” he said.
 
Outside in the hallway, 10 men in civilian clothes crouched against a wall. “These are the lions which escaped,” joked Kurdish fighter Mohamed Jasem as he watched over them.
Coalition officials said such criticism is premature. “We believe that the Iraqis have performed according to the plan that they've set,” said coalition spokesman Col. Steve Warren. “The Iraqi army, we believe, is improving every day.”
 
Michael Knights, an authority on the Iraqi military at the Washington Institute for Near East Policy, agreed, calling the Iraqi army's inauspicious start nothing more than a “wobble.”
 
“It is worth remembering that the Peshmerga (Kurdish fighters) were completely driven out of this area in the late winter of last year," Knights said. "Now the Iraqi army is facing the same challenges trying to push forward into the same terrain.”

The Iraqi army “had some tough fighting,” said Knights. “Give it some time for these units to gain their balance.” When the operation began Thursday, soldiers from the Iraqi army and Sunni tribal fighters advanced to retake three villages held by the Islamic State with air support from the coalition, artillery fire by U.S. Marines and logistical support from the Kurds.
 
By Saturday, the Iraqi soldiers were bogged down outside the strategic hilltop village of Nassrash, where suicide bombers killed at least seven soldiers. The next day, rain turned the area's dirt roads into quagmires and cloud cover prevented coalition jets from providing effective support.
 
Iraqi commanders declined to comment on the operation or allow reporters near the front lines, but many Sunni Arab villagers displaced by the fighting were critical of the mostly Shiite Iraqi army.

“The Iraqi army came to take their revenge on us because of our ethnicity,” Sheikh Ahmed Khalaf Hamid said at a processing center holding 2,000 displaced villagers.
 
He accused Iraqi army units of burning and looting homes, shooting livestock and firing indiscriminately at civilians, possibly killing two of them in the crossfire with the Islamic State.

“The way they treated us was no better than the way ISIS did,” Hamid said, using an acronym for the extremist group.
 
This week, commanders were waiting for the weather improve before advancing.
“Our forces are surrounding Nassrah village,” Sheikh Fares, leader of the Sabawi tribesmen fighting alongside the Iraqi Security Forces, said Tuesday. “In the next two days the village will be freed completely, God willing.”

Angel:   FBI And Justice Department Probing Huge International Bribery Scandal

The feds are working with Australian and British investigators to investigate Monaco firm Unaoil and its partners

.The FBI, U.S. Department of Justice and anti-corruption police in Britain and Australia have launched a joint investigation into revelations of a massive global bribery racket in the oil industry.
 
The news comes as Fairfax Media and The Huffington Post reveal that U.S. giant Halliburton and its former subsidiary Kellogg, Brown & Root are embroiled in theUnaoil bribes-for-contracts scandal through their operations in former Soviet states.
 
The biggest leak of confidential files in the history of the oil industry also unveils rampant corruption inside Italian oil giant Eni in many of the countries in which the firm has been contracted by national governments to manage their oilfields.
Texas firm National Oilwell Varco, Singapore conglomerate Keppel, Norway’s Aker Kvaerner and giant Turkish joint venture GATE also are implicated.
 
Information from hundreds of thousands of emails to Unaoil’s chief executive, Cyrus Ahsani, show individual executives and managers from Halliburton and Kellogg Brown & Root, which split in 2007, knew or suspected that Unaoil was acting corruptly to win contracts in Kazakhstan.
 
Managers from Eni, Spanish Firm Tecnicas Reunidas, French firm Technip, drilling giant MI-SWACO and Rolls-Royce not only actively supported bribery, but were offered, or pocketed, their own kickbacks. And U.S. defense giant Honeywell and Australian firm Leighton Offshore agreed to hide bribes inside fraudulent contracts in Iraq.
 
Companies approached by Fairfax Media and The Huffington Post about their contracts with Unaoil have emphasized their strong anti-corruption policies and have committed to investigating their dealings with Unaoil.
 
Unaoil denied any corruption.
Police begin probes, face questions about past failings
 
The U.S. Department of Justice, FBI, U.K. National Crime Agency and Australian Federal Police are now jointly investigating Unaoil and some its multinational clients. The probe is likely to be one of the world’s biggest, given the number of companies and countries involved.
 
The leaked Unaoil files show that in the Middle East, Unaoil bribed two Iraq oil ministers, Iranian oil chiefs and the right-hand man of Muammar Gaddafi’s son, among others.
 
Questions are emerging about how Unaoil operated for so many years with impunity, using bank accounts in New York and London to launder funds and pay bribes from 2000 to 2012, and possibly more recently.
 
Unaoil has its headquarters in Monaco and is controlled by the wealthy Ahsani family, led by patriarch Ata Ahsani and sons Cyrus and Saman.
 
The trio all have British passports. Many of Unaoil’s crooked deals were organized  in London, or used U.K. and U.S.-linked middlemen, bank accounts and shelf companies. British authorities appear to have been in the dark about Unaoil and the Ahsanis, who also operate a London property investment company. The British foreign office has even assisted Unaoil overseas, giving Unaoil and its executives briefings and support.
 
The Ahsani family, meanwhile, has mixed freely with the elite political and business crowd in Britain and elsewhere in Europe. Saman Ahsani sits on the board of an Iranian NGO in London, alongside former chancellor of the Exchequer Norman Lamont. The Ahsanis host charity events with Prince Albert and Princess Caroline of Monaco, and have paid Prince Albert’s good friend, Mike Powers, to sit on Unaoil’s advisory board.
 
There is no suggestion that Powers, Lamont or the Monaco royals were aware of Unaoil’s corruption.
The Caspian states
 
To win contracts for its clients in Kazakhstan, Unaoil paid multiple bribes to Eni and Kazakh officials overseeing tenders in the giant Kashagan oilfield and elsewhere.
 
It appears from the leaked files that senior managers from Kellogg Brown & Root, or KBR, were pushing Unaoil hard to win favor. One email written from a KBR manager told Unaoil to concentrate its efforts on “a good spaghetti house” and “a little shashlick.”  The code refers respectively to the officials from Italian company Eni and the Kazakh government who were overseeing the contracts KBR wanted to win.
 
The leaked files show Unaoil sought to corrupt a number of influential figures, including senior Eni manager Diego Braghi and Kazakh senior official Serik Burkitbayev, to give its clients an advantage over rival companies.
 
Unaoil used the same formula in neighboring Azerbaijan, where KBR also paid it millions of dollars to help it win contracts. A leaked KBR file said Unaoil’s key middleman in Azerbaijan was “very close to the President and his family ... [and] has an access to every office in the country”.

WASHINGTON: US Treasury Secretary Jack Liu seeks as it seems to pave the way for allowing Iran to deal in dollars , despite stiff opposition from Congress after the historic agreement signed with the West last year to curb its nuclear program in return for lifting the sanctions. In a speech in Washington, the American minister warned against excessive use of financial sanctions, which could weaken the role of the United States and the dollar in world markets.
 
He told the Carnegie Endowment for International Peace "We must be aware of the risks involved in the excessive use of sanctions, which could weaken the leadership position in the global economy and the effectiveness of the sanctions themselves." On the other hand we must not get carried away "easily" behind the sanctions.

The minister acknowledged that Washington must be "ready to ease sanctions when you give a result" despite the fact that it is difficult in the case of Iran. After the historic agreement signed in July 2015 between the major powers to lift the related sanctions, Iran's nuclear program, Liu stressed that Tehran was "committed to its promise."
 
He added that in contrast, the responsibility of the United States' commitment to its promise. " At the same time Jack Liu reiterated that the sanctions are not related to the nuclear issue against Iran and related supporting terrorism and regional instability "still exist." He stressed that the US administration has interpreted to foreign business circles that can be done in Iran, referring implicitly to the European banking concern in particular.

 Ray Marek Dopoviz expert at the Defense of Democracies Foundation that the conflict of the minister's position suggests that the US administration is preparing to carry out "major concession to the Iranians by allowing them to conduct transactions in dollars," a change that will be meet stiff opposition in Congress. He said in response to questions from AFP, "It is clear to me that the administration seriously consider the issue of allowing Iran to use the dollar in commercial transactions." Battle in Congress slit basic respect to indirect transfers currently prohibited, which allows banks to Iranian and foreign remittances in dollars.
 
These transfers banned in November 2008. In the last week warned the head of the Foreign Affairs Committee in the House of Representatives Ed Royce in a letter to President Barack Obama that some permits could allow carry out these transfers in dollars. Marc Dopoviz and see that the tone of the Exchequer, "opens the door to ease restrictions in the future" while the Government of the Islamic Republic take on the United States not lifting sanctions, "only on paper".

He accused the Supreme Leader of Islamic Republic of Iran, Ayatollah Ali Khamenei last week in Washington "not to respect its commitments," stressing that Europe is reluctant to do business with Iran, "fear" of the United States. But according to Patrick Clawson, director of research at the Washington Institute specialist on the Middle East, the Treasury secretary's remarks reveal "an internal political battle with Congress." He saw the open door to ease sanctions on Iran "would be difficult to manage."

And the intervention of Secretary of the Treasury not only aims to "prevent Congress from imposing new sanctions" against Iran. He stressed that if the administration considered "that has a problem with the sanctions regime and the difficulties in the filed after the state's commitment to the pledges, they should talk about Burma, for example," recalling that many of the sanctions are still imposed on this country, despite the democratization process

We are begging for a solution to a problem that was created by the same people who will be providing the “newer, better solution”. Mankind needs to simplify overall. Just doesn’t seem right to me . I was surreal to hear the leader of the free world say there is little difference between the two. How’s socialism working out in Valenzuela , Cuba and Nicaragua ?

The current global political monetary system’s thesis, private issuance of the currency and credit through private banking, and its antithesis, state control of the monetary system, possibly through public banking, has led inexorably to the undesirable synthesis of global centralized monetary control in the hands of the ever fewer.
 
Obama’s recent comments on there being little difference between capitalism and communism serve to highlight this ongoing process. The demand for change, as part of the Hegelian dialectical process, as you correctly point out, “is one of the fundamental injection points for the new age socialism which is emerging.”
 
Unfortunately, ‘new age socialism’ = totalitarianism and therein lies the rub and challenge for us all.
 
Dane    But how do we create these institutions with elected officials without added government for the election process? Only government officials are elected by the people.
 
Tezcatlipoca     Dane,    That’s exactly the point. The dialectic, as applied to the global monetary system, keeps us thinking in either/or mode in terms of what choices we have and leads us to the undesirable synthesis I’ve described. More ‘government’, whether so-called democratic or authoritarian, is not going to get us where we need to go.
 
In order to imagine a synthesis which increases human freedom we should be thinking beyond the choices presented to us and that is now finally happening. For example, these very issues are being discussed everyday in the cryptocurrency world where systems are open-source and decentralized.
 
Dane        I’m thinking along these lines but wondered if you had suggestions to spark a line of thought.
 
How would an election process be born from an open-source type of format? I can kind of tie it to a form of capitalism in that the peoples participation or purchasing faith in the produced product dictates its success or failure. Is this sort of in line with your thinking or am I going in the wrong direction?
 
Only with that line of thinking we see societies have given away this purchasing power and marched onto the steps of government to fix the products they want. This leads to higher prices for the consumer but they seem to not mind because they keep purchasing and marching.
 
But the scary part of open-source is when that code is in robots or AI. With all the deficiencies remaining in the collective human complex what will keep these defects in balance?
 
I’m thinking the VW computer issue is a robotic brain that just lied. And the google self driving car that is winning its legal battle for the right to get a drivers license.

Because I can’t believe banks will willingly give up their ability to create money from nothing… unless they’ve got bigger fish to fry, like a more efficient way to suck money from the masses.
 
From where I sit the most successful participants in present day economies are all criminals. They flout the law and even when caught ‘suffer’ only minor cost and simply go about their criminal activity… banks being the most egregious example of such activity… not that I know this personally, just from my reading of the situation.(most recently made clear by William Black interview on USAwatchdog.com)

Positive money is campaigning for the power to create money to be used in the public interest and they’re gaining some traction. But what evidence suggests this solution will be part of the multilateral synthesis?

To elaborate, it is Trump and Sanders who are able to draw crowds of 10 and 20 thousand plus to their rally’s. I’m not prepared to offer any definitive’s on what this means in it’s entirety. However I feel safe, suggesting the changes being discussed here today, can and will come about with a stunning speed.

Steve      Thank you for your analysis. After ten years in banking my view is that the main factors determing money creation in a bank is the risk level of their loan portfolio (as measured by Basel 1-3) and the bank’s funding cost (senior debt and covered bonds).
 
Deposits are the bank’s debt to their customers and usually not a significant driver. Money are created by issuing a loan, as explained simply but clearly in this bulletin from Bank of England.
