IMF "Taxing The Super Rich Can Boost Economy"

IMF says taxing super rich can boost economic growth

A new International Monetary Fund study has found that taxing the super wealthy doesn’t stunt the economic growth of a country, and that redistribution can actually spur gross domestic product.



The paper argues inequality is harmful to a country’s growth, and that redistributing wealth using taxes can reduce inequality and boost growth and the length of growth cycles.



“There is surprisingly little evidence that increases in tax rates impede medium-to-long-run economic growth,” the IMF paper says.

Redistribution is a "win-win situation" and overall has a "pro-growth effect", and isn’t a job killer, as many other economists argue.



Growth inequality is more common in countries that redistribute less, and more equal societies have "faster and more durable growth". The paper addresses extremes in the formula that sometimes suggest huge redistribution has a negative effect on growth.



America’s tax authority, the International Revenue Service, released a report in November 2013 that shows that the US’s richest 1 percent now owns 31 percent of its wealth, while the rest of the population experienced an income rise of only 1 percent.



A recent Oxfam study shows that up to 146 million Europeans are at risk of falling into poverty by 2025, and 50 million Americans are currently suffering from severe financial hardship.



"We find that higher inequality seems to lead to lower growth. Redistribution, in contrast, has a tiny and statistically insignificant (slightly negative) effect," the IMF paper states.



However, the report admits that labor supply could be adversely affected by a top heavy tax scheme.



“Redistribution that takes from the rich and gives to the poor is likely to reduce the labor supply of both the rich (who are taxed more) and the poor (insofar as they receive means-tested benefits that reduce incentives to work),” the report said.



The IMF study, compiled by researchers Jonathan Ostry, Andrew Berg and Charalambos Tsangarides and published by Oliver Blancard, the institution’s chief economist and released on Wednesday, is meant to serve as a ‘discussion note’ and not an official stance of the Washington-based institution.



"Redistribution, Inequality, and Growth" stops short of declaring the paper economic gospel, as the authors admit the data, and discipline of economic theory, is complex and many different variables are at play.



‘Tax the rich’ has become the main mantra of Warren Buffet, America’s second richest man, who has urged Congress to raise taxes on millionaires to 30-35 percent.

Maliki's office: We will pay the salaries of the staff in February to Kurdistan to be pumping oil revenues and the entry in the general budget




Maliki came out today and announced that salaries for February will be paid, especially to those employees of the Kurdistan and that the federal government is not responsible for holding up their salaries....he is claiming the Kurds are given 17% of the federal budget and payments to employees are to come out of that.....


M claims what is going on is attempts by some Kurds to stir up nationalism....well I for one think it is Maliki who is stirring things up.....now he is trying to cover things up....like a cat....he is one, the Kurds are many....I can't believe that so many Kurds would all be saying the same thing regarding what they believe are salaries being withheld by Baghdad.....


Maliki goes on to blame the Speaker Najafi for not bear responsibility for the budget by not even accomplishing the first reading....sounds like he is slinging barbed arrows in all kinds of directions....I sense he is not a happy camper.....he says that oil has not flowed from the Kurdistan for them to earn revenues because of the budget hold up. Shaking my head at the futility being exposed here.

Kurdistan is the warnings of the deteriorating economy, "election propaganda" and warns of the Liberal prejudice to the Central Bank reserves


Here we still see the Kurds complaining about the federal government cutting off salaries for region employees....they claim what is going on with this issue is election propaganda, because the federal government has the resources to make these payments for salaries from daily exports of oil and other items. What a difference between two articles....this one quotes Maliki on Feb 26 as saying the political blocs are actively working to prevent the organization of the upcoming elections and that failure to ratify the budget "will mean non payment of salaries for retirees, employees and students, and social welfare payments....some are saying that the government will need to borrow from the CBI to make payments, but in doing so this will create dangerous situations. Amongst all the mud slinging there are also some hardballs being thrown back and forth and sometimes they get difficult to dodge. At this point it is difficult to declare a winner yet.



Finance: Emergency funds received by the local government of Anbar



Frank......here is another $1 billion dollars being mentioned again....this time with the province of Anbar......being withheld from funds being disbursed for displaced families from Anbar....they are saying this remaining money....again...$1 billion dollars must be entered into the federal budget.....why USD....why not dinar like all the other transactions for these families....makes one go hmmmmm.

Arabtec will be opening an office in Baghdad soon....they are the largest construction company in the Gulf in terms of market value. They will be looking forward to taking part in investment strategies that are now presenting themselves.



Government Electronic voter card is an official document fifth



The Secretariat General of COM has declared that the e-cards for voters will be a way to provide proof at the voting centers of who the person is that has not been in the process before.....he strongly discourages the selling of the cards or reassignment of them to others is expressly forbidden and will come with a penalty.



Kurdistan Alliance: There are no hidden pipes for fuel smuggling to Turkey



The Kurds are denying any report of hidden piping along the pipeline route from the Kurdistan to Ceyhan, Turkey that have designs to be used for smuggling oil to Turkey.....but the Turkish government seems to think otherwise...seems they have discovered a 500 meter pipeline at the Iraq/Turkey border that could definitely be part of a smuggling operation if it were to be used.



Reference warns of sale card and alienate the election and calls to speed up the passage of the budget and solving problems constitutionally



The ruling authority in Karbala is making a statement that people are in need of money....in these times they see little if any use of the e-card they are given except that there are those who will buy them.....the card does nothing about putting food on the table....the money does. The Karbala leadership is calling for a swift agreement on the budget so that things can be pushed forward and programs can be implemented to help the people of Karbala who suffer from many environmental issues that require attention.



Najaf Commission: 40% of the distribution of voters' cards at a rate of 13 000 per day card



The province of Najaf appears to be making good progress in distributing the voter e-cards...having doled out 40% of their cards to date.....at a rate of 13,000/day. The UNHCR reported yesterday that 6 million cards have been reported as distributed across the country out of 21 million known voters.

A slightly different translation to an earlier article put out by Maliki's office that again states that it is not the federal government that is cutting off salaries to the Kurds....they are doing this to themselves, that the salaries are incorporated into the 17% they are receiving from the federal government.....well we all know that 17% amount is another point of contention for the Kurds, they claim they are only receiving around 10%....but one has to wonder if the Kurds are really telling the full story....or attempting to get national sympathy.....I think their sympathy card is about to be rejected....the other people of Iraq are growing tired of their constant bickering with Baghdad.



Experts warn of economic paralysis as a result of the crisis in Kurdistan and Baghdad contend with: the provincial government has alternative solutions


The Kurds hold steadfast to their voice that says the Kurd employee salary issue rests squarely upon the shoulders of Baghdad and specifically on Maliki's shoulders. They are adamant in this stance and have refused to back away from it....not just the politicians but the economists of the region as well....can so many be so wrong about this....I don't think so.....this sounds and looks like a Maliki effort in every way. They are worried about an economic paralysis if the crisis is not stopped soon....there must be solutions made with Baghdad. The problem at this point is neither side appears ready to compromise....this will only continue to hurt all Iraqis in the pocketbook.



Routine and the Ministry of Oil and the corruption of officials alienate oil companies to invest in Iraq



Red tape and corruption all over the place have caused some major oil companies to threaten to pack up their tools and walk away from Iraq. Their actions have seemed to grab the attention of the Oil Ministry who is trying to resolve issues that have been brought up. There have even been issues with visas that were not renewed for oil field workers....come on people...you want to be the king of the oil producers....well it comes with a price....and it isn't cheap.....poor boy Saddam oil company is gone....get into today's technology if you expect to compete in the big leagues.....get your poop grouped and get the contract issues worked out....post haste....like yesterday....drilling programs work on a schedule....and not an Iraqi schedule....so sign on the dotted line then get out of the way and let these people do what they do best....punch deep holes in the ground....stop the corruption already....there will be plenty of time to pad your pockets....later....get the black gold flowing first.



Najafi: Kurds are the closest to us ideologically and geographically and culturally


So the two Najafi brothers are in the Kurdistan at the same time....seeking solution to the budget issues and also to talk about the problems in Anbar.....then the one brother, governor of Nineveh was speaking with Barzani about a possible political alliance between Nineveh and the Kurdistan.....interesting timing......especially when Speaker of the Parliament...the big brother Najafi was also seeking some help from the Kurds as he wishes to become President of the Republic....I hope he can do a better job in that position than the one he currently holds.....he brought with him some key members of the Coalition United bloc from Anbar....all to help the Kurds make some choices and decisions about the budget going forward.....what will we see next week as a result of these meetings on Thursday.



Barzani and Responsibility



A rather well written article that puts some pressure to Barzani to fill his Cabinet....quit dragging his feet on this issue and take control....they also are asking when will the Kurds be seeing salaries again...that enough is enough. Make amends with Baghdad but stay true to your people.



Khatib F Fallujah: al-Maliki wants to ignite the country to ensure they stay in power



This came from a mosque this morning during prayers, against Maliki accusing him of trying to ignite the country to keep him in power as dictator....even in eliminating his opponents for the upcoming election....pointing to the withholding of salaries in the Kurdistan....then to the situation in Anbar as not getting better....insisting on the army being pulled out and negotiations started in earnest.

United States of America and the Republic of Iraq Announce Progress on Entry into Force of Trade and Investment Framework Agreement




Another "framework" document is likely to be set in place with Iraq later this year....one that has been written since 2005 that will provide for a permanent forum for high level discussions of trade and economic issues that would include services, transparency (like our current administration would recognize transparency), worker rights and intellectual properties.



A proposal for the establishment of a supreme body concerned with banks




Finance Committee has proposed a new law that would establish an independent supreme body of the Iraqi banking sector that would monitor banking work.....at least one member of the Committee believes the existing system is backward and needs to be modernized. In the meantime the government is expected to speed up the Bank Deposits Protection Act and get that to Parliament before the end of the current session....good luck in doing that.

Expected to increase inflation to more than 4%


Because of the expected federal deficit being expected around 35 trillion dinar, the inflation rate is also expected to climb to something above 4% in 2014.....this increase can also be attributed to a higher expense ratio compared to the size of revenue of oil (95%) in the budget.



Tinkering with the budget .. cut investment projects for oil 15%




Shaking my head over this.....they should be doing this "after" the first reading....not before. The Economic Commission is calling for a 15% reduction in oil projects as a means to curb the deficit....claiming that the problem that exists with the deficit was caused by the petrodollar being raised from $1 to $5...hooey it was always supposed to be at $5....yet they try to claim the Retirement Law doesn't enter into this problem....I call hooey on that as well....they just seem to change numbers on a whim.....earlier it was reported that oil was 95% of the revenue budget....now they claim it is 90%....that is a significant change....and this article also claims 2014 oil production to be at 3.2 million barrels of oil per day....earlier claims had it at 3.5....still shaking my head.



Industrial Bank staff are demonstrating to demand the resignation of general manager



Staff of the Industrial Bank demonstrated outside the bank on Tuesday to demand the resignation of the bank's general manager over issues of corruption and harassment of staff....they are calling upon the Minister of Finance to improve things.



Finance confirms its ability to pay the salaries of state employees until the end of the current year


The Ministry of Finance reported on Tuesday they have enough money stashed away somewhere to pay state employees to the end of the year....they pointed out that others making different statements about not being able to pay were wrong.



Basra teachers protesting in front of one of the banks to maintain the delayed payment of their monthly salaries


Teachers in Basra are protesting today in front of one of the banks, demanding payment for their work....stating they must also make payments on rent and other things and without the salary they cannot make payments.....this is affecting thousands of teachers across Basra.



Najafi to Kurdistan in two days to resolve the outstanding problems between Erbil and Baghdad




Get out of the way....Superman Najafi....Speaker of Parliament is coming to save the day for the Kurds and Baghdad....he will be mediating between the two groups to resolve outstanding issues.....this should be interesting.



Undersecretary of the Ministry of Finance submitted his resignation in protest against the cutting salaries region




The Undersecretary of the Finance Ministry has submitted his resignation to Maliki and to the Vice President of Economic Affairs Shaways....stating the cause to be the cutting of salaries in the Kurdistan region....guess we are about to find out how important this guy really is to the Baghdad government.....meanwhile he can get in the soup line with the rest of the Kurds until he hears from Maliki.



"Kurdistan donates its budget to the poor of Iraq."



I'm not sure how to take this article....it is from a "former" member of the Kurdistan government saying that the Kurds are willing to give up their share of the federal budget if it goes towards the poor....but Baghdad seems to be saying they can't do this....but they can donate whatever they receive from Baghdad as they see fit....whenever they start getting something.....this sounds like one man's opinion to me.



Italy's ENI" threaten to leave Iraq in the absence of the signing of contracts



Italian oil giant ENI is poised to leave Iraq if they do not get signed contracts from them in the next two weeks....these guys work hard...they play hard and they demand payment for their work....don't be messing with them.



UPDATE 1-Angola's Sonangol to pull out of two oilfields in Iraq


Angola's state oil company Sonangol will be leaving Iraq due to security issues in the two fields they have tried to produce in the Nineveh province, they claim security problems with Sunni rebels and terrorists in the area have created working conditions that are not acceptable for their employees.



Barzani: We will not discuss the budget issues with Baghdad again



Kurd PM Barzani has now stated that the Kurds will not be returning to Baghdad to negotiate.....this comes after Baghdad has enforced an economic stranglehold on the Kurds by withholding salary payments to the Kurd employees for Jan and Feb....Barzani states this must end before they will talk again.



Amid Erbil-Baghdad Budget Row, Kurds Control Water Pressure



Well now the "tit for tat" games start.....you withhold our employee's salaries.....we will withhold water for irrigation and drinking needs in much of Iraq....who will win.



Kurds to ask for confederation soon


It would appear that the Kurdistan Democratic Party (KDP) headed by PM Barzani will be seeking confederation in the region due to the growing problems between the Kurds and Baghdad....this means the permanent establishment of political units for common action in relation to other units.....it involves establishing a constitution which the Kurds already have....and other things such as security, foreign affairs, currency, and central government.....sounds like they want to seriously pursue independence very soon.....I don't really see this going very far at this point....nor do I see Baghdad agreeing with it.



Dispense oil companies and contractors are considering to leave Iraq forever




BP may also be considering leaving Iraq soon if red tape is not cut away.....they have already released at least one subcontractor because Iraq has failed to renew visas for them....this kind of garbage is going to cause Baghdad to shoot itself in the back....they need these big oil companies if they expect to continue to raise their levels of production....shaking my head at the stupidity of these government officials and their bureaucracy.



Iraq's failing state institutions



The Iraqi's are good at making political appointments rather than making them on grounds of expertise....and as a result many state programs and institutions are failing....this article illustrates the reasons for such failures by giving a long list of examples that all center around security and the former regime as faults....however the real issue is the lack of thorough study by the proper technical personnel before launching many projects and the spending of millions or more on fraudulent equipment and such.



Researchers Babylon: the staff of the state departments suffer from poor organization of their income monthly



In the midst of the issues with the 2014 budget someone has found time to analyze the Iraqi state employees and claims they do not do well in regards to organizing their monthly income.....they tend to keep their funds at home be they currency or gold....they don't save in an organized way nor do they invest.....there is a tendency to not put much faith in the banking system....at least in the past....they buy gold on the premise that it appears to continually be increasing in value....some are looking to buy land for the same reason....there needs to be a rebuilding and growth within the banking and investment sectors such that citizens will begin to put faith in them.....this may even include restructuring the CBI....that should prove interesting.



High cash reserves to 80 billion dollars and 80 tonnes of gold



This article does a great job of painting stability of the dinar against the USD....pointing out the cash reserves have reached $80 billion dollars....but the real key announcement here....if it is to be trusted....is that they have raised gold reserves from 30 tons to 80 tons....remember the articles in past weeks that talked about them buying up to 5 tons per month.....well that just didn't add up to me....if they did this for 2013 that would add 60 tons of gold to their reserves....well if this article and this MP is to be trusted it makes some sense now......and lastly.....this stability will also lead to an increase in value of the dinar.



Protection of bank deposits / Mohammed Abu Sharif Mayssam



Perhaps there does need to be some protection of deposits through enactment of banking laws or modifications or amendments to existing laws....I think another help to their banking sector would be the monetary reform itself....in addition they probably could beef up their banking security measures that would give both the public and investors an improved faith in the whole process.



Shaways: the story of al-Maliki positions need to know how to analyze or solve it




VP Shaways is saying that the economic stranglehold that Maliki is invoking on the Kurds should not be happening....that according to the Iraqi constitution they have a right to their portion of the budget and these salaries should not be used against them....he also points to the upcoming elections that they should be transparent and be done on time. He is not a friend of Maliki it seems as he too is a Kurd.



Deputy from the Liberal: We made a proposal to raise the points of contention in the budget law and approval of the rest of the points




During the Monday meeting of heads of political blocs the Liberal bloc raised a proposal for the budget that lifted the points of contention....and sought agreement on the rest of the budget....it remains unclear if he got support from the other blocs or not on this move.....stressing that the Liberal bloc remains unified and coherent even with the loss of Sadr and people.



Kurdistan reveals near the end of the crisis, "Erbil - Baghdad."




The Kurds appear to be at a "final" stage regarding the budget crisis....not sure if this means they are near an agreement with Baghdad......or if this means, as indicated earlier by Barzani that they are not going back to Baghdad until the salary issue is resolved, they do state here that the action taken by Baghdad is not constitutional.



Uniting calling on the government to launch a budget for the salaries and allowances of the staff of the Kurdistan



Today we hear noise from the Coalition United....Speaker Najafi's bloc.....they are speaking out against the economic stranglehold that Maliki and gang have on the Kurd employees.....stating this is wrong and should be repaired immediately....sounds like maybe they could be talked back to the table.....glad to see them sticking up for the Kurds at this point.....they probably see the handwriting on the wall....that Maliki could do the same to them.



American Business Council of Kurdistan review its activities in the Kurdistan Region



There was a review of US business activity within the Kurdistan region by the American Business Council....the meeting was held in Erbil and spotlighted good things that have drawn American businesses to the Kurd region. Their interactions continue to grow and foster good relationships from a business sense. This year there will be multiple conference opportunities both in the US and in the Kurdistan that will continue to foster bilateral business relationships between the two. The Kurds are still working hard to attract other US business entities to the region in the future to help with their rebuilding efforts.



Officials as a response: the central government to deliberately delay payments and cut the last two months ago to put pressure on Kurdistan.




I am thinking that Maliki needs to be listening to what is being said by many different political blocs in Parliament.....they do not like the avenue taken by the federal government....believing it to be unconstitutional....and that payment should be made to Kurd employees.....they also believe that there needs to be greater transparency on the sale of Kurd oil and proper payment made to Baghdad in the prescribed time frame....in other words stop making each other mad....and get back to the issue at hand....the budget.



Heated race to buy voters' cards in Kirkuk .. and the price of 100 thousand dinars to $ 500


While the newness of these voter registration cards is still being considered there are reports of the cards being sold for 100,000 dinars and up to $500 USD.....it seems that officials of the Independent Higher Commission for Elections are scratching their head as to how another individual will be able to use these cards once they are procured......the cards are designed to create more transparency in elections than ever before.....there will also be international observers at polling stations but it remains unclear what will happen if someone tries to use a purchased card.



Karbala «bankrupt» until 2016 the accumulation of debt and aid Baghdad for "religious events" is not enough




The province of Karbala has worked itself into a pickle due to poor money management and extremely poor oversight of construction contracts in the province.....they are now unable to pay contractors for even work done in the past....it sounds as though there needs to be some type of accountability manager or director position created that has some clout behind the title to deal with immediate issues on many fronts.



Barzani "gives" Najafi as president




Talk about you grease my hand and I'll grease yours as well.....wow....so earlier we had reports of Najafi going to visit the Kurds to help settle the differences with Baghdad.....now the real story seems to be leaking out.....it was a trip full of political undertones.....Najafi seeks the position that Talabani now holds as President of the Republic...and he sees that the Kurds could help him in that way when it comes time to designate who will get that position.....Najafi apparently can keep his bloc...Coalition United....from attending Parliament until the Kurds are ready for a reading/vote on the budget....oh the dealings of politics...never should they ever be surprising....underhanded yes....but surprising...no.





Talabani's party: a failed policy of the Kurdistan oil




Even Talabani is now recognizing that the way the Kurds were handling their oil was not good.....they were not following requirements set forth by federal government....by doing so they weakened their position with western countries like the UK and US....to move forward they must be willing to follow federal requirements....will Talabani's words fall on deaf ears though.



Parliament to raise its next Thursday




Apparently there was a quorum on the Parliament floor today and a number of laws were read for the first and second times....but no budget bill was on the agenda....next session will be Thursday.



Parliamentary Finance: the budget deficit in 2014 exceeds 40 billion dollars




The budget deficit has ranged anywhere between 30 and 50 trillion dinar.....now settling at least for the time being at $40 billion dollars....blamed mostly now on the Retirement Law....pointing out that the deficit will adversely affect investment projects for 2014....and there still remains concern over the price of oil through 2014....though the budget is working off of $90/barrel.



Researchers and politicians: Iraq does not yet know the meaning of the federal and political conflicts preclude application




A recent conference by Iraqi researchers and politicians admitted that the Iraqi society does not understand the terms federalism or decentralization of government and there needs to be great education efforts made in this direction. Apparently there is a great deal of work to be done in this area....who is going to pick up such an undertaking.

With the economic stranglehold that Maliki has placed on the Kurd region employees he is being likened to Saddam and his madman reign where he killed many in the Kurdish region....stating that Maliki is now basically doing the same only in a more calculated and slow rate.....they should never agree to the budget as long as Maliki's ways continue.



Electoral Commission warns against buying electronic voter cards


As they should the Electoral Commission is warning against the buying of voter id cards....they threaten the maximum penalty for such tampering....don't forget....if you don't have your card...you can't vote.



Standard Chartered makes New Appointment for Iraq




Standard Chartered made an appointment announcement today to one of its major positions within the bank in Baghdad signaling their commitment to stay in Iraq and grow....they will be opening offices later this year in Basra and Erbil.



Iraq Leads Region with $519bn in Planned Projects


Iraq stands at the top of the ME heap when it comes to planned or in the works infrastructure projects.....now they just need to buy into a budget to get some of these projects off the ground....or to restart those that ground to a halt.

The Kurdish Ministry of Finance will be distributing salary money to Kurdish employees on Sunday....they will not distribute to the President, government or Parliament of Kurdistan until all employees are dealt with first....got to wonder where this money came from.....poof...out of thin air.

The Law of Social Protection will help those who are unable to work by providing them with 105,000 dinar....this is covered under the Social Welfare Act.....to be voted upon perhaps at the next Parliament session.

An independent MP is suggesting that the government send the Social Security Act thru Parliament as it differs from the Labor Law and Social Welfare.....the same MP also called for the Kurds and Baghdad to put aside their differences and come to an agreement....there is too much at stake that adversely affects Iraqi citizens to continue with their bickering.



Kirkuk's Arabs are demanding the "e-card": did not hand over the 30% of voters




The Arabs of Kirkuk are demanding that the Electoral Commission step up their efforts to hand out the e-cards to the public....they have not even gotten 30% out at this point....and there is less than 2 months to the elections....it is good to see others encouraging the Electoral Commission to do better...that indicates a strong interest in seeing these new cards work.



Turkey: trade with Iraq exceeded 12 billion dollars in 2013




The trade exchange between Turkey and Iraq exceeded $12 billion dollars in 2013 and Turkey is interested in seeing that grow more especially with greater association with the province of Nineveh.

How close are you and your team to the launch of the Erbil Stock Exchange?



We are in the final quarter of the set up stage but, of course, it has been a long process.



It was first raised in 2007 and 2008 by [Massoud Barzani, the president of Iraqi Kurdistan], who wanted to know if we could launch a joint exchange with Baghdad.


We held two or three conferences and decided that there was room for a new stock exchange in Iraq aside from the ISX [Iraq Stock Exchange]. We are now looking at a launch at the end of August or September.



What is the reason for the delay?



We are a little bit delayed but this was for our own sake. Due to our lack of knowledge we asked for assistance, which I think will attract more international investors. We are in a better position now, and I think that is good for all sides.


We have asked for assistance from Nasdaq OMX and on February 21 the their team will arrive in Erbil and bring a copy of the system here to be installed.


Their staff will train our staff for two weeks. By the end of July they will hand over the system to us. We need one or two months to get ready after that.



What are your expectations in terms of initial public offerings?



We don’t expect to have a lot of IPOs in the first year. I expect between five to 10 in the first year. We have identified various sectors: we have two or three banks, two or three companies in agriculture and some in thewww.Ekurd.net industrial sector.


And going forward, we have many international oil companies in the Kurdistan region that we will try and attract too, to get them involved.


I do not believe this is [too ambitious]. [The UAE’s] Emaar could be listed both here and in Dubai, for example, and [Shrajah-based] Dana Gas as could [firms such as] Pepsi [in Erbil and New York].



Will the ISX and ESX be rivals?



For sure, each stock exchange would like to be the winner and both of us would like to keep the companies that are listed on our exchanges.


My expectation is that there are about 85 companies that are listed on the ISX that would be keen to cancel their listing there and join the ESX. But we would like to take part or contribute to the boom of the Iraqi economy in general.



Is there another stock exchange that the ESX has looked at to imitate?



Of course, if we imitate anyone we would want to imitate the successful ones. Last year we had a field visit to Dubai. We stayed about three or four days and had a look at how it works. At the end of our visit we signed a [memorandum of understanding].



What kind of investors are you targeting at the ESX?




Our goal is to bring in money, which is not invested, to flush it into the market. We want to attract both retail and institutional investors, of course, but one of the reasons that many people keep their cash at home and don’t like to deposit it in banks because of their beliefs –


they think it is not right, under Sharia for example – we’d like to persuade them otherwise.


But the second goal is to make it a channel to bring in international investment in the region. We want international, non-Iraqi investment through this.


There is a stable situation here in Kurdistan, unlike the rest of Iraq. We don’t want people to hesitate to invest here.



Is it difficult to persuade family-owned companies to go public?




It is not easy but we are trying to convince them. We want to convince them through the media, and so on that by going through IPOs and becoming joint stock companies you can raise a lot more funds and you can create jobs also.



What do you see as the role of the ESX in the economy of Iraqi Kurdistan more generally?



It is important for the economy more generally of course; this is a good qualitative step. It’s a turning point.

What is this....Turki and Maliki attending the third Iraqi/German Business Forum in Berlin Feb 19 and 20.....wonder if they flew up in M's private jet.....oh to have been a firefly in flight.



Finance Committee recommends that the central government banks to take over the sale of hard currency


Now the Finance Committee is recommending to the CBI that hard currency sales be turned over to government banks rather than going thru private banks....I'm shaking my head....the GOI does not need control of anything the CBI is authority over.....just say NO Turki.....do not let Maliki lure you down a path that you know you should not go. Stand firm in what you know to be right. Yes the CBI has implemented strict controls over the last year to curb smuggling and money laundering, and just plain dirty politics....IMO.....the GOI has no right with their hands in the till.

Claims enactment of a law to protect bank deposits



The Finance Committee is making a bunch of noise of late.....it seems they don't understand....don't like all that the CBI is doing lately.....maybe they are the ones who need to have a conference with the CBI and listen and learn just what it is they are doing and why.....Turki......is no turkey.....he knows.....I think that he even has Dr. Shabibi whispering in his ear....the moves necessary to be made.....it sounds like the Finance Committee desperately wants control over what the CBI does....and they seem to believe this law for protecting bank deposits is one way to go about that. So is this a law or is it a project.....they call it both ways.....sounds more like a "move" on the Committee's part to get their grapples in the back of the CBI.



Officials in Babylon hold banks responsible for the reluctance of the projects and to encroach upon the laws



Babylon is experiencing problems with getting projects completed and is blaming the banking system for the problem, primarily the private banking sector. There are 18 banks throughout Babylon who will issue letters of guarantee given to various contractors.....but the truth is the banks do not have the liquidity to give out large sums of cash that are required to complete the projects that the contractors have committed to.....in turn the contractor ends up not being able to meet deadlines because they cannot continue to pay workers and others who are involved in the project work.....there are currently 150 projects that are delayed in Babylon amounting to 224 billion dinar.....due to liquidity issues.....private banks have been bypassed in some instances....and contractors have ended up in prison because of their inability to pay debts.....of course in the middle of the fray is the ever present issues with corruption....surprise surprise.



At its next meeting of Parliament .. read Protection Act employee




This sounds like a case of putting something on FaceBook causing an Iraqi Airways employee to get in trouble and causing the employee to be transferred from the place of work and lose two months salary. It appears this is being cited as being unusual...but I fear the Protection Act may not rule in favor of this employee....it all depends on how the law will be worded when it is passed.....as it stands it is supposed to be on the Sunday agenda for its first reading.



Economic Affairs approve the recommendations of the Committee to exchange information on the movement of the currency sold




The Committee on Economic Affairs chaired by Deputy Prime Minister Shaways, has approved recommendations to exchange information concerning the movement of currency sold by the CBI.....in an indirect way this sounds like the committee approves what the CBI has been doing, knowing and understanding the CBI is subject to audits, controls, and field inspections by the Directorate General of the banking and control office. Turki was in attendance at this meeting.



Maliki: Iraq one of the ten countries most growing in the world




Maliki spoke out on Wednesday saying that Iraq is one of the 10 top growing countries in the world at this time. They seek American participation by investing and trading with Iraq, to aid in the restructuring and rebuilding of Iraq. He stated that in the last 8 years oil production is up by 50% to 3.2 million barrels per day and is expected to grow to 9 million barrels of oil by 2020. Fiscal revenue from the oil sales is expected to reach $500 billion dollars by 2035 and much of that money is being used for infrastructure work, rebuilding roads and bridges, railways and airports. Iraq's growth will top that of China....exceeding China's growth by 3%, according to a Merrill-Lynch report.



Iraq Becomes China’s Number Two Crude Exporter




Iraq is positioning themselves to be just behind Russia in supplying China with oil during 2014.....this comes amid reports that globally there is a slowing of demand for oil and a resultant downward trend in oil pricing globally. Iraq has done well in the past year after seeing itself 5th in size of China's oil suppliers.....they have risen to #2 largely on economics.....cutting of the Basra Light Crude prices to get their foot further in the door with the Chinese.



Banking expert warns from an unprecedented rise in the prices of goods and materials in the local market




What a sad sight.....increasing the salaries of retirees will be more than offset by increases expected in the prices of good and materials at the local market.....the cost of these items are to be said on the increase just because of the salary adjustments to the retired....someone needs to figure out a better system it would seem....and then sell it to the world.



Kurdistan: Barzani and al-Shahristani talks was positive for the first time .. and the oil exporting region is still "dilemma"




So the "main sagging point" with the negotiations is the exportation of oil by the Kurds....but for the first time the meeting was positive....they see progress in that a joint committee may be formed to observe the activities of SOMO in the handling of Kurd oil exports...if this can be ironed out there may be great progress towards budget approval. The rest of the article dealt with the poor handling by the Obama Administration of the Kurds being listed on Tier III terrorist lists.



Commission: Saturday distribution of electronic cards in Baghdad and a plan for distribution in Anbar




A number of provinces, including Baghdad will be distributing e-cards to voters on Saturday....this does not include Anbar at this time....a plan will be devised for Anbar at a later date.....I believe the last part of the article is a typo concerning the April 30 elections "next year"....probably copy and pasted from an old 2013 article.



Parliament will hold its next Sunday and the absence of his agenda of budget bill




The next scheduled session of Parliament is set for Sunday, they have on the agenda a vote on the draft law of social protection and a vote on the draft labor law.....nothing in sight about the Budget bill at this point.....a number of other things will be up for first and second readings at that time as well......I suspect....in the back of my mind the budget could show up in quick order if they determine by some miracle to have a quorum.....watch and see.



Shara: sponsor dialogue to resolve the budget crisis could be approved without the presence of the Kurds


This article describes what would be a bitter pill for the Kurds......that is the voting on the Budget if there would ever be a quorum in Parliament....with or without the Kurds present....I just don't see that happening right now with the Coalition Unified still remaining out on boycott.....who knows what the future will bring.



Kurdistan Alliance: We will not recognize the region's oil money to the government in Baghdad!




The Kurds are complaining that they have no money....they can't pay their employees....that Baghdad has not provided money for salaries for two months....but they still hold strong to their commitment of not giving revenues from oil sales to Baghdad....somewhere, somehow this process needs to come to an end....hopefully a peaceful one.....I believe it is time for the Kurds to understand that the Federal government governs the country....the Kurds are not in as much control as they like to think.



Economic expert calls to open Islamic banks in the governorates


First we heard that the Iraqi government should be controlling banks and creating more growth....now an article that states that Islamic banks should be encouraged in all areas of Iraq....that these banks would foster greater trust by the citizens going forward, more so than what they trust in government banks or the Banks of Rasheed or Rafidain......sounds like there just needs to be greater faith in the banking industry altogether.



Iraq’s Deputy Finance Minister: Kurdistan Budget Blocked Directly by Maliki




Now a Kurd deputy finance minister has submitted his resignation over issues related to budget arguments.....what good does that serve anyone.....will they even miss him. He is claiming that Maliki is the one ordering that the Kurd budget share not be sent to them.....it turns out this minister has threatened to quit in the past and M supposedly gave in to him....I bet he suspects that M will do it again.....I think he's going to be surprised when M just waves bye bye to him.



Iraq incurred significant financial losses due to the delay budget




Sure Iraq has incurred significant financial losses because the 2014 budget hasn't been passed, heck it hasn't even been read the first time......I find it ludicrous that Parliament has had this for over a month now and cannot get the necessary members present, except on one occasion and then the budget wasn't on the agenda.....who is holding this up....everyone....has some responsibility in the game....there needs to be called a delay of game....penalize all parties in their pocketbooks which it sounds like are running on empty as it is....but make all parties hurt and drag them to the bargaining table....this same charade is played out year after year.....man up and make the changes that will invoke worthy change for all Iraqis....stop the moaning and groaning and do what you are paid to do.



Election card sold for 50 000 dinars!




I knew it would just be a matter of time before the black market took a hold of these e-cards.....50,000 dinar...that is cheap really.....what a tragedy....but this will get bigger IMO.....and it has the potential to ruin the upcoming elections....more proof that the government is full of corruption.....scary....but real.



Legal representative: positive signs to solve the budget crisis between the center and the region



A member of the Parliamentary Legal Committee believes that some ground was made in the meetings on Monday....that he sees positive signs toward budget resolution....and that once the Kurds and Baghdad do shake hands....the passage of the budget should take less than 2 weeks.....don't forget what I-Team reported about the Kurds last night....maybe we aren't as far away as some people want us to think they are.



Economy Committee assures lack of plan to control inflation




The Economy and Investment Committee is stating that because of the increase to the salaries of government employees there was no plan put into play to control inflation....sometimes I catch my self stopping and wondering....who controls these people....why do they only know how to complain....why was this voice not raised before now.....that is what the readings of laws are all about...a time to voice concern and support as well as dissension of particular laws and to point out ramifications of the same.....I largely suspect this will be the only appearance of this issue....it will die off never to be heard again.

Is your Bank Open on Presidents Day?

Which Banks Are Open on Presidents’ Day 2014?


This upcoming Monday is Presidents’ Day, also recognized federally as Washington’s Birthday. While retailers advertise their Presidents’ Day sales events, most U.S. banks will be closed, with the exception of a few major banks.



Consistent with its motto as “America’s Most Convenient Bank,” TD Bank will be open for business as usual. What may surprise many people is that Chase and Wells Fargo will also be operating under normal business hours on Presidents’ Day while other big banks are closed.



Furthermore, the supermarket and in-store branches of PNC Bank and SunTrust Bank will be open during the holiday (hours may vary by location).



However, those on Wall Street will have to take a day off from watching the markets, as stock exchanges are closed for Presidents’ Day.

February 7 Pay Debt Deadline .. IQD Will Enter The Forex Market



U.S. Congress asked to pay their debts currently totaling 17 trillion before Feb. 7. According to the U.S. Treasury secretary, Jacob Lew in a letter to Congress to raise the ceiling before Feb. 7, otherwise the U.S. will come back legally.



Many expected that the U.S. will go bankrupt before 14 January, but they can be a capital injection in the 1 trillion. Unfortunately it was not enough value for their ever-increasing debt and the U.S. do do something before Feb. 7.



There is an expectation that a large capital injection will appear shortly (by flotation dinars). That's why our money is expected to fall to a level equivalent to 3.60 usd 1 ringgit later this year.



Because the U.S. economy will be stronger after this. Their currencies to rise. But provided that their debt is settled, and cash capital injection will be injected trillions of dollars into the U.S. economy. It all depends on the increase IQD itself. If not, they will not have a significant cash value to be obtained in the near future.
