and considered very high risk. What is being shown is more of countires loaning money to Iraq......
So Germany (Merkel) just announced 500 million plus Euros to Iraq...And the citizens of germany are ready to throw her out of office head first......
But the fact being Europe and others want Iraq to stabilize asap........the immigration from the ME and the migrants through out Europe have become unruly and unwelcomed........
Seems much wiser to invest and support these people and keep them inside their own borders... But world governments are slow in growth and funds....running out of "grease"...

Then janet Yellen speaks on the possibility of withdrawing the quarter percent rate hike and doesn't exclude the possibility of a negative interest rate....... Seems like the edge of the cliff is getting closer........AND you have to wonder how far are the powers willing to go with this game of chicken......

Press Release No. 16/48 February 8, 2016
The International Monetary Fund (IMF)’s Middle East Regional Technical Assistance Center (METAC) and the Statistics Department held a workshop on “Price Index Compilation Issues” in Beirut, Lebanon from February 1-5, 2016. The workshop addressed specific price statistics compilation issues of participating countries.
International standards and best practices were discussed with regard to the compilation and dissemination of price indexes.
The interactive workshop facilitated extensive discussions and included practical exercises. In a final wrap-up session, participants were given the opportunity to identify potential areas for future METAC technical assistance support.

In total, 24 participants from eight countries attended. The countries represented included: Afghanistan, Egypt, Iraq, Jordan, Lebanon, Pakistan, Sudan, and West Bank and Gaza.

ABSTRACT*
The objective of the Public Finance Management (PFM) Project is to support the Government of Iraq's (GoI) efforts to develop more effective, accountable, and transparent public financial management.
The project has four components:
1) strengthening budget formulation and implementation;
2) strengthening public sector procurement;
3) strengthening budget execution and implementation; and
4) capacity development and project management.
To achieve component goals, the project finances international and local technical assistance, limited procurement of goods, and significant capacity building measures for relevant public sector staff.
The eventual outcome of the project is that relevant government authorities in Iraq, at all levels, have new systems in place, including the appropriate training framework, to enable them to provide the more effective, efficient, and transparent, management of public resources.
rcookie says(1:38 PM): The project focuses on a few critical activities deemed achievable in a relatively short timeframe. In each component, the focus is on relatively straightforward 'process' interventions, capacity building, and donor coordination.
These design features are based on lessons from the last few years of experience with projects in Iraq as well as the lessons from PFM projects in post-conflict situations.
